General principle
1. It is an important system for the state and the army to transfer military cadres to local jobs. The state places demobilized military cadres by combining planned distribution with independent job selection. Party committees and governments are responsible for arranging jobs and positions for demobilized military cadres who are planned to be assigned; Demobilized military cadres who choose their own jobs are assisted by the government in obtaining employment and given retirement benefits.
2. The resettlement of demobilized military cadres adheres to the principle of serving economic and social development and army building, and implements the principle of proper resettlement, rational use, giving full play to people's talents and getting their places.
3. The state has set up a resettlement agency for demobilized military cadres to be responsible for the resettlement of demobilized military cadres nationwide under the leadership of the Central Committee, the State Council and the Central Military Commission (CMC). Provinces (autonomous regions and municipalities directly under the Central Government) shall set up corresponding resettlement institutions for demobilized military cadres to be responsible for the resettlement of demobilized military cadres in their respective administrative areas. City (prefecture) can set up resettlement institutions for demobilized military cadres according to the actual situation.
4. Receiving and resettling demobilized military cadres is an important political task and the responsibility of the whole society. The Party and state organs, organizations, enterprises and institutions shall, in accordance with the relevant provisions of the state, complete the task of resettling demobilized military cadres on time.
Work distribution and employment
1. Demobilized military cadres who hold division-level positions or positions below battalion level (including civilian cadres below division level and professional and technical cadres who enjoy considerable treatment, the same below) and less than 20% of them in length of military service are placed by the Party committee and government in a planned way. Demobilized military cadres who hold regimental positions or demobilized cadres who hold battalion positions and have reached the age of 20 in length of military service can choose to plan distribution or choose their own jobs.
2. Party committees and governments of demobilized military cadres who plan to be assigned shall arrange their work and positions according to their ability and political integrity, job rank, contribution and expertise in the army.
Demobilized military cadres who hold leadership positions at the division level or at the regiment level and have served at the minimum level generally arrange corresponding leadership positions. In areas where there are a large number of demobilized military cadres at the division or regiment level and it is indeed difficult to arrange leadership positions, corresponding non-leadership positions can be arranged. Other demobilized military cadres who hold positions at the division or regiment level or at the battalion level and hold minimum positions shall be arranged reasonably with reference to the above provisions.
3. Demobilized military cadres who hold professional and technical positions shall generally appoint corresponding professional and technical positions according to their professional and technical positions in the army or professional and technical qualifications recognized by the state; Administrative duties can be arranged if the work requires. Demobilized military cadres who hold administrative posts and concurrently hold professional and technical posts may arrange corresponding administrative posts or appoint corresponding professional and technical posts according to local work needs and their own wishes.
4. The annual increase plan of state organs, organizations and institutions shall be used first to resettle demobilized military cadres. The establishment of full-fledged institutions to receive and resettle demobilized military cadres shall be increased according to the actual number of recipients, and the total salary of personnel shall be increased accordingly.
5. Demobilized military cadres who are assigned by the Party and state organs according to the plan shall be placed under the organization and guidance of the competent department in accordance with the cadre management authority, and the positions at the division or regiment level shall be assessed and transferred. Those who hold posts below the battalion level shall be placed by means of examination and assessment and two-way selection. Some posts can also be placed among demobilized military cadres by competition.
6. Arrange corresponding management or professional and technical jobs for demobilized military cadres who plan to be assigned to public institutions with reference to their military ranks and give them 3 adaptation periods. When an enterprise receives demobilized military cadres, the competent department in charge of resettlement of demobilized military cadres shall draw up a plan, assign management or professional and technical jobs to the enterprise according to the demobilized military cadres' own wishes, and give them 2 adaptation periods. Demobilized military cadres may, in accordance with the relevant provisions, sign labor and employment contracts with employers without fixed term or with fixed term. Employers cannot dismiss, dismiss or terminate labor and employment contracts in breach of contract.
7. Institutions, enterprises and institutions directly under the central and state organs outside Beijing shall complete the resettlement task of demobilized military cadres assigned by the local party committees and governments on time. The competent department at a higher level that needs to increase the establishment, the number of posts and the total wages shall support it.
8. The government where demobilized military cadres choose their own jobs should take measures such as providing policy advice, organizing employment training, broadening employment channels, recommending them to employers, and incorporating them into the talent market to create conditions for their employment.
9. When the Party and state organs, organizations, enterprises and institutions recruit personnel in the society, they should give priority to jobs suitable for demobilized military cadres and employ demobilized military cadres who choose their own jobs.
10. The government in the resettlement area of demobilized military cadres who engage in self-employment or establish economic entities to choose their own jobs should give policy support, and the financial, industrial and commercial, taxation and other departments should provide low-interest loans as appropriate, issue business licenses in time, and reduce business tax, income tax and other taxes and fees in accordance with the relevant provisions of social re-employment.

1. Demobilized military cadres are generally placed by their origin or the provinces (autonomous regions and municipalities directly under the Central Government) where they joined the army, or they can be placed at the permanent residence of their spouses before they joined the army or when they got married.
2. Demobilized military cadres whose spouses have been embedded in the army can be resettled at the location of their spouses' permanent residence if they meet one of the following conditions.
(1) The spouse has obtained permanent residence in Beijing for 4 years;
(2) The spouse has obtained a permanent residence in Shanghai of 3%;
(3) The spouse has obtained permanent residence in Tianjin, Chongqing, the provincial capital (the capital of the autonomous region) and the sub-provincial city for 2 years;
(4) The spouse has obtained permanent residence in other cities.
3. Demobilized military cadres whose parents have no children or whose spouses are only children can be resettled at the place where their parents or spouses' parents have permanent residence. Unmarried demobilized military cadres can be resettled at the place where their parents' permanent residence is located.
Demobilized military cadres whose parents are both soldiers and have worked in remote and hard areas for a long time can be placed in their parents' places of origin, enlistment or retirement.
4. Demobilized military cadres who meet one of the following conditions can be resettled at the place where their spouse's permanent residence is located, or at the place where their parents or spouse's parents or their children's permanent residence is located.
(1) Self-employed;
(2) In remote and hard areas, or engaged in flying or warship work 10;
(3) won the third-class merit in wartime and the second-class merit in peacetime;
(4) Disabled due to war.
5. Couples who are both military cadres and change jobs at the same time can be placed in either party's place of origin or enlistment, or in the place where the spouse meets the conditions for military service; One party who changes jobs and stays in the team can be resettled at the place where the one who stays in the team meets the requirements of the spouse.
6. Demobilized military cadres due to national key work, key construction projects, new expansion units and other work needs can be resettled across provinces (autonomous regions and municipalities directly under the Central Government) with the approval of the competent department of resettlement of demobilized military cadres in the province (autonomous region or municipality directly under the Central Government) where the receiving unit is located. Demobilized military cadres who meet the requirements of the special policy of attracting talents in resettlement places can be resettled in this area.
