How to apply for high-tech enterprises
The procedures for high-tech enterprises are as follows:

1, online application. Register in the "high-tech enterprise accreditation management network" and apply to the accreditation body for accreditation;

2. After the online application is passed, the enterprise shall submit the written materials of the relevant application to the local science and technology bureau;

3. After receiving the application materials of the enterprise, the accreditation body shall organize no less than five experts to review;

4, a comprehensive review of the application materials of enterprises, to determine the list of high-tech enterprises;

5. The list of enterprises identified for filing has been publicized 10 working days. If there is no objection, it shall be put on record, and the identification time shall be subject to the publicity time, and the certificate number shall be issued;

6, by the accreditation body to the enterprise issued a unified printed certificate of high-tech enterprises.

(1) Enterprise application

Enterprises conduct self-evaluation in accordance with these measures. Those who meet the accreditation conditions shall be registered in the "Accreditation Management Network of High-tech Enterprises" and apply to the accreditation body for accreditation. Submit the following materials when applying:

1. application for the recognition of high-tech enterprises;

2. Relevant registration certificates proving that the enterprise was established according to law;

3 intellectual property related materials, proof of scientific research projects, transformation of scientific and technological achievements, organization and management of research and development and other related materials;

4 key technologies and technical indicators, production approval, certification and accreditation, relevant qualification certificates, product quality inspection reports and other related materials of high-tech products (services) of enterprises;

5 enterprise employees and scientific and technical personnel information materials;

6. A special audit or verification report on the research and development expenses of the enterprise in the last three fiscal years and the income of high-tech products (services) in the last fiscal year issued by a qualified intermediary agency, with explanatory materials on research and development activities attached;

7. The financial and accounting reports of the enterprise in the last three fiscal years (including accounting statements, notes to accounting statements and financial statements) authenticated by qualified intermediaries;

8. Annual enterprise income tax returns for the last three fiscal years.

(2) Expert review

The accreditation body shall randomly select the experts who meet the accreditation requirements to form an expert group. The expert group shall review the application materials of the enterprise and put forward the review opinions.

(3) Examination and determination

The accreditation body shall, in combination with the evaluation opinions of the expert group, conduct a comprehensive review of the applicant enterprises, put forward the accreditation opinions and report them to the office of the leading group. Identified enterprises shall be publicized 10 working days by the office of the leading group in the "high-tech enterprise identification management network". If there is no objection, they shall be put on record and announced in the "high-tech enterprise identification management network", and the accreditation body shall issue a uniformly printed "high-tech enterprise certificate" to the enterprises; If there is any objection, it shall be verified and handled by the accreditation body.

(4) Annual report of the enterprise

After obtaining the qualification of high-tech enterprises, enterprises should fill in the annual development report of intellectual property rights, scientific and technological personnel, research and development expenses and operating income in the "high-tech enterprise identification management network" before the end of May each year.

Thirteenth enterprises after obtaining the qualification of high-tech enterprises, should be before the end of May each year in the "high-tech enterprise identification management network" to fill in the previous year's intellectual property rights, scientific and technological personnel, research and development expenses, operating income and other annual development reports.
