(1) Having a vehicle that is suitable for its business and has passed the inspection;

(two) the main body engaged in highway passenger transport must be passenger transport enterprises and transport enterprises;

(three) it is forbidden to approve 20 or more passenger vehicles within the county (except for the line from Hulukou Jinsha River Bridge to Xiaojiangkou);

(four) passenger transport enterprises and transport enterprises to buy cars according to the following procedures:

1, apply to the transportation department for operating lines;

2. Apply to the transportation management department for a car purchase plan, and the transportation management department will approve the car purchase model according to the operation line;

(five) passenger transport enterprises and transport enterprises must go through the formalities according to the following procedures before they can engage in operation:

1. Vehicles must be insured with third-party liability insurance of not less than 200,000 yuan, compulsory liability insurance for traffic accidents and accident insurance for drivers and passengers of not less than 200,000 yuan per seat;

2. After receiving the administrative fee bill from the county safety supervision department, pay the county finance bureau the safety risk of mortgage of each seat 1 10,000 yuan to 3,000 yuan (10 small passenger car per seat 10 yuan, 10 to 19 passenger car per seat is 2,000 yuan, 200 yuan.

3, to the transportation department for road transport permits;

4, to the county traffic safety committee office for road passenger safety operation license;

(six) the vehicle management department of the public security shall review the access conditions of this article one by one and go through other legal procedures before going through the registration.

Article 4 A driver applying for passenger transport shall meet the following access conditions:

(a) to obtain a motor vehicle driver's license for the corresponding quasi-driving type;

(2) Drivers applying for C 1 B2 for the first time must have 24 months' driving experience;

(three) under the age of fifty;

(4) Drivers who apply to engage in road passenger transport activities must have more than 5 years of continuous driving experience and more than 3 years of continuous safe driving experience, and have no major road traffic accidents, and bear the main responsibility. The illegal score in a scoring cycle is less than 12;

(five) by the corresponding municipal road transport management institutions to test the relevant passenger laws and regulations, motor vehicle maintenance and passenger first aid basic knowledge. Passed the theory and road test of the public security traffic management department. Road test large passenger cars by the municipal assessment, medium-sized passenger cars by the county assessment;

(VI) Drivers with driver's licenses from other provinces and other places who need to engage in passenger driving in * county shall, in addition to complying with the provisions in Items (1) to (5) of this article, also provide proof materials inquired by the vehicle management department of their country of origin or the traffic police brigade through the public security network to prove their quasi-driving type, driving experience, authenticity of driver's license and illegal accidents;

(seven) all drivers engaged in passenger transport must pass the physical examination of the people's hospitals at or above the county level and the urine examination of the public security organs;

(8) If the passenger driver's driving license has been temporarily detained for 3 months in 1 year, or the illegal score reaches 12, and there are more than 3 illegal records in 1 year, the passenger driving qualification will be cancelled for life;

(nine) strong sense of responsibility for safety, high technical quality, good ideological quality, with junior high school education or above;

(10) A driver of a passenger vehicle who is killed by a traffic accident 1 person or injured by more than three people, or whose direct economic loss is less than 10000 yuan, will be disqualified for life in our county.

Article 5 An enterprise applying for passenger transport business shall meet the following access conditions in addition to those stipulated in the Regulations of the People's Republic of China on Road Transport:

(1) Having vehicles and drivers who meet the access conditions mentioned in Articles 3 and 4 above;

(2) Having a sound safety production management system;

(three) engaged in class line passenger transport business, there should be a clear business line and site management plan;

(4) Having a unified and standardized vehicle parking site plan, a site that has passed the examination by the transportation management department, and a garage with corresponding qualifications;

(five) a certain number of qualified security personnel and maintenance and testing personnel.

Article 6 The access of passenger transport enterprises and their drivers shall be examined and approved in accordance with the following procedures:

(a) to apply to the administrative department of transportation:

1. The passenger line operation within the administrative area of the county shall apply to the county transportation management office, and provide the originals and photocopies of relevant materials required by the access conditions stipulated in Articles 4 and 5 of these Measures;

2, engaged in cross-county business in the province, apply to the transportation management institution at the next higher level, and provide the original and photocopy of the relevant materials required by the access conditions stipulated in Articles 4 and 5 of these Measures;

3, engaged in inter-provincial passenger transport business to the local provincial road transport management institutions to apply, and provide the original and copy of the relevant materials required by the access conditions stipulated in Article 4 and Article 5 of these measures.

(II) After the preliminary examination by the transportation management department, the deputy county magistrate in charge of transportation of the county people's government shall convene the departments of safety supervision, traffic police, transportation, industry and commerce and transportation management for joint examination and approval; After approval, transportation, industry and commerce, taxation and other departments can only operate after completing their respective licensing, registration and registration procedures in accordance with industry management regulations.

Article 7 Enterprises and drivers who are approved to engage in road passenger transport must consciously accept the safety supervision of relevant departments such as public security traffic police, safety supervision, transportation and transportation administration, and improve the internal safety management mechanism and management system.

Article 8 Where an enterprise engaged in road passenger transport is approved to purchase a car from a social group or individual by means of financing, it shall sign a joint venture contract or a joint venture contract to clarify the rights and obligations of both parties. The ownership and management rights of the purchased operating vehicles are regarded as all of the passenger transport enterprises. If the consequences are caused by poor management, the passenger transport enterprise, the owner and the vehicle driver shall bear joint and several liability. The contract signed by both parties shall be reported to the county transportation department, safety supervision department and traffic police department for the record.
