Notice of basic medical insurance premium

In accordance with the relevant provisions of the Notice on Printing and Distributing (Mei Bao Ban Fa [2022]12) issued by Meishan Municipal Medical Security Bureau, Meishan Municipal Taxation Bureau, State Taxation Administration of The People's Republic of China, the relevant matters concerning the collection and payment of medical insurance premiums for urban and rural residents in Meishan City in 2023 are hereby notified as follows:

First, the insured object

Meishan registered population; Persons who are not registered in Meishan city and are willing to participate in the medical insurance for urban and rural residents in our city: including but not limited to migrant workers, students from other places, temporary visitors and those who voluntarily participate in the medical insurance for urban and rural residents in our city.

Second, the payment standard

(1) Ordinary residents

The individual payment standard of basic medical insurance for urban and rural residents is 350 yuan/person _ year. Participating in the basic medical insurance for urban and rural residents means automatically participating in the medical insurance for serious illness of urban and rural residents, and the premium is transferred from the overall fund, and individuals do not need to pay.

(2) Special personnel

Special personnel in 2023, the individual contribution of the basic medical insurance for urban and rural residents will be paid in full, "75% subsidy +25% individual contribution" and "50% subsidy +50% individual contribution" according to their identity categories.

1. Full funding target.

(1) Poor people and orphans. In 2023, the individual contribution of basic medical insurance for urban and rural residents will be 350 yuan/person _ year, which will be fully funded by medical assistance funds.

(2) special family planning assistance targets, severely disabled people, special care recipients who enjoy regular state pensions and living allowances, and over-age personnel of landless farmers. In 2023, the individual contribution of the basic medical insurance for urban and rural residents will be 350 yuan/person _ year, and the relevant administrative departments of Tianfu New District and counties (districts) will apply for full financial support.

2. Fixed funding targets.

(1) Minimum living allowance object and monitoring object for preventing poverty return. In 2023, the individual contribution of the basic medical insurance for urban and rural residents will be 350 yuan/person _ year, of which 75% will be funded by the medical assistance fund, that is, 262.5 yuan/person _ year; Individuals pay 25%, that is, 87.5 yuan/person _ year.

(2) The population out of poverty has been stabilized. In 2023, the individual contribution of the basic medical insurance for urban and rural residents will be 350 yuan/person _ year, of which 50% will be funded by the medical assistance fund, namely 175 yuan/person _ year; Individual pays 50%, namely 175 yuan/person _ year.

(3) the elderly, minors and third-and fourth-grade disabled people who are over 60 years old from low-income families who have applied for and recognized. In 2023, the individual contribution of the basic medical insurance for urban and rural residents was 350 yuan/person _ year, of which: Tianfu New District and the civil affairs departments of counties (districts) applied for 75% of the financial special funds, that is, 262.5 yuan/person _ year; Individuals pay 25%, that is, 87.5 yuan/person _ year.

Third, the payment time

Medical insurance for urban and rural residents shall be paid annually. Centralized processing period of medical insurance payment for urban and rural residents in 2023: September 1 day to1February 20, 2022. Among them, before September 30, we will focus on the identification and payment of special group identification; 1 October1day to1February 20, centralized handling of part of the fees payable by ordinary people and individuals with fixed funding targets. Groups such as returning migrant workers can also pay fees from 2023 1 month 1 day to February 28. Newborns, new immigrants, released prisoners and retired (demobilized) soldiers can apply for insurance payment at any time.

Fourth, the payment channels

(1) Collection by banks. Payment can be made through bank counters, mobile banking APP, online banking, mobile terminals and self-service terminals of banks entrusted by tax authorities (China Bank, China Agricultural Bank, China Industrial and Commercial Bank, China Construction Bank, China Postal Savings Bank, Meishan Rural Commercial Bank and Chengdu Rural Commercial Bank).

(2) non-contact payment. Payment can be made through non-contact payment of State Taxation Administration of The People's Republic of China Sichuan Provincial Taxation Bureau (Electronic Taxation Bureau, Sichuan Taxation WeChat WeChat official account, WeChat City Service, Alipay Citizen Center, etc.), Meishan Smart Medical Insurance, Meishan Taxation WeChat WeChat official account Online Payment function.

(three) community, village (group), school agency. Ordinary residents can pay medical insurance premiums in their communities and villages (groups); Students in colleges, secondary vocational schools, technical schools, etc. are mainly handled by their schools; Children, primary and secondary school students with the family through the bank collection or non-contact channels to pay insurance.

Ordinary residents and special personnel can voluntarily participate in the payment of commercial supplementary medical insurance through the same channels after completing the individual payment of basic medical insurance through the aforementioned channels (1), (2) and (3).

When paying by the above method, if the bank or non-contact payment system prompts that the payment cannot be made, it may be that the basic information of the insured person is not registered or the ID number and name are inconsistent with the system data. Please bring your ID card or household registration book to the convenience service center in the township (town, street) and community (administrative village) where your household registration is located in time for registration or correction before paying.

Visitors from other places need to register before paying.
