Since the end of 2020, decision-makers have frequently issued documents to solve the housing problems of new citizens and young people in big cities, and affordable rental housing has been placed in an important position.

After landing in Beijing, many policies and channels have promoted the accelerated construction of affordable rental housing. In Lu Jiehua's view, affordable housing has solved people's livelihood problems. With the development of the city, there are more and more floating population, many of whom are young people. Although they are not registered in Beijing, they have made great contributions to Beijing's social and economic development. Their housing security is a very important, basic and sensitive social issue. At the same time, the development of Beijing needs talents and more young talents. Providing policy-based rental housing not only gives them room for manoeuvre and life security, but also enables them to live a dignified and quality life.
How to achieve the supply target of 6.5438+0.5 million sets of affordable rental housing? In the eyes of the industry, in the past year, Beijing has accelerated the construction of affordable rental housing and collective land rental housing on commercial housing plots. In fact, regarding the location of rental housing, Lou Jianbo suggested at the two sessions in Beijing last year that relevant departments should make centralized planning for the connection between Beijing collective land rental housing projects and bus and subway stations to effectively solve the commuting pain of collective rental housing; Or you can give transportation subsidies to tenants to attract renters to live in collective rental houses.
Lu Jiehua also believes that affordable rental housing should solve not only the housing problem, but also the infrastructure such as housing quality, convenient transportation and perfect education and medical facilities, which all affect the quality of rental housing. In addition to affordable rental housing, this year's Beijing municipal government work report also proposes to study public rental housing policies to adapt to families with many children and adjust construction standards and rent distribution methods.
The study of public rental housing policy for families with many children is bound to be linked with the current policy of encouraging "three children". Previously, Chaoyang District, Beijing issued 202 1 "Announcement on Organizing Families with More Minor Children to Choose Houses in Chaoyang District", which showed that families with more minor children who obtained the registration qualification for public rental housing directly organized the house selection. Beijing is considered to be the first city in China to encourage childbearing and implement the national "three children" policy in the allocation of public rental housing.
Therefore, from a big perspective, studying the policy of public rental housing for families with many children can effectively reduce the housing expenditure and living burden of families with many children. Under the background of the "three children" policy, more housing policies may be introduced to protect families with many children in the future.
However, in Lu Jiehua's view, the positioning of public rental housing is a low-income group, and families with many children will definitely consider quality and various expenses in the future, which is not very suitable for the positioning of customer groups. In addition, the maximum area of public rental housing in Beijing is limited to 60 square meters, which does not meet the needs of families with many children. "It can't follow the traditional standards, but some improvements can be made, including increasing the area."
"Not only the proportion of public rental housing, including ordinary commercial housing and policy shared property housing, but also needs to be improved." Lou Jianbo said.
Lu Jiehua further pointed out that if people of childbearing age can respond to the "three children" policy, there will be more room for housing expansion. In addition to the tilt of public rental housing policy, in terms of commercial housing, more convenience can be provided in terms of purchase concessions, loans, apartment types and supporting facilities.
