According to the spirit of the Notice of Beijing Municipal People's Government on Adjusting the Base Land Price for Transferring the Right to Use State-owned Land in this Municipality (Beijing Municipal Development [2002] No.32) and the Interim Measures of Beijing Municipal Planning Commission on Printing and Distributing Urban Infrastructure Construction Fees (Beijing Rules for Investment [2002] 1792), combined with the actual situation in Tongzhou District, In order to further standardize and manage the collection standards of land transfer fees and urban infrastructure construction fees (excluding the four sources of urban infrastructure), the following measures are formulated. The collection scope of land transfer fees is based on the Notice of Beijing Municipality on Implementing the Detailed Rules for the Implementation of the Catalogue of Allocated Land by the Ministry of Land and Resources (Beijing Zhengban Fa [2002] No.54). Except for the following four types of land, the rest of the land is allocated within the jurisdiction. 1, land for state organs and military; 2, urban infrastructure, public facilities and public welfare land; 3. Land for infrastructure such as energy, transportation and water conservancy supported by the government; 4. Other land as stipulated by laws and regulations. In other areas of the old city (Binhe Road in the east, Beijing-Tianjin Highway around Beiyuan Island in the west, Canal Street around Orchard Island in the south, and National Road 102 around Beiyuan Island in the north), the land transfer fee is levied according to the 30 yuan per square meter of the building. 2, within the scope of urban planning, the use of the old village site demolition and renovation, commercial housing development projects, according to the 50 yuan per square meter, the new occupation of flat land according to the evaluation criteria. 3, the use of enterprises and institutions to develop and build commercial housing projects, land transfer fees per square meter of 80 yuan. 4, collective land within the jurisdiction for commercial housing, tourism, entertainment, office and other business development projects, land transfer fees in accordance with the evaluation criteria. 5, industrial, commercial and comprehensive land in accordance with the evaluation criteria for land leasing. 6, for agricultural investment and development projects, where it is necessary to change the nature of land ownership and land use rights, land transfer fees should be levied according to the evaluation criteria; If the nature of land ownership and use right is not changed, the land transfer fee shall be exempted.
