In order to further standardize and strengthen the management of fiscal support funds for agriculture and effectively improve the efficiency of fund use, according to the Municipal Bureau's "About Earnestly Doing a Good Job in Key Counties with Small Farmers and Water Resources" "Notice on the Provincial Audit and Inspection of Special Agricultural Funds", our county attaches great importance to it and cooperates closely with the agricultural department and relevant townships to monitor the county's direct agricultural departments and project implementation units involving modern agricultural production since 2015. 1. The 2015 annual project of continued construction of supporting facilities and water-saving renovation in the Doushan Irrigation District. In 2015, the Provincial Department of Water Resources approved the project implementation plan with Lu Shuinongzi No. 201547. In June 2015, the county finance allocated 3 million yuan of central budget funds. In April 2015, the construction unit completed the bidding work. At present, due to the large funding gap and high relocation costs, the project is being implemented gradually.
2. The 2015 annual project of continued construction of supporting facilities and water-saving renovation in the Doushan Irrigation District. In April 2015, the Provincial Development and Reform Commission and the Department of Water Resources approved the 2015 implementation plan for the continuation of supporting facilities and water-saving renovation projects in the Doushan Irrigation District with Lu Shuinongzi No. 201556. The total investment approved is 19.91 million yuan, including 16 million yuan from the central province, 1.45 million yuan from the city, 2.51 million yuan from the county, and 250,000 yuan from self-raised funds. In February 2015, our county has completed the bidding for engineering and supervision, and all financial funds have been in place. Currently, the project is in the process of being implemented, and we strive to complete the task before April 20.
For the above funds, we strictly follow the relevant regulations on fund management and implement centralized payment from the treasury or county-level reimbursement system. At present, bidding for all three projects has been completed, and the 2015 construction projects in key counties of small farmland water conservancy have been organized and implemented. Up to now, 32.66 million yuan of financial funds have been put in place, and our county has allocated 13 million yuan of financial funds.
2. Self-examination and existing problems
Through self-inspection by the business department and relevant units, the above funds have not been intercepted, occupied, misappropriated, or illegally spent, and the accounting accounts The processing is relatively standardized, the reimbursement information is complete, and it meets the requirements of various fund management methods. Existing problems:
1. The progress of certain projects is slow, resulting in failure to reimburse accounts and withdraw funds, resulting in funds not being available in time.
2. It is difficult to obtain supporting funds in full. The water-saving renovation project in the irrigation area requires a large proportion of local fiscal support. However, due to the financial difficulties of our county, the proportion of project supporting funds in place is low.
3. Rectification measures
First, the existing problems have been notified to all relevant project units and responsible persons, and rectifications and improvements have been made within a time limit to prevent the occurrence of similar problems, so that project funds can be used as they should. benefits.
The second is to actively deepen the construction of financial projects, increase fiscal revenue, arrange project supporting funds in full and in a timely manner, and completely solve the problem of insufficient supporting funds. At the same time, for projects that require more supporting funds, we will do our best to strive for them. implementation.

According to the spirit of the notice issued by the Corps, our center attaches great importance to it, carefully organizes and arranges it, carries out in-depth warning education activities, and strictly conducts self-examination and self-correction , further enhanced our center’s awareness of responsibility and safety in the supervision of employment funds, and ensured the safe operation of special employment funds. The basic situation of the use of the center’s employment special funds in 2012 is as follows; the amount of employment agency subsidies allocated and used was 2,630,000 yuan, with a total of 24,672 people enjoying it, and there was no funding The balance; the amount of social insurance subsidies allocated and used is also 18,330,000 yuan, and the number of beneficiaries is 3,802; the amount of public welfare job subsidies allocated and used is 21,960,000 yuan, and the number of beneficiaries is 1,970; small guaranteed loans The fund disbursement amount is 6,000,000 yuan, the fund balance is 16,000,000 yuan, the loan balance is 6,370,000 yuan, and the number of beneficiaries is 128; the small guaranteed loan interest discount disbursement amount is 1,200,000 yuan, of which 1,117,700 yuan has been used, with a cumulative balance of 82,300 yuan, and the number of beneficiaries for 536 people. The balance of special employment funds at the end of the year is less than 20% of the total amount of special employment funds for that year.
In accordance with the unified requirements of the Corps, our center supervises the use and management of special employment funds. We have formulated reasonable allocation methods and work processes for the special employment funds that are targeted at the center and passed through the center’s account to ensure that This ensures a fair and objective allocation of funds; for those who do not stay in the central account, the Finance Bureau will directly allocate special employment funds to other units, and we will assist in the preliminary review.
1. Improve and improve the supervision system
The center’s fund management system, internal control mechanism, and fund expenditure reporting system will further supplement and improve the existing fund use management in response to existing problems and hidden dangers. Policies and regulations to standardize the application, review and disbursement procedures for various subsidies. Our center reports to the bureau leaders on the management and use of employment special funds every year. Appropriately control the development of public welfare positions based on the division's actual conditions, encourage flexible employment, independent entrepreneurship and self-employment, and adjust and improve the expenditure structure of employment funds.
Seriously receive letters and visits from the public, improve public opinion supervision methods, and conduct regular inspections on the use of funds allocated to various employment projects and related vocational training (including vocational training for migrant workers). Consciously accept supervision and inspection from social supervisors, supervision and audit departments and all sectors of society.
2. Strengthen management and standardize expenditures
(1) Further standardize the issuance and management of the "Employment and Unemployment Registration Certificate" system.
(2) Strictly regulate the expenditure items of special employment funds in accordance with the regulations on the management and use of special funds for employment.
(3) Increase the publicity of various employment support policies. We will strive to make policies such as vocational training subsidies, job placement subsidies, social insurance subsidies, and job subsidies well-known to everyone.
(4) Standardize the review and identification procedures for various subsidy policies, and review and standardize the subsidy application process by promptly entering financial insurance project information.
(5) Establish and improve the basic ledger, and timely enter the information of unemployed persons in the "Employment and Unemployment Registration Certificate" information management system into the financial insurance project to realize the docking and sharing of information.
3. Existing Problems and Related Suggestions
(1) Small-amount secured loans have problems such as low loan amounts, low-profit projects and narrow scope of lending people, as well as complicated loan procedures. At the same time, due to bank reasons, the regulation that "guaranteed liability balance shall not exceed three times of the loan guarantee fund" has not been implemented (the actual lending ratio is 1:1). It is recommended that the loan limit should be increased in the future, and low-profit projects and lending groups should be relaxed. scope, simplify loan procedures, and encourage banks to implement the 1:3 policy.
(2) Because the scope of expenditures for employment agency subsidies is too narrow, the balance is large every year, and the center’s wages are paid out using the balances of previous years. This creates an imbalance. I hope The scope of expenditures for employment agency subsidies can be appropriately broadened.

In accordance with the requirements of the State Party Committee on carrying out special rectification work on improper selection and employment of personnel, our county attaches great importance to it and pays close attention to the implementation of the rectification. In order to further enhance the operability of the rectification work, the county party committee clearly proposed rectification measures that ensure that the prescribed actions are not out of shape and the optional actions focus on the actual situation, so as to advance the rectification work in an orderly and steady manner. .
(1) Efforts should be made to combat the issue of canvassing and bribery. First, the newly revised "Regulations on the Selection and Appointment of Cadres" and other cadre policy documents were distributed throughout the county, and publicity and education on cadre policies and regulations were focused on carrying out warning education. The second is to use the external network of the group workers and the Ganzi County Cable TV station to set up a reporting hotline to collect clues and problems about canvassing and bribery, summarize the research and judgment, reflect the specific problems and clear clues, and verify them clearly. The third is to conscientiously implement the accountability measures for canvassing and bribery, establish a ledger for violations of regulations and disciplines, and implement ledger record management.
(2) Efforts should be made to rectify the problem of illegal selection of cadres. The first is to distribute the "Regulations" to the main persons in charge of all units and township leaders in the county, and inform them to study and implement them. The second is to conscientiously implement the five-in-one cadre selection and appointment system of the state committee and comprehensively standardize the cadre selection and appointment procedures, standards and conditions. The third is to conscientiously implement the five-in-one cadre selection and supervision system. The fourth is to conscientiously implement the pre-appointment qualification and condition review of cadres, and organize dedicated personnel to standardize the cadre selection documents and files since the change of office.
(3) Efforts should be made to rectify the problem of running away from official positions. The first is to establish a record-keeping system for those who do not pay attention to things and procrastinate their feelings. The second is to strengthen self-construction, reiterate disciplinary requirements, sign contracts, resolutely rectify issues such as appointing officials and making wishes, matchmaking, etc., strictly govern the department, strictly manage, and strive to build a model organizational department. The third is to establish an early warning mechanism, use the 12380 reporting platform, etc. to collect clues about running officials, and timely talk to and remind the main persons in charge of units that report more.
(4) Focus on rectifying the problem of intercession and greeting. First, adhere to the system of personal signatures of leading cadres to recommend cadres to prevent private intercessions and greetings. The second is to establish a registration and reporting system for intercession and greetings. Those who help to intercede and say hello will be recorded, seriously criticized, and admonished. If the circumstances are serious, the relevant responsibilities will be investigated seriously.
The third is to establish an early warning and conversation mechanism. Units where the masses report that there is a lot of sexual intercourse will promptly carry out conversation reminders to the main responsible comrades. Fourth, those who are found to have problems with intercession and greeting during the inspection of promotion while sick will be held strictly accountable. Fifth, any cadres who participate in intercession and greetings will be dealt with seriously and transferred from the human resources and social security department of the organization.

The third is to improve the system of regular heart-to-heart talks for cadres, and do a good job in ideological education, guidance and conflict resolution for cadres. The fourth is to effectively clean up, rectify and digest the three excesses and two chaos. It is planned to be rectified and digested before September 2017.
(6) Efforts should be made to prevent and eliminate the problem of two-faced people. First, each deputy department-level leading cadre is required to submit a report form on personal matters related to the leading cadre. The second is to focus on the inspection of political quality and moral quality in the cadre inspection work; consciously arrange key training targets to work at the grassroots front lines and anti-separation and stability maintenance front lines where difficulties and contradictions are prominent, and inspect their political quality and moral quality in actual work. quality. The third is to establish a new appointment system for promoting leading cadres and make public disclosures on abiding by political stances, safeguarding the unification of the motherland and national unity. The fourth is to set up a reporting hotline to prevent and clean up double-faced people, and call on the cadres and the masses to report the situation of double-faced people. The Organization Department will conduct verification based on the reported situation, and organize and deal with the relevant situations according to the severity of the case. The fifth is to establish a mechanism for accountability for oversight and errors during inspections. Sixth, strengthen the regular analysis and judgment mechanism.

In August this year, 14 cadres and employees who worked part-time in the company were cleaned up and regulated. At the same time, a special investigation was conducted on whether cadres and employees received salary from the enterprise in violation of regulations during their part-time (holding) positions in the enterprise. After investigation, it was found that none of the 14 cadres and employees in our county received salary in violation of regulations during their part-time (employment) in the enterprise. At the same time, we will conduct self-examination on the early clean-up of illegal part-time jobs to prevent underreporting and under-reporting, strictly implement the relevant regulations on part-time jobs for leading cadres in enterprises, and resolutely prevent backlash.

In accordance with the provisions of the Civil Servant Law and the work requirements of the central, provincial, state, and county committees, documents were issued to all units in the county in a timely manner, requiring strict self-examination. In order to ensure the effectiveness of this work, the county's discipline inspection, organization, human resources and social security, establishment and other departments have established a joint working group to inspect all units in the county in accordance with the conditions determined in the cleanup scope. Any false reports, concealed reports, or omissions will be punished. Once verified, the main leaders and relevant personnel of the unit will be held accountable, and the reporting hotline will be publicized on the Garze County Work Group Extranet and the Garze Cable TV Station to ensure that the clean-up work is supervised in place.
(9) Efforts should be made to rectify the problem of illegal secondments of cadres. The Organization Department of the County Party Committee conducted a comprehensive cleanup of the people seconded throughout the county, and required cadres and employees who were seconded in violation of regulations to return to work at their original units unconditionally within the specified time. Those who failed to return after the deadline will be regarded as absenteeism and will be dealt with in accordance with relevant regulations. In order to consolidate the results, further tighten cadre management, and stabilize the team of grassroots cadres, the Organization Department of the County Party Committee immediately issued the "Notice on Further Strictly Recruiting and Seconding Procedures for Cadres" (Ganzi Committee Group Fa [2016] No. 42) to standardize cadre management from the institutional level. .

Review scope, time arrangement, method steps and safeguard measures, etc., and promptly arrange dedicated personnel to conduct centralized rectification and processing of cadre file information.
3. Problems in the rectification work and next steps
Although the special rectification work has been carried out so far, although certain results have been achieved, there are still certain problems: First, some units believe that this The special rectification work this time is just a formality, and it is not carried out in the same way, and the degree of attention is not enough.
Second, although various cadre policies and regulations have been distributed to all units, their publicity and implementation are poor. Third, there are not many effective innovative methods for each unit to carry out special rectification work.
In view of the existing problems, we will pay close attention to the following three aspects in the next work: First, strengthen supervision and inspection, and build an early warning mechanism to promptly detect and effectively prevent unhealthy selection and employment practices. . The second is to increase the publicity and education of cadre policies and regulations. The third is to seriously investigate and deal with it and strengthen disciplinary deterrence against unhealthy employment practices.
