Interpretation 1: When does the service life start to be calculated?
The starting date of the service life of the motor vehicle shall be calculated according to the date of registration, but if the vehicle has not been registered for more than 2 years since the date of delivery, it shall be calculated according to the date of delivery of the vehicle. Therefore, after purchasing a motor vehicle, consumers should check in as soon as possible, and the delay may lead to the calculation of service life according to the vehicle's factory date. Three consecutive uninspected cycles are counted from 20 1 May of 3 years1day.
Interpretation 2: How often do you check the car?
The three periods without inspection do not refer to three years, but to the period of regular safety technical inspection according to different situations such as vehicle use, passenger and cargo quantity and service life.
According to the regulations, private cars are inspected once every two years within six years, once every six to fifteen years, and once every six months for more than fifteen years; Operating vehicles shall be inspected once a year within five years; If you don't check it for three cycles, it will be automatically cancelled. In other words, a brand-new private car will be forcibly scrapped if it has not been inspected for six consecutive years.
Interpretation 3: The old and new retirement years are different.
Compared with the old scrapping regulations, the scrapping years of some motor vehicles have been adjusted. Among them, small and micro taxi buses have been used for 8 years, and medium taxi buses have been extended from 8 years to 10 years; Small coach car has been reduced from 15 years to 10 years; Bus passenger cars have been shortened from 15 years to 13 years; Three-wheeled vehicles and low-speed trucks with single-cylinder engines have been used for 9 years, and low-speed trucks with multi-cylinder engines and mini trucks have been used for 12 years. Full trailers and dangerous goods transport semi-trailers are used 10 years, container semi-trailers are used for 20 years, and other semi-trailers are used 15 years; Three-wheeled motorcycles are used 12 years, and other motorcycles are used 13 years.
Interpretation 4: Cannot buy or sell before scrapping 1 year.
For motor vehicles within the compulsory retirement period 1 year, it is not allowed to change the nature of use, transfer ownership or transfer out of the municipal administrative area where the registration place belongs. That is to say, before the vehicle reaches the scrapping standard 1 year, it can no longer be bought and sold. Operating vehicles want to be transferred to non-operating private cars within one year before scrapping, and it is not allowed to artificially extend the service life.

Full text of the Standard Provisions on Compulsory Scrapping of Motor Vehicles
Article 1 In order to ensure road traffic safety, encourage technological progress and accelerate the construction of a resource-saving and environment-friendly society, these Provisions are formulated in accordance with the Law of the People's Republic of China on Road Traffic Safety and its implementing regulations, the Law of the People's Republic of China on the Prevention and Control of Air Pollution and the Law of the People's Republic of China on the Prevention and Control of Noise Pollution.
Article 2 According to the use, safety technology and emission inspection of motor vehicles, the state shall implement compulsory scrapping of motor vehicles that meet the scrapping standards.
Article 3 Departments of commerce, public security, environmental protection, development and reform shall, according to their respective responsibilities, be responsible for the supervision and management of the recycling and dismantling of scrapped motor vehicles and the implementation of compulsory scrapping standards for motor vehicles.
Article 4 A registered motor vehicle shall be forcibly scrapped under any of the following circumstances, and its owner shall sell the motor vehicle to the scrapped motor vehicle recycling and dismantling enterprise, which shall handle the registration, dismantling and destruction according to the regulations, and submit the registration certificate, license plate and driving license of the scrapped motor vehicle to the traffic management department of the public security organ for cancellation:
(1) Having reached the service life specified in Article 5 of these Provisions;
(two) after repair and adjustment, it still does not meet the relevant requirements of the national standards for motor vehicle safety technology for in-use vehicles;
(three) after repair and adjustment or the use of control technology, the discharge of pollutants or noise into the atmosphere still does not meet the relevant requirements of the national standards for in-use vehicles;
(four) after the expiration of the inspection period, the motor vehicle inspection mark has not been obtained within three consecutive motor vehicle inspection cycles.
Article 5 The service life of various types of motor vehicles is as follows:
(a) small and micro taxi used for 8 years, medium taxi used for 10 years, large taxi used for 12 years;
(2) Lease passenger cars for use 15 years;
(3) Small coach passenger car use 10 years, medium coach passenger car use 12 years, large coach passenger car use 15 years;
(four) bus passenger car use 13 years;
(five) other small and micro passenger cars used 10 years, large and medium-sized passenger cars used 15 years;
(six) the use of special school buses 15 years;
(seven) large and medium-sized non-operating passenger cars (except large cars) for 20 years;
(8) Three-wheeled vehicles and low-speed trucks with single-cylinder engines have been used for 9 years, low-speed trucks with multi-cylinder engines and mini-trucks have been used for 12 years, dangerous goods transport trucks have been used for 10 years, and other trucks (including semi-trailer tractors and full-trailer tractors) have been used for 15 years;
(nine) the use of special operation vehicles with cargo function 15 years, and the use of special operation vehicles without cargo function for 30 years;
(10) Full trailers and dangerous goods transport semi-trailers are used 10 year, container semi-trailers are used for 20 years, and other semi-trailers are used 15 year;
(eleven) three-wheeled motorcycle use 12 years, other motorcycles use 13 years.
For small and micro taxi passenger cars (except pure electric vehicles) and motorcycles, the relevant departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, in light of local actual conditions, formulate regulations that are stricter than the above-mentioned service life, but the service life of small and micro taxi passenger cars shall not be less than 6 years, that of three-wheeled motorcycles shall not be less than 10 years, and that of other motorcycles shall not be less than1year.
Small and micro non-operating passenger cars, large non-operating cars and wheeled special mechanical vehicles have no service life limit.
The starting date of the service life of the motor vehicle shall be calculated according to the date of registration, but if the registration formalities have not been completed for more than 2 years since the date of delivery, it shall be calculated according to the date of delivery.
Article 6 A motor vehicle that changes its nature of use or transfers its registration shall determine its service life and scrap according to the following relevant requirements:
(1) When operating passenger cars and non-operating passenger cars are converted to each other, they shall be scrapped according to the provisions of operating passenger cars. However, if small and micro non-operating passenger cars and large non-operating cars are converted to operating passenger cars, the cumulative service life shall be calculated according to the formula listed in Annex 1 of these Provisions, and shall not exceed 15 years;
(two) different types of passenger cars are converted to each other and scrapped according to the strict service life;
(three) small and micro taxi passenger cars and motorcycles need to be transferred out of the provinces, autonomous regions and municipalities directly under the central government where they are registered, and they shall be scrapped according to the strict service life;
(four) dangerous goods transport trucks, semi-trailers and other trucks, semi-trailers converted to each other, in accordance with the provisions of the dangerous goods transport trucks, semi-trailers.
A motor vehicle whose service life is less than 1 year (including 1 year) as required by these regulations shall not change its nature of use, transfer its ownership or be transferred out of the municipal administrative area where it is registered.
Article 7 The State shall guide motor vehicles that have reached a certain mileage to be scrapped.
To reach the following mileage of motor vehicles, the owner can sell the motor vehicles to scrap motor vehicle recycling and dismantling enterprises, which will register, dismantle and destroy the scrapped motor vehicles according to regulations, and hand over the scrapped motor vehicle registration certificate, license plate and driving license to the traffic management department of the public security organ for cancellation:
(a) small and micro taxi driving 600 thousand kilometers, medium taxi driving 500 thousand kilometers, large taxi driving 600 thousand kilometers;
(two) the rental of passenger cars driving 600 thousand kilometers;
(three) small and medium coach passenger cars travel 500 thousand kilometers, and large coach passenger cars travel 600 thousand kilometers;
(four) the bus travel 400 thousand kilometers;
(five) other small and micro operating passenger cars travel 600 thousand kilometers, medium operating passenger cars travel 500 thousand kilometers, and large operating passenger cars travel 800 thousand kilometers;
(6) The special school bus travels 400,000 kilometers;
(seven) small and micro non-operating passenger cars and large non-operating cars travel 600 thousand kilometers, medium-sized non-operating passenger cars travel 500 thousand kilometers, and large non-operating passenger cars travel 600 thousand kilometers;
(8) Minivans travel 500,000 kilometers, medium and light trucks travel 600,000 kilometers, heavy trucks (including semi-trailer tractors and full-trailer tractors) travel 700,000 kilometers, dangerous goods transport trucks travel 400,000 kilometers, and low-speed trucks equipped with multi-cylinder engines travel 300,000 kilometers;
(nine) special operation vehicles and wheeled special mechanical vehicles travel 500 thousand kilometers;
(10) Three-wheeled motorcycle running100000 km, other motorcycles running120000 km.
Article 8 Motor vehicles mentioned in these Provisions refer to automobiles, trailers, motorcycles and wheeled special-purpose mechanical vehicles running on the road; Non-operating passenger cars refer to self-use passenger cars that individuals or units do not make profits for; Dangerous goods transport trucks refer to vehicles specially used to transport dangerous goods such as highly toxic chemicals, explosives, radioactive substances and corrosive substances; Changing the nature of use refers to the change of the nature of use from operation to non-operation or from non-operation to operation, the mutual conversion between small and micro-rental, leasing, coaching and other different types of operating passenger cars, and the change of dangerous goods transport trucks to other trucks. The term "inspection cycle" as mentioned in these Provisions refers to the motor vehicle safety technical inspection cycle stipulated in the Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China.
Article 9 The service life standards of small and micro taxi passenger cars or motorcycles formulated by the relevant departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government in accordance with Article 5 of these Provisions shall be announced to the public in a timely manner and reported to the departments of commerce, public security and environmental protection of the State Council for the record.
Article 10 The scrapping standards for tractors on roads shall be formulated separately.
Article 11 These Provisions shall come into force on May 20 13 1 day. 20 1 May 31If it has reached the scrapping standards listed in these Provisions, it shall be scrapped before April 30.
