2) When applying for stopping heating or resuming heating, eligible users should pay the overdue heating fee and liquidated damages before going through relevant formalities.
3) Users who fail to submit the application for stopping heat and do not meet the relevant conditions shall be regarded as normal heat users, and shall pay the heating fee in full, and will be charged with liquidated damages if they fail to do so.
