However, this land was not allocated by the government for free, but was purchased by Shaoyang No.1 Middle School with a loan, and the price was about 6,543,800 yuan per mu.

In 2003, Shaoyang No.1 Middle School borrowed 2.5 million yuan from Shaoyang Sub-branch of China Construction Bank for land purchase and planning. Subsequently, a loan of 2.8 million yuan was used to pay the paid use fee for new construction land, flood control guarantee funds and cultivated land reclamation fees, and the relevant land procedures were handled. In 2003, Shaoyang No.1 Middle School purchased 357 mu of land in Damushan Development Zone, the county seat, and planned to build "New No.1 Middle School". Since then, nearly 9 million yuan has been invested in the preliminary construction. But six years later, on the land of "New No.1 Middle School", a private school-Shiqi School in Shaoyang County was built. Shaoyang County No.1 Middle School was blacklisted by the bank because it could not afford the loan.

In 2004, Wang Shiqi, a businessman from Shaoyang County and the chairman of Hunan Fengdu Group Co., Ltd. (hereinafter referred to as "Fengdu Group"), promised to invest 65.438+0.5 billion yuan in running a school, but at the same time offered to buy 357 mu of land in "New No.1 Middle School" at a price of 3 million yuan. Fengdu Group bought the school site of New No.1 Middle School with 3 million yuan, but the money was given to the county government.

"Money is for the government, and it is coordinated by the government. If there is no money in the future, it can be borne by the government. " A teacher in No.1 Middle School said.

Even so, the school has not received any funds from the county government. Many teachers in Shaoyang No.1 Middle School believe that this has caused serious harm to the school.

In August 2005, the first phase of Shiqi School was completed, and enrollment began in the autumn of the same year. Although the hardware facilities are first-class, many students and parents still hold a wait-and-see attitude because they are private schools. On September, 2005 10, Shaoyang county government issued "Opinions on Accelerating the Development of Private Education", which clearly stipulated that "private schools are allowed to recruit teachers from public schools in this county, and after the teachers are dismissed, they can retain their status as public teachers and return to their original schools to participate in the competition".

In the autumn of that year, Shiqi School also dug up nearly half of the students in Grade Two and Grade Three from County No.1 Middle School. Students studying in other schools violate the documents of the Hunan Provincial Department of Education. " A teacher from Shaoyang County No.1 Middle School said.

According to the relevant documents of Hunan Provincial Department of Education, the school "may not recruit students from other schools to send or borrow".

Shaoyang No.1 Middle School has declined a lot since the relocation storm, losing not only a large number of senior teachers, but also a large number of outstanding students.

At present, most residents in Shaoyang county think that the best middle school in the county is Shiqi School. Many teachers in Shaoyang No.1 Middle School regard the appearance of Shiqi School as "the wolf is coming", but some people think that Shiqi School is a "catfish", which breaks the original quiet high school education in Shaoyang County and allows County No.1 Middle School to develop in the competition.
