In order to conscientiously implement the spirit of the "Notice of the Qinghai Provincial Department of Housing and Urban-Rural Development and the Qinghai Provincial Department of Finance on further improving the efficiency of the use of housing provident funds" (Qingjianfang [2015] No. 52) , the following adjustments are made to the relevant regulations on personal housing provident fund withdrawal and loan business:
1. Relaxation of withdrawal conditions
1. Withdrawal for house purchase. Employees who contribute to purchase a house for their minor children can withdraw the housing provident fund in the employee's name.
Required documents: One ID card and a copy, one copy of the "Qinghai Province Employee Housing Provident Fund Withdrawal Approval Form" stamped with a reserved seal by the employee's unit, and the original household registration book for those with the same household registration. And a copy; if the household registration is not the same, provide the direct family relationship certificate issued by the public security household registration department. If you entrust an agent, provide the agent's ID card and a copy and a "Letter of Power of Attorney". Provide corresponding supporting materials according to the following situations.
(1) When purchasing a commercial house, the original copy of the "Commercial House Sales Contract" registered online with the real estate administration department (if the house purchased is multi-story, the withdrawal period shall be within one year after the purchase contract is signed; If the house is a high-rise building, the withdrawal period shall be within three years after the purchase contract is signed) and the relevant pages of the commercial housing sales contract (cover page, page recording the basic information of both parties to the purchase and sale contract, page of agreed payment methods and deadlines, and seals and signatures of both parties to the purchase and sale contract, etc. A copy of the relevant information page); a copy of each of the "Commercial Housing Pre-Sale License" and the "Construction Project Planning License"; the original and a copy of the down payment receipt; the name, account number and bank of the selling unit.
(2) To purchase a second-hand house, the "House Ownership Certificate" after the transfer (valid within one year after the transfer) and the original and copy of the transfer deed tax invoice; the withdrawer's account number and the bank where the account is opened.
2. Rent withdrawal. If an employee has paid the housing provident fund in full for three consecutive months, and he and his spouse do not own a house but rent a house in the city where the payment is made, the couple can withdraw the housing provident fund to pay rent.
Required documents: One copy of my ID card and a copy, and a copy of the "Qinghai Province Employee Housing Provident Fund Withdrawal Approval Form" stamped with a reserved seal by the employee's unit; if you want to withdraw your spouse's housing provident fund, you need to provide One copy each of spouse’s ID card and marriage certificate (or marriage status certificate issued by the civil affairs department of the place of residence). If you entrust an agent, provide the agent's ID card and a copy and a "Letter of Power of Attorney". Provide corresponding supporting materials according to the following situations.
(1) To rent commercial housing, an original certificate of no-house ownership issued by the real estate registration management department; an original and a copy of the "House Rental Contract"; the ID card of the owner of the rental house and the "House Ownership Certificate" 》Original and one copy; bank current passbook (bank card) in the name of the property owner. According to the monthly rent amount and lease term stated in the lease contract, the amount can be withdrawn once a year. The monthly withdrawal amount shall not be higher than the monthly payment and deposit amount of the individual. The upper limit of the annual withdrawal amount shall be determined with reference to the relevant provisions of the "Qinghai Province Public Rental Housing Management Measures" and the local average rent level announced by the real estate management department. The withdrawn housing provident fund is paid to the property owner.
(2) To rent a public rental house, provide the original and a copy of the "House Lease Contract"; the bank and account number of the public rental housing operation and management agency. According to the monthly rent amount and lease term specified in the lease contract, the withdrawn housing provident fund will be paid to the public rental housing operation and management agency regularly according to the rent payment time limit stipulated in the contract.
3. Loan repayment and withdrawal. Contributing employees can withdraw the housing provident fund in their own name and that of their spouse to repay the housing provident fund loans of their parents and children.
Required documents: One ID card and a copy, one copy of the "Qinghai Province Employee Housing Provident Fund Withdrawal Approval Form" stamped with a reserved seal by the employee's unit, and the original household registration book for those with the same household registration. And a copy; if the household registration is not the same, provide the direct family relationship certificate issued by the public security household registration department. If you entrust an agent, provide the agent's ID card and a copy and a "Letter of Power of Attorney". Provide corresponding supporting materials according to the following situations.
(1) To repay provincial and Xining city center (including railway sub-center, Datong, Huangzhong and Huangyuan County Management Department) provident fund loans, the repayment shall be issued by the borrowing bank and stamped with a special banking business seal. An original copy of the detailed list.
(2) To repay the provident fund loan from the Haidong City and Prefecture Housing Provident Fund Management Center, an original repayment detailed list stamped with a special banking seal issued by the borrowing bank; the Provident Fund Center (Management Department) where the borrower is located ) Issue a repayment account number stamped with a special business seal and a certificate from the bank where the account is opened.
(3) To repay housing provident fund loans from other provinces, the borrower and the bank must sign the original "Loan Contract" that has been effective for more than one year and the relevant pages of the "Loan Contract" (recording the borrower's name, loan amount, purpose of loan, A copy of the loan term and relevant information page such as the seal of the lending bank and the signature of the borrower); an original copy of the repayment details stamped with a special banking seal issued by the borrowing bank; issued by the Provident Fund Center (Management Department) where the borrower is located A copy of the repayment account number stamped with the provident fund center’s special business seal and a certificate from the bank where the account is opened.
2. Adjust loan policies
1. Lower loan conditions. Employees who have paid housing provident fund in full for more than 6 months (inclusive), have good credit status, and meet other loan conditions stipulated by our center can apply for a housing provident fund personal loan. If the housing provident fund has been paid and deposited in our center for less than 6 months, the payment time can be calculated based on the payment certificate issued by the housing provident fund management center of the original place of deposit.
2. Relax loan standards. For employees who purchase their first home, the maximum loan period is 25 years; for those who purchase their first ordinary home, the minimum down payment ratio is reduced to 20%; for those who own a home and have paid off the corresponding home purchase loan, the minimum down payment is If an employee improves his or her living conditions and applies for a housing provident fund loan again to purchase an ordinary home, the housing provident fund loan policy for the first home shall be implemented; when an employee purchases a second-hand house, the sum of the period for applying for a housing provident fund loan and the age of the second-hand house purchased shall not exceed 30 years at most.
3. Floating loan limit. For employees with good credit status and need for loans, the maximum amount of personal housing provident fund loans can be increased by 20%; for employees with bad credit records who owe non-malicious debts, the arrears will be issued by the commercial loan handling bank or credit card center. After proof of non-malicious overdue (overdraft), the maximum amount of personal housing provident fund loan can be reduced by 10%.
4. Carry out off-site loans. Employees who normally pay housing provident funds in this province and meet the conditions for housing provident fund loans when purchasing their own homes in Xining can apply for housing provident fund loans from our center.
Employees whose registered residence is in Xining, who are employed outside the province and have paid and deposited housing provident funds normally for more than one year in accordance with regulations, and who purchase their first home in Xining, can apply for a housing provident fund loan from our center.
3. Launch a pilot project for monthly withdrawal and repayment of loans
Employees in our center who have unpaid housing provident fund loans and have paid and deposited their housing provident funds normally can entrust our center to withdraw and repay loans on a monthly basis. Withdraw the housing provident fund in the name of myself and my spouse to repay their housing provident fund loan. For the conditions and procedures, please refer to the "Interim Regulations on the Operation of Monthly Withdrawal of Housing Provident Fund for Repayment of Provident Fund Loans Entrusted by the Qinghai Provincial Housing Fund Management Center".
This notice will be implemented from April 1st.
