Legal basis: Notice on Further Adjusting Housing Purchase Restriction Measures
All real estate development enterprises, real estate brokerage institutions and relevant units:
In order to further implement the national real estate market regulation spirit of "houses are used for living, not for speculation" and promote the stable and healthy development of the real estate market in our city, the municipal government decided to suspend the sale of new commercial housing and second-hand housing to the following households within the urban area from March 3, 2017:
(1) Households with household registration in this Municipality that already own two or more houses;
(2) Non-local registered households with 1 apartment or above;
(3) Non-local registered households who cannot provide proof of continuous payment of personal income tax or social insurance (urban social insurance) in this city for more than two years within the first three years from the date of purchase (non-local registered households may not purchase houses by paying back personal income tax or social insurance).
The scope of purchase restriction includes Shangcheng District, Xiacheng District, Jianggan District, Gongshu District, Xihu District, Hangzhou High-tech Development Zone (Binjiang), Hangzhou Economic and Technological Development Zone, Hangzhou Zhijiang National Tourism Resort, Xiaoshan District, Yuhang District, Fuyang District and Dajiangdong Industrial Cluster.
