Wang Si became furious, impeached himself and then stayed at home. After the incident became serious, the department heads led the censors to Wang Sicheng Building to apologize.
A county magistrate heard about the great power of Wang Sicheng. After receiving the notice that Wang Sicheng was going to the county seat, he put on his old clothes and rode out of the city to meet Wang Sicheng. Wang Sicheng noticed his mount and quietly told his entourage: "This man must be a corrupt official!"
Sure enough, the inspection team was blocked as soon as they entered the city gate. Wang Sicheng asked, "Are you going to accuse the magistrate of stealing your horse?" People who do wrong repeatedly say yes. Wang Si ordered the county magistrate to return the horse and punished him. The attendants were surprised and asked Wang Si why he didn't know the Oracle. Wang Sicheng said with a smile, "He deliberately wore shabby clothes to show his incorruptibility, but on the way, he caught the people's high horse. This is called a leopard cannot change his spots! " The followers suddenly realized that they had been persuaded.
Imperial academy (the highest institution of higher learning and educational administration set up by the state, also known as "Imperial College" and "Chinese Studies") suffered a gang fight, and Wang Sicheng was authorized to handle it with full authority. After he found out the truth, he called the students to announce the punishment result: five students who took the lead in the fight were expelled, and all 70 students who participated in the fight were demoted. At the same time, an incentive mechanism will be established, top students will be promoted and rewarded, and all scum will be removed. After this reorganization, a new atmosphere has emerged in imperial academy. Students are more diligent and encourage each other.
(2) Worrying about the country and the people
One autumn, there was an autumn drought around Beijing, and it didn't rain all winter. It was only in spring that it suffered from the plague of locusts. The people were already hungry, and the Yellow River burst its banks, which made it even worse, causing heavy casualties and making people miserable. Wang Sicheng was very worried, so Shang Shu asked Yuan Shundi to hold a ceremony of "worshiping the gods and offering sacrifices to Hebo". At the same time, the army was urgently mobilized to block the breach of the Yellow River, distribute relief food, and distribute coffins to every flood victim to show the court's love for the people.
The imperial court set up a prison in Tanzhou (now Miyun, Beijing) to let prisoners engage in the heavy work of mining gold and smelting iron. At first, the prison also provided food and clothing for prisoners, but a few years later, because everyone in the prison was exploited and exploited, the supply of prisoners was completely cut off, resulting in more than 30 people starving to death and countless deaths. In order to cover up the truth, prison guards often lie about the length of illness and the number of drug use. Wang Sicheng visited Tanzhou Prison. After learning about these situations, he wrote to suggest to the court that these prisoners were starved to death in prison, which was the responsibility of the prison! It is hoped that the imperial court will immediately enact relevant laws to measure the severity of crimes committed by prison officials by the number of prisoners who died in prison.
In the early years of the Yuan Dynasty, the court ordered the dam river (now the eastern suburb of Beijing) to be dug as a channel for transporting grain. Because of the huge project, "a lady has to carry more than 400 stones every day, and her shoulders are sore and gaunt." After the project is completed, Bahe River will undertake the heavy responsibility of grain transportation. When Wang Sicheng visited the Bahe River, the dam driver and the boatman responsible for maintaining and transporting food were at a loss. There are only 730 people left, and the boatmen are only 1300. These people "run around the clock and still can't give." Wang Sicheng suggested that the imperial court move more than15,000 Mongolians to settle along the Bahe River, so that they can combine work and rest after catching eagles and hunting, assist boatmen and dam workers, and ensure the normal grain transportation of Bahe River.
These three memorials for the benefit of the country and the people were all approved by the imperial court.
(3) Responsible for two rivers
During his tenure as local governor, Wang Sicheng was also down-to-earth and achieved remarkable results.
When he was in charge of Henan, he received a platform document from Shaanxi, requesting to dredge the Three Gates of the Yellow River together with Henan and set up a land and water station to go directly to Shaanxi. Wang Sicheng attached great importance to this and immediately led relevant officials to make a field trip. Officials took a dangerous road with trepidation and tried to fabricate lies to prevaricate the court. Wang Sicheng thundered at them: "If we deceive ourselves, how can we blame others?"? What's your attitude towards the imperial court? You wait, I'll see for myself! " The officials had no choice but to follow him on the beach road in the middle of the Yellow River for more than 100 miles, and there was no way to go along the way. Wang Sicheng ordered the horse to walk and climb the vines. Officials are sweating like a pig, but no one dares to complain. After walking 30 miles, Wang Sicheng saw that it was really impassable, so he reported his experiences along the way to the court. After receiving Wang Sicheng's investigation report, the court rejected Shaanxi's proposal to go to Taiwan.
During Wang Si's reign in Hebei, the Cihe River burst its banks and flooded. He called migrant workers to build a dam day and night, and finally stopped the flood. That autumn, the crops got a bumper harvest, and people were full of gratitude and praise for Wang Sicheng.
In Nanpi (now Nanpi County, Xingtai City, Hebei Province), the ancestors planted willows by the Yu He River, and government officials in past dynasties used this to collect taxes, which was called "Liu Ke". More than a decade ago, because the Yellow River burst its banks, all the willows were flooded, but the government still levied taxes, making the people poorer. Wang Sicheng, seeking truth from facts, wrote to the court, demanding exemption from the "Liu Ke" tax.
There are the former residences of Dong Zhongshu and Achyranthes bidentata, famous Confucian scholars in the Western Han Dynasty. Due to years of disrepair, it has long been crumbling. Wang Sicheng invited the imperial court to establish academies and set up professional lecturers in these two places, which was approved by the imperial court.
At the end of the Yuan Dynasty, many people lost their jobs due to natural and man-made disasters, which triggered social unrest. In order to appease people's hearts, Wang Sicheng, the "named minister" of Yuan Shundi, was responsible for appeasing Hebei, Shandong and Henan, and called local prestigious elders along the way to preach the emperor's kindness. People were so excited that they couldn't help crying. They provided barley, wheat and peas and asked Wang Si to transport them to Yuan Shundi. After returning to Beijing, according to the problems found in the process of the governor, he put forward seven suggestions to Yuan Shundi, which was valued by Yuan Shundi.
(4) Songzhou punishes corruption
Forty people in Songzhou (now Songpan County, Sichuan Province) jointly sued the imperial edict, accusing local Mongolian officials of colluding with each other and forcibly recruiting bandits. The court was furious and appointed Wang Sicheng to investigate the case thoroughly.
Wang Sicheng secretly arrived in Songzhou and made an unannounced visit to find out the criminal fact that Mongolian officials deliberately framed good citizens as bandits in order to obtain huge bribes, and cleared 23 officials involved in the case below the magistrate in Songzhou. In order to completely correct the unjust, false and wrong cases, Wang Sicheng went to Songzhou Prison to work on the spot, so that people with grievances could complain face to face.
A prisoner confessed that he had a fierce struggle with a thief when he sneaked into his house to steal, and almost accidentally stabbed the thief to death. The thief bears a grudge. After being arrested by the government for theft again, he framed him as an accomplice and provided so-called stolen goods. In order to get honor and reward, the arresting officer in charge of catching thieves put him in prison. After verification, Wang Sicheng punished the police officer who arrested him and released the innocent.
When visiting the prison, a juvenile delinquent caught Wang Sicheng's special attention. Juvenile delinquents are full of childishness, but they wear heavy instruments of torture and are tortured to death. Wang Sicheng untied him and asked about the cause of the lawsuit. Confessions of a delinquent teenager: One evening six months ago, he met three big men on his way to visit relatives, so he left with them. After the big man entered the village in the middle of the night, he broke into a rich family and robbed him, leaving him outside. Knowing that he had met bandits, he immediately rushed to the county government to report the case. The county magistrate neglected his duty and failed to dispatch in time to arrest the bandits. In order to escape the guilt, he was arrested as an accomplice and tortured without conscience. After verification, Wang Sicheng released the boy and put the kidnapper in prison.
Wang Sicheng chopped three axes in Songzhou, severely punished corrupt officials, and established the image of the court being close to the people, and was called Wang Qingtian by the people in Songzhou.
(5) Pillars
Wang Sicheng's boldness was best tested in the spring of 1357. At that time, Wang Sicheng toured Shaanxi, just as the Red Scarf Army swept Shaanxi, and the soldier front was only three miles away from Fengyuan (called xi 'an in Yuan Dynasty). Senior officials in Bong-won City fell into a panic, and there was nothing they could do. Wang Sicheng calmly analyzed and said: "Shaanxi is a strategic place, which is related to the gains and losses of the world. We must not lose it! Chahan Timur, a famous soldier in Henan, has always been brave and good at fighting, making the enemy frightened. At this time, it is the best policy to send envoys for help. " For selfish reasons, senior officials argued for a long time. Wang Si married Chahan Timur and wrote for help. Chahan Timur received a letter of help, and was moved by Wang Si's success in serving the country and the people. He took the crime of transferring soldiers without authorization. "Take 5,000 troops lightly and help twice."
Wang Sicheng risked his life to reward reinforcements in Fenghuang Mountain outside the city, and agreed with them on offensive and defensive strategies. Back in the city, in order to stabilize the morale of the army, Wang Sicheng stayed in Taichung all night and never undressed. A senior official wanted to see his wife and children out of the city at night, but Wang Sicheng resolutely stopped him and asked him to guard the North City. Due to the fierce offensive outside the city, senior officials tried to lead his troops to abandon the city and flee. Wang Sicheng patiently enlightened him: "We are entrusted by the state and shoulder the responsibility of stabilizing the Party. We should have worked hard and served the court with our lives! Life has died since ancient times, just a matter of time! " A few words have made "everyone is safe." After the clearing of Fengyuan City, the military chief of Henan Province really investigated the responsibility of Chahan Timur's unauthorized transfer of troops. Sicheng immediately went to court and asked Chahan Timur to defend Shaanxi exclusively, so that Chahan Timur was exempted from punishment and defended Shaanxi perfectly.
At the end of the Yuan Dynasty, peasant uprisings surged one after another, and the imperial court was short of troops. It was ready to recruit able-bodied men to supplement the army in five provinces. Wang Sicheng firmly opposed: "The resistance of Guanzhong to the Red Scarf Army is over, and now all the troops are very difficult to supply, so we can only get paid on the spot. The people are already hungry and cold, and it is even worse to bear the cost. Large-scale conscription now, in case of arousing civil unrest, the consequences are unimaginable! I hope the court will be cautious! " Because of his firm attitude, the recruitment was cancelled.
As an official who supervises hundreds of officials, inspects counties, corrects prisons and cleans courtiers, Yushi is most likely to incur revenge from illegal officials. Wang Sicheng lives in a particularly dangerous era: since the Yuan Dynasty was a dynasty established by Mongols, the objects of censoring were ruthless figures with Mongolian aristocratic background. Many Han Chinese officials were treading on thin ice when they were in power, and they were wise and cautious, fearing that they might get burned or even bring about their own destruction if they were not careful.
Wang Sicheng, on the other hand, worked in the most offensive position for decades, and finally died a fair death, being chased by "Sacrifice". This posthumous title accurately sums up Wang Sicheng's life.
