Encourage banks, insurance and other financial institutions to formulate special financial products that meet the actual needs according to the degree of enterprises affected by the epidemic, and increase the proportion of credit loans in loans for small and medium-sized enterprises. Encourage innovative ways to renew loans for small and medium-sized enterprises with good credit and normal operation, and effectively reduce the turnover cost of corporate loans. Open up a green channel for financial services to fight the epidemic, further connect with "non-repayment products" of relevant financial institutions, and provide high-quality and efficient comprehensive financial services.

(four) to encourage the reduction and exemption of the rent of small and medium-sized enterprises related to the fight against the epidemic. If the leased area belongs to the state-owned assets business premises, the rent will be reduced or exempted for at least one month according to the affected situation, and will be extended as appropriate after the expiration. For renting other business premises, the owner (landlord) is encouraged to reduce the rent for the tenant, and both parties shall negotiate. Various carriers such as science parks, cultural and creative parks, science and technology business incubators, and entrepreneurial bases that lease small and medium-sized enterprises for rent reduction during the epidemic period shall be identified, and priority shall be given to policy support in our region.

(5) Actively guide SMEs to innovate business models and overcome the negative impact of the epidemic. Encourage small and medium-sized enterprises to carry out production, R&D and technological transformation, and increase support for enterprises to carry out new product research and development, technological transformation to expand production and capacity, and transformation of epidemic prevention and control materials. All banking institutions should increase their support for small and medium-sized enterprises, strictly implement the relevant requirements of the CBRC, and do not blindly lend, suppress or cut off loans, and encourage all banking institutions to lower the original loan interest rate by more than 10%, so as to ensure that the credit balance of small and medium-sized enterprises in 2020 is not lower than the same level of 20 19, and ensure that small and medium-sized enterprises in 2020.

Nine, build the upstream and downstream supply and demand information platform of enterprises in the region, strengthen the matching of raw and auxiliary materials supply, processing, production and circulation, guide enterprises in the region to carry out market-oriented cooperation, strengthen industrial chain, supply chain and service chain, and promote the development of the real economy.

Ten, the full implementation of the "one network", in principle, all business-related matters during the epidemic are handled online, effectively reduce links, streamline materials, and truly achieve "zero running." If offline handling is really necessary, the district administrative service center or functional department will send staff to handle it at home or "help" the whole process.
