Today, we hold this on-the-spot meeting of the county's animal husbandry work, mainly to summarize the achievements of the county's animal husbandry work since 2005, learn and popularize some advanced experiences and practices in towns and villages, further unify thoughts, raise awareness, strengthen measures, and then lift a new climax of animal husbandry development. Just now, we visited the large-scale farms in Peicundian, Xingkou, Fuji and Yuzhen. Their experiences and practices are worth learning and learning from. Yu Zhen Town and Credit Union made good speeches respectively. Wuxian made a serious summary of the development of animal husbandry in our county in 2005 and the first half of this year, and put forward good suggestions on how to do well the animal husbandry work in the second half of this year. Please implement it carefully after the meeting. In order to do a good job in animal husbandry this year, I put forward the following three suggestions:

First, summarize the achievements, find out the shortcomings, and enhance the sense of urgency and responsibility to accelerate the development of animal husbandry.

In 2005, our county made remarkable achievements in animal husbandry. Just now, Wuxian County has made a serious summary, so I won't say much. These achievements have benefited from the great attention paid by all relevant departments at all levels to the development of animal husbandry, the joint efforts of the broad masses of cadres and the masses in the county, and the strong support of financial departments such as credit cooperatives. At the same time, in 2005, the county government gave a subsidy of 50,000 yuan to each newly-built large-scale farm, and at the beginning of this year, it took out 400,000 yuan in cash at the third-level cadre meeting of the county, which was unprecedented in Qixian for many years, fully embodying the importance attached by the county party Committee and the county government to the development of animal husbandry and greatly inspiring the enthusiasm of the cadres in the county to develop animal husbandry.

While affirming the achievements, we must clearly see that there are still some problems in the development of animal husbandry, which are mainly manifested in: First, the development is unbalanced. From the overall situation of the county, most towns and villages pay more attention to the development of animal husbandry, and animal husbandry production shows a good development trend. However, some towns and villages have insufficient understanding of the importance of developing animal husbandry, insufficient work initiative, inadequate work measures and ineffective work. Second, the development funds are insufficient. The funds for animal husbandry development in some towns and villages only stayed on the plan and were implemented verbally, but they were not really raised. The loan interest rate in the financial sector is high, small in scale and short in cycle, which is far from meeting the needs of the development of animal husbandry and aquaculture. Third, the intensive development of animal husbandry is low, the industrial scale is small, and the feeding methods are backward. Fourth, there is still a big gap between marketing and the construction of leading enterprises. To tell the truth, there is not a decent leading processing enterprise of livestock products in our county so far. Production and marketing are out of line, the industrial chain is short, and the transformation and appreciation are not enough. Most of them directly sell the original brand of livestock products. Fifth, it is difficult to prevent and control livestock and poultry diseases and the infrastructure is weak. The service system of animal epidemic prevention and safety inspection needs to be further improved. We must attach great importance to these problems, and the next step is to make great efforts to take measures to solve them seriously.

Two, a clear understanding of the situation, improve understanding, enhance confidence and determination to accelerate the development of animal husbandry.

Animal husbandry is an important part of the national economy, and its development level is an important symbol of a country's agricultural development level and an inevitable requirement for us to build a well-off society in an all-round way. In this regard, we must unify our thinking, strengthen our confidence and vigorously promote the development of animal husbandry.

(1) Vigorously developing animal husbandry is determined by China's basic national conditions. As a large agricultural county with a population of more than one million, our county has more than 900,000 people living in rural areas, no mineral resources, no port trade, weak industrial base, little potential for planting, and unique foundation and conditions for developing animal husbandry. First, our county is the main grain producing area, with an annual output of 500,000 tons of grain and 600,000 tons of crop straw. At present, the utilization rate of crop straw is less than 30%, and the source of livestock feed is very rich. Vigorously promoting straw silage technology is conducive to reducing the cost of farming. Second, with the comprehensive promotion of the construction of a well-off society and the continuous improvement of the living standards of urban and rural residents, the market demand for high-quality and diversified animal products will be increasing, which not only provides a very broad space for the great development of animal husbandry, but also provides relatively rich profits and benefits. Third, the development of animal husbandry has low technical requirements, short cycle and quick results. Farmers in our county are famous for their traditional habits and skills of raising livestock and poultry. Therefore, developing animal husbandry is the most realistic, effective and simple way to increase farmers' income, promote rural economic development and accelerate farmers' wealth.

(2) Vigorously developing animal husbandry is an inevitable choice to realize the transformation from traditional agriculture to modern agriculture. The development of animal husbandry can not only effectively transform grain and other by-products and realize the value-added of agricultural products, but also promote the development of planting and related industries such as feed, veterinary drugs and food. Developed animal husbandry is an important symbol of agricultural modernization. In western developed countries, more than 50% of farmers are engaged in animal husbandry, and more than 50% of cultivated land serves animal husbandry. In the United States, France and other countries with relatively developed agriculture, food processing based on animal husbandry products even surpassed the automobile industry and became the pillar industry of the national economy. The development of animal husbandry can promote the development of the primary industry, promote the development of the secondary and tertiary industries, greatly extend the agricultural industrial chain, expand the space for rural economic development and increase employment opportunities. According to estimates, at present, animal husbandry can absorb and transfer about 3000 people per 1 100 million yuan of output value; Animal products processing industry can create about 1500 jobs for every output value of 6,543.8 billion yuan. Therefore, the key to the development of animal husbandry is grasped, and the breakthrough point and breakthrough point of agricultural structure adjustment are also grasped.

(3) Vigorously developing animal husbandry is the need to increase farmers' income. Promoting farmers' income increase is the center of rural work. In recent years, especially last year, the income of farmers in our county has increased by a large margin, but the foundation of farmers' stable income increase is still not solid, and the mechanism to ensure farmers' stable income increase is far from being formed. Because the growth space of planting benefit is very limited. In recent years, animal husbandry has maintained good economic benefits. At present, each pig can earn about 150 yuan, a beef cattle can earn about 1000 yuan, and a Niu Yi can earn more than 4,000 yuan a year, which is quite impressive. In addition, animal husbandry is less restricted by natural factors such as environment and climate, and it is a disaster-avoidance industry in rural economy.

(D) Vigorously developing animal husbandry is the need to revitalize the county economy. This year's Central Document No.1 clearly pointed out: "To improve the comprehensive agricultural production capacity, we must cultivate developed animal husbandry". The provincial party committee and government have also issued a series of preferential policies to support the development of animal husbandry. The municipal party committee and the municipal government also clearly put forward that animal husbandry should be regarded as a breakthrough to increase farmers' income and vigorously promote the development of animal husbandry and aquaculture. At the same time, our county is rich in feed resources and labor resources, which determines that animal products have obvious price competitive advantages. Compared with the international market prices, the prices of pigs, cattle and mutton in China are generally about 50% lower than those in the international market. Therefore, as long as we make good use of policies, give full play to our advantages and make the article of animal husbandry bigger and stronger, we can invigorate the whole county economy and accelerate the process of enriching the people and strengthening the county.

Three, clear thinking, grasp the key, and strive to achieve a new breakthrough in the development of animal husbandry.

According to the development status of animal husbandry in our county, in the future, I think we should focus on the following six tasks:

(1) The publicity atmosphere should be strong. It is necessary to form a strong atmosphere of animal husbandry development in the county, guide farmers to emancipate their minds and change their concepts, and fully understand the important role of animal husbandry development in developing rural economy and increasing income. It is necessary to open columns in news media such as television and radio to publicize typical figures and events in the development of animal husbandry, boost the morale of animal husbandry development, and make news media the main propaganda position of animal husbandry work. Through extensive publicity and in-depth mobilization, we should overcome the lazy thinking of the broad masses that they can't do big things or small things, and vigorously develop courtyard farming. Only by starting small can we achieve rolling development and large-scale development.

(2) the leadership should be in place. All towns and relevant departments should further improve their understanding of the importance of accelerating the development of animal husbandry, put the vigorous development of animal husbandry on the important agenda and attach great importance to it. All towns and villages should set up leading groups for animal husbandry work to ensure that the leadership, organizational personnel and various safeguard measures are in place, forming a work pattern of grasping the first level and promoting the first level. According to the local resources and regional advantages, combined with the local reality, in accordance with the principle of "optimizing resources and rational distribution", we should seriously study and formulate the local animal husbandry development plan, clarify the phased objectives and tasks of animal husbandry development, form an animal husbandry economy with regional characteristics, and avoid blindness and being divorced from reality.

(3) Implement preferential policies. In recent years, in order to promote the development of animal husbandry, our county has formulated a series of policies and measures to support the development of animal husbandry, including the county finance giving 500,000 yuan to reward large-scale farms every year for three consecutive years. This year, the county government will continue to implement this preferential policy, and plans to spend 500,000 yuan to reward new farms that meet the standards, and each farm will be rewarded with 30,000 yuan to give full play to the typical demonstration role. In addition, the land department should continue to implement the policy of using animal husbandry land as agricultural land in accordance with the requirements of the Regulations on Animal Husbandry in Henan Province, and implement a zero-fee system. In terms of land for animal husbandry construction, farmers can also be guided to freely combine land replacement or paid subcontracting from reality to solve the problem of difficult land for large-scale farm construction. At the same time, other preferential policies for animal husbandry and aquaculture should also be fully implemented.

(4) Development funds should be guaranteed. The development of animal husbandry needs a lot of financial support. In the next step, county rural credit cooperatives and agricultural banks should give priority to supporting the construction of large-scale farms and leading livestock enterprises. Rural microfinance funds should be mainly used to support the development of animal husbandry, appropriately increase the loan amount and extend the loan period. At present, the county rural credit cooperatives are implementing the project of establishing credit villages and credit users. This year, it is planned to issue a loan of 40 million yuan to support rural economic development. After returning, all towns and villages should seriously study and strive for more loans. Special funds for comprehensive agricultural development and poverty alleviation should also be arranged around the development of animal husbandry.

(5) Animal husbandry and epidemic prevention should keep up. In recent years, various animal diseases are increasing day by day, such as avian influenza and foot-and-mouth disease, which not only endanger the safety of aquaculture, but also endanger public health and life safety and affect social stability. In the next step, we should pay close attention to the construction of our county animal disease prevention and control center, improve the epidemic forecast network and enhance the rapid response capability. All slaughtering and processing enterprises and sales intermediaries should be strictly managed, and livestock and poultry without epidemic prevention signs should not enter the market. In addition, we should vigorously develop green animal products, put an end to the excessive use of clenbuterol and various additives, and meet people's demand for green animal products.

(6) All services should be timely. First, we must strengthen information services. It is necessary to strengthen the dynamic research on the changing law, development trend and price trend of livestock products market at home and abroad, timely release market supply and demand information, and provide market guidance for farmers. Second, we must strengthen technical services. The animal husbandry department should further improve the service awareness, directly serve thousands of households, and carry out multi-level and multi-form training and counseling around key technologies such as shortening the feeding cycle, reducing production costs, and strengthening disease prevention and control, so as to improve the level of farmers' scientific and technological animal husbandry. Third, we must strengthen comprehensive services. All agriculture-related departments should increase their support for animal husbandry, and the development and reform commission, finance, agriculture, poverty alleviation, land, industry and commerce, taxation, commerce, health, quality supervision and other departments should play their roles and provide services and support for the development of animal husbandry, especially the construction of leading enterprises in animal husbandry.
