On the evening of September 28th, the People's Government of Xiaoshan District, Hangzhou City, Zhejiang Province issued "Several Opinions on Launching the Special Action of" Innovation Driven Transformation and Talent Led Development ". The Opinions will be implemented as of September 28, 2022.

In terms of supporting rigid and improved housing demand, the Opinions suggest that registered families who have settled in Hangzhou or non-registered families who work in Hangzhou and pay urban social security (or personal income tax) can settle in the towns of Joey, Linpu, Yaqian, Nanyang, Xintang, Daicun, Shang He, Puyang, Suoqian, Evolution, Guali, Jingjiang, Louta, Yinong and Dangwan in Xiaoshan District. Eligible households with registered residence in Hangzhou are not restricted to buy a second house in the above-mentioned towns and streets in Xiaoshan District within five years. The total number of houses restricted by various families in the restricted purchase area remains unchanged.

According to the previous policy, those who have settled in Hangzhou for less than five years will be restricted to purchase 1 house within the scope of purchase restriction in Hangzhou.

In addition, before September 30, 2023 (inclusive), those who buy ordinary new commercial housing in the above-mentioned town street in Xiaoshan will be subsidized according to the standard of 50% of the deed tax actually paid by the purchaser after handling the house ownership certificate; New purchases of non-residential commercial housing in this region will be subsidized according to the actual payment of deed tax of 30% after handling the property right certificate.

This is the second area in Hangzhou to relax the purchase restriction.

For registered families who have settled in Hangzhou or non-registered families who have paid urban social security (or personal income tax) in this city, they can buy houses (including new commercial houses and second-hand houses) in Fuyang District. Eligible registered families in this city can buy a second house in Fuyang District within five years without restrictions. The total number of houses restricted by various families in the restricted purchase area remains unchanged. In addition, for those who purchase ordinary new commercial housing in Fuyang District before September 30, 2023 (inclusive), the purchaser will be subsidized according to the standard of 50% of the actual deed tax after handling the property certificate.
