The spirit of the document is now interpreted as follows:

1. Drafting background

To this end, the "Interim Measures" were drafted to explore and standardize the credit evaluation of project units on the performance of construction companies that contract state-owned funds to invest in housing construction and municipal infrastructure projects.

2. Basis for formulation

"Anhui Province Construction Project Tendering and Bidding Management Measures" (Provincial Government Order No. 301), "Chuzhou City Public *** Resource Trading Project Post-Target Supervision" "Interim Measures for Management" (Chu Zheng Ban Secretary [2018] No. 192) and other relevant regulations, and learned from the experience and practices of other places to draft the "Interim Measures (Draft for Comments)".

3. Drafting process

In April this year, the Post-Tendering Office learned from the experience and practices of Hefei, Wuhu, Shenzhen and other places, drafted the "Interim Measures (Draft for Comments)", and Opinions were solicited within the unit. On April 21, the "Interim Measures (Draft for Solicitation of Comments)" was sent to the Municipal Housing and Urban-Rural Development Bureau, the Municipal Key Office, the Municipal Economic Development Zone, the Sino-Singapore-Singapore-Chuzhou High-tech Zone, and the Public Administration Bureaus of each county (city, district) for written opinions. , and publicly posted it on the Municipal Public Administration Bureau’s portal website to solicit opinions. IV. Main contents

(1) Regarding the scope of implementation evaluation. It is applicable to the credit evaluation of the performance behavior of construction companies that invest in housing construction and municipal infrastructure projects through city and county public resource trading platforms, and the winning bid amount is more than 20 million (including 20 million) with state-owned funds.

(2) Regarding the evaluation object and evaluation subject. The evaluation object is the construction enterprise of the construction project, and the subject of the evaluation is the project unit, that is, the contract issuing unit or construction agency of the construction project.

(3) Regarding evaluation criteria. Mainly including contract signing, performance guarantee, key position personnel, mechanical equipment, project quality, construction safety, civilized construction, project progress, wages of migrant workers, completion acceptance, comprehensive evaluation and project quality, safety, scientific and technological innovation awards, etc.

(4) Regarding evaluation methods. Taking a single construction contract as the evaluation unit, on the basis of the evaluation points, additional points will be given to construction companies that perform well to achieve positive rewards.

(5) Regarding the evaluation procedure. The project unit shall complete the evaluation within 30 days after the completion acceptance of the construction project is completed, notify the construction company of the evaluation results in writing, publish them on its website, and accept objections from interested parties.

(6) Regarding credit information collection methods. The project unit will enter the evaluation results on the "Chuzhou Post-Bidding Supervision Platform" and be responsible for its authenticity, legality and accuracy.

(7) Regarding the application of performance results. The Municipal Public Administration Bureau will promptly promote the application of contract performance evaluation results in bidding activities.

The Municipal Public Administration Bureau will, in accordance with the requirements of the "Interim Measures", actively promote project units to invest in construction enterprises with state-owned funds in housing construction and municipal infrastructure projects.
