In the past, social security agencies collected social security fees, and there were many payment loopholes. Let me give two of the most common examples. First, in order to reduce costs, many enterprises will pay social insurance premiums to employees according to the minimum base, so that the money flowing into pension fund accounts will be much less; Second, some enterprises belong to small enterprises and there are no special personnel positions. Only by delaying social security, employees will concentrate on social security and payment, and the money in the pension insurance account will not arrive immediately, which will also affect the balance of this year's pension.
At present, many provinces and cities have implemented the method of collecting social insurance premiums by tax bureaus, and the tax authorities have mastered the real data of employees and wages of enterprises, thus avoiding the problem of enterprises not paying or underpaying social insurance premiums. Moreover, after the social security fees are collected by the tax authorities, if they are not paid on New Year's Eve, a late payment fee of five ten thousandths will be levied every day, which will force a large number of enterprises to pay social security fees in time before the end of the year. If the pension insurance account has enough funds, it can increase the pension for the elderly.
The second change is to pay social security for employees on probation.
The probation salary is already very low. If you pay the social security fee, the salary you get may not be enough for your daily expenses. In addition, there are many uncertainties in the probation period. After paying social security, it will be very troublesome for units and individuals to leave their jobs. Therefore, many units will not pay social security for employees during the previous probation period. However, in the middle of this year, the official media made a strong voice, demanding that enterprises pay social security for employees on probation, and the base of the payment population became larger, which could also supplement the deficit of the pension fund and lay an economic foundation for raising pensions in the future.
The third change is to realize the provincial overall planning of endowment insurance.
By the end of this year, all provinces and cities in China will realize provincial-level overall planning of endowment insurance, which is the basis of national overall planning. If 202 1 implements national overall planning, the problem of inter-provincial imbalance of endowment insurance will be solved. By then, some provinces with more pension balances will be able to introduce pensions for some provinces that can't make ends meet, which is also of great significance for raising pensions.
