1. In order to promote the development and utilization of local solar energy in Fangchenggang and the adjustment of energy structure, according to the Administrative Licensing Law, the Regulations on the Administration of Approval and Filing of Enterprise Investment Projects and the Notice of the People's Government of Guangxi Zhuang Autonomous Region on Printing and Distributing the Administrative Measures for Approval and Filing of Enterprise Investment Projects in Guangxi Zhuang Autonomous Region (Gui [2018] No.35), The catalogue of investment projects approved by the government (Guangxi Zhuang Autonomous Region 20 17) and the Notice of Fangchenggang Municipal People's Government on Transferring the Administrative Licensing Matters Implemented by Some Municipal Organs and Institutions to the Municipal Administrative Examination and Approval Bureau (Fang [2017] No.39) agreed to the construction of the delivery line of Guangzhou Shangsiqin 200MW optical storage integration project.

2. Project construction address: Naqin Township, Shangsi County, Fangchenggang City.
Three. Main construction contents and scale of the project: the line from Naqin photovoltaic booster station to 220kV Camellia Substation 1 is newly built, with a length of about 3.8km, and the whole line is overhead by single loop, with a conductor section of 2×300mm2. The new tower has 14 foundations, including 5 corner towers and 9 straight towers; Expansion of 220kV Camellia Substation in the existing reserved site 1 Naqin Photovoltaic 1 10kV outlet interval; Two 24-core OPGW optical cables with a length of about 2× 3.8km are set along the line, forming a double optical cable route from Shangsiqin photovoltaic booster station to 220kV Camellia substation, with the core type of G.652D
Four. The total investment of this project is 9.62 million yuan. Among them, the owner's self-raised funds account for 20%, and bank loans account for 80%.
5. Agree in principle to the Evaluation Report on the Application Report of Guangzhou Development Sinaqin 200MW Optical Storage Integration Project and the expert review opinions provided by Guangxi Chengxin Engineering Investment Consulting Co., Ltd. entrusted by our bureau, and require the construction unit to implement various measures according to the Application Report of Guangzhou Development Sinaqin 200MW Optical Storage Integration Project (Draft for Approval). In the process of project construction, we should conscientiously implement various energy-saving measures, select energy-saving products, strictly implement the regulations that the main project and environmental protection project should be designed, constructed and put into production at the same time, and do relevant work according to the regulations of the competent department of industry.
The bidding scope, bidding method and bidding organization form of this project shall be strictly in accordance with the Bidding Law of People's Republic of China (PRC), Provisions on the Necessity of Bidding for Projects (No.2018 of the National Development and Reform Commission 16) and Measures for the Implementation of the Bidding Law of People's Republic of China (PRC) in Guangxi Zhuang Autonomous Region (206546).
