Contents of the Cambodian Peace Agreement

The most important of the four documents of the "Cambodia Peace Agreement" is the "Agreement on the Comprehensive Political Settlement of the Conflict in Cambodia". The agreement stipulates that from the date it comes into force until the holding of free and fair elections, it will be a transitional period. During this period, the National Supreme Council will be the only legitimate institution and source of power in Cambodia, reflecting Cambodia’s national sovereignty, independence and unity throughout the transitional period; Cambodia The National Supreme Council represents Cambodia externally and occupies Cambodia’s seats in the United Nations and its specialized agencies and other international institutions and international conferences.

According to the agreement, the United Nations has great powers during the transition period. The United Nations authority controls Cambodia's foreign affairs, defense, finance, public security and propaganda departments.

The agreement stipulates that the final decision-making power belongs to Sihanouk, Chairman of the National Supreme Council. If his suggestions are in line with the spirit of the peace agreement, then the United Nations authority should follow it.

The agreement requires that any foreign armed forces, advisers, military personnel and their weapons and equipment still in Cambodia should immediately withdraw from Cambodia and be prohibited from returning. The United Nations authorities will verify this. The outside world should immediately stop providing military assistance to all factions in Cambodia. All parties in Cambodia should provide the United Nations with reports on troop numbers and equipment. The Agreement declares that the ceasefire shall come into effect on the date of entry into force of this Agreement.

The agreement states that Cambodian refugees and displaced persons outside Cambodia have the right to return to Cambodia and enjoy a safe and secure life, and efforts should be made to ensure that they are free from any form of intimidation or coercion.

The agreement stipulates that the Cambodian people have the right to determine their political future through a constituent assembly elected by free and fair elections.
