Article 1 In order to speed up the implementation of the talent priority development strategy and give full play to the role of skilled talents in promoting the economic and social construction of our city, according to the Opinions on Several Policies and Measures for Providing Innovative Elements to Cultivate Industrial Ecology and Enhance the Industrial Energy Level of National Central Cities (Fa [2017] No.23) and the Action Plan for Implementing the Talent Priority Development Strategy in Chengdu (Ban [2017)
Article 2 The term "skilled personnel" as mentioned in these Measures refers to those who have mastered specialized knowledge and technology, have certain operational skills, can use their own skills and abilities to carry out practical operations in work practice, and have obtained national vocational qualification certificates such as junior workers, intermediate workers, senior workers, technicians and senior technicians.
Article 3 The term "introduction of high-skilled talents in urgent need and shortage" as mentioned in these Measures refers to skilled talents who are introduced from outside the administrative area of this Municipality to work in enterprises and have signed labor contracts with enterprises for more than three years, and meet one of the conditions in the Catalogue of Talents in Urgent Need and High-end Talents in Chengdu (see Annex) and the requirements of three-star industrial demand posts in the Chengdu Talent Development Guidelines (White Paper).
