Article 95 If a civil servant refuses to accept the following personnel handling involving himself, he may apply to the original handling organ for review within 30 days from the date of knowing the personnel handling; Refuses to accept the results of the review, you can appeal to the competent department of civil servants at the same level or the higher authorities within fifteen days from the date of receiving the review decision; You can also file a complaint directly within 30 days from the date of knowing the personnel handling, without review:
(1) punishment;
(2) Dismissal or termination of employment;
(3) demotion;
(four) the regular assessment is incompetent;
(5) removal from office;
(six) the application for resignation and early retirement has not been approved;
(7) Failing to determine or deduct wages, welfare and insurance benefits in accordance with regulations;
(eight) other circumstances that can be appealed by laws and regulations.
If you are dissatisfied with the decision made by the organ below the provincial level, you can appeal to the organ at the next higher level that made the decision again.
The organ that accepts civil servants' complaints shall form a judicial committee for civil servants' complaints, which shall be responsible for accepting and hearing civil servants' complaints.
If a civil servant refuses to accept the decision made by the supervisory organ on his own handling, he shall apply to the supervisory organ for review and recheck, and handle it in accordance with the relevant provisions.
Article 96 The original handling organ shall make a review decision within 30 days after receiving the application for review, and inform the applicant in writing. The organ that accepts the appeal of civil servants shall make a decision within 60 days from the date of acceptance; If the case is complicated, it may be appropriately extended, but the extension time shall not exceed thirty days. Personnel processing will not be stopped during review and appeal. Civil servants will not be aggravated by applying for review and filing complaints.

Article 98 If a civil servant thinks that an organ and its leading personnel have infringed upon his lawful rights and interests, he may complain to the superior organ or the supervisory organ according to law. The organ that accepts the complaint shall handle it in a timely manner in accordance with the provisions.
Article 99 When lodging a complaint or accusation, a civil servant shall respect the facts, and shall not fabricate facts or falsely accuse or frame others. Those who fabricate facts and falsely accuse or frame others shall be investigated for legal responsibility according to law.
