Poor students' files are an important basis for determining the targets of national student loans, tuition remission, difficult subsidies, work-study programs and social assistance, and evaluating various scholarships for poor students. In order to ensure the integrity, authenticity and accuracy of the files and ensure the funding in place, the original files of poor students are updated and adjusted from mid-March to early April every year, and new files of poor students are established.
Poor households refer to families with difficulties in life, without special policy subsidies, and usually refer to families with annual per capita net income below 865 yuan. The definition of poor households by the state has strict standards: absolute poverty population (annual per capita net income below 627 yuan), relative poverty population (annual per capita net income of 628-865 yuan) and low-income population (annual per capita net income of 866- 1205 yuan); General income and high income (annual per capita net income 1205 yuan or more). Generally, the family population whose annual per capita net income is less than 1205 yuan is collectively referred to as vulnerable groups.
