How to promote career management positions
1. Promotion of cadres. The management posts of public institutions are divided into ten levels, from management level 1 to management level 10, corresponding to ministerial level to clerk level respectively. There are clear regulations on the promotion of management positions: in addition to meeting the situation that there are vacant positions in the unit, it takes three years for the institution to require the lower-level chief to be promoted to the higher-level deputy, and it usually takes two years for the lower-level deputy to be promoted to the higher-level chief. For example, it takes three years for management level 9 to be promoted to level 8, two years for management level 8 to be promoted to level 7, and three years for management level 7 to be promoted to level 6 (deputy division).

2. Grade promotion. Starting from 1 month in 2022, the promotion system of staff ranks has been implemented in areas below the county level, similar to the parallel system of civil servants' ranks, which has largely solved the situation that management positions have been spinning around in the ninth grade for a lifetime. Through the promotion of staff level, both management level 9 (chief level) and level 9 staff are eligible to be promoted to level 8 staff (minor course treatment); Management level 8 (deputy-level leadership positions) and level 8 staff are eligible to be promoted to level 7 staff (full-level treatment), provided that as long as the working years in the post meet the requirements, the unit has vacant ranks.

Management personnel of public institutions shall be promoted to the rank of staff, and shall have the following basic qualifications according to factors such as work needs, ability and integrity, responsibilities, work performance and personal qualifications:

1. To be promoted to a level 5 employee, one shall employ (hold) a level 6 management position or a level 6 employee for more than 5 years;

2. To be promoted to level 6 staff, you should hire (serve) a level 7 management post or a level 7 staff for more than 4 years;

3. To be promoted to level 7 staff, you should hire (serve) level 8 management positions or level 8 staff for more than 4 years;

4. To be promoted to Grade 8 staff, you should hire (serve) Grade 9 management positions or Grade 9 staff for more than 4 years;

5. To be promoted to level 9 staff, one shall be employed (appointed) in a level 10 management position (level 10 staff) for more than 2 years.
