Article 4 The new district shall implement a unified policy of expropriation and resettlement. Relevant units shall not raise or lower the standards of compensation, subsidies and rewards for resettlement without authorization.

The establishment of the collection and resettlement work scheduling meeting system. The new district construction headquarters will be convened jointly with the county government, with the participation of relevant towns and departments, to study and solve relevant problems in the collection and resettlement work.

Establish an information disclosure system for collection and resettlement. County and township governments are responsible for the public collection and resettlement related laws, regulations, policies and resettlement information, and the public collection and resettlement information in paper media, portals and other relevant media.

Establish a social stability risk assessment system for expropriation and resettlement.

Article 5 From the date of the Announcement on the Start of Land Expropriation, the county public security, capital regulation, housing construction, agriculture and rural areas, water conservancy, forestry, culture and sports, market supervision and management, taxation and other departments shall not go through the following procedures within the scope of land expropriation:

(a) the new batch of homestead or other collective construction land;

(two) approval or renewal of registration to change the nature and use of land and housing;

(three) to examine and approve new construction, renovation and expansion of houses or other buildings (structures), to handle the transfer of houses or land, and to issue certificates of ownership of houses or land;

(four) for "farmhouse music", animal husbandry and aquaculture, facility agriculture and afforestation procedures;

(five) to handle industrial and commercial, tax or other registration procedures with the house to be demolished as the business place;

(VI) registered permanent residence immigration and household registration (household registration), adoption of children and other procedures involving household registration and population changes, except that it is really necessary for registered permanent residence to move in and meet the requirements of household registration management because of birth, marriage, release from prison, demobilized soldiers and recent college and technical secondary school graduates who have not been assigned jobs or dropped out of school to re-register;

(seven) other acts of improper increase of compensation fees.

If the owner or user of the expropriated land carries out the above-mentioned acts by himself or the relevant units or individuals go through the formalities without authorization in violation of the provisions of the preceding paragraph, they shall not be used as the basis for compensation and resettlement.
