The total investment of this project is 480 million yuan, with an area of 10 18 hectares and a building area of128,000. While retaining the site of the county government and Chengxi Primary School, the site of the old town of Qinyuan County was reconstructed. The renovation includes the construction of new industrial parks, commercial buildings and residential buildings, the renovation of commercial pedestrian streets, the construction of the gate building of Dongmen Street and the Red Star Tower of "Red Star Shines on Qinyuan".

Qinyuan County belongs to Changzhi City, Shanxi Province. Located in the south-central part of Shanxi Province, at the eastern foot of Taiyue Mountain, northwest of Changzhi City, adjacent to Qinxian County in the east, Tunliu District, Anze County and Guxian County in the south, Lingshi County and huozhou city County in the west, Pingyao County and Jiexiu City in the north, it is the intersection of southeastern Shanxi, southern Shanxi and Jinzhong.
