The most important factors contributing to the discord in Yugoslav ethnic relations were the civil war and genocide initiated by the independent state of Croatia during World War II, during the period of the Kingdom of Yugoslavia; the over-ambitious idea of a Greater Serbia; and the idea of Pan-Slavism in the Balkans.

Before World War II, the main tensions were due to the diverse ethnicity of the Kingdom of Yugoslavia and the dominance of the demographically dominant Serbs. The tension in relations stemmed from the fact that the two sides had completely different visions of the new state.

During World War II, the Axis powers invaded Yugoslavia and created a puppet state called the Independent State of Croatia. The territory of the Independent State of Croatia included present-day Croatia and Bosnia and Herzegovina, and the Axis powers assigned Ustasha figures to be the leaders of the Independent State of Croatia.
