Implementation plan of 100-day investigation and rectification activities for prison safety hazards

In order to thoroughly implement the spirit of the national video conference on the 100-day investigation and rectification of security risks in prison reeducation-through-labor places, ensure the continuous security and stability of our prison, and create a harmonious and stable social environment for the victory of the 18th National Congress of the Communist Party of China, the "100-day investigation and rectification of security risks" was carried out in the whole prison from XX, XXXX to XX, XXXX, in accordance with the unified arrangements of the Ministry of Justice and the Provincial Prison Administration.

I. Targets of investigation and rectification activities

Comprehensively investigate and rectify all kinds of potential safety hazards in prisons, further strengthen the standardized management of prisons, and strive to achieve the "three guarantees" (to ensure the realization of the "four noes", that is, no criminals escape, no serious prison cases, no serious production safety accidents, no major epidemics, no group petitions to Beijing in the province, and no media hype), so as to create a harmonious and stable social environment for the victory of the 18th CPC National Congress.

Second, the focus of investigation and rectification activities

It is necessary to profoundly absorb the prison cases (premeditated cases) and all kinds of accidents that have occurred inside and outside the province in recent years, firmly grasp the various security risks existing in prison work, and focus on the investigation and rectification from the following seven aspects:

(A) security facilities

1, check whether the prison walls, gates, isolation net walls, etc. meet the standards, whether the video monitoring devices have been installed and used in the parts to be monitored such as the prison gates, walls, interview rooms, detention rooms, police duty rooms, labor sites, study and life sites, and prison corridors, whether there are blind spots, and whether the triggered alarm devices have been installed in the parts where the police are on duty.

2. Check whether there is too large gap in the prison power grid, especially whether the power grid will be cut off or short-circuited under bad weather conditions.

3. Check whether the prison gate is divided into traffic passages and pedestrian passages as required and install relevant warning and security facilities. Whether the prison gate is equipped with AB door and has complete functions.

4. Check whether the police on duty are equipped with single police equipment according to the requirements of the Equipment Standard for Single Police of Henan Prison People's Police, and whether the police on duty are equipped with wireless alarms.

5. Check whether the computers contacted and used by criminals are connected to the Internet or install wireless Internet access equipment to prevent criminals from contacting the outside world through the Internet.

6, check whether the flood control and drainage facilities are smooth and solid, flood control plan, flood control materials preparation.

(B) Supervision and safety system

1, check the implementation of the prison gate management system, especially whether the police on duty, security inspection, vehicle inspection, personnel and articles inspection and other systems are in place, whether the prison gate AB is guarded by the prison police, and whether the people and vehicles entering and leaving are inspected as required.

2, check the implementation of the police direct management system, check whether there is a phenomenon that the police will supervise criminals to others to exercise their functions and powers, and whether there is a phenomenon that the police use criminals to manage their functions and powers on their behalf and manage affairs on their behalf. Whether the system of talking, listening and recording before meeting is put in place.

3, check the implementation of the prison investigation system, check whether the prison has set up a special prison investigation agency, equipped with full-time investigators, the implementation of special funds, equipped with prison investigation technology and equipment, whether to establish and use eyes and ears according to regulations, whether to implement the reward for active eyes and ears, and whether the clues of criminal activities in prison can be grasped in time and solved quickly.

4. Check the implementation of the contraband inventory system, and check whether the prison area insists on daily search of criminals, whether it conducts regular inventory of study, work and life sites, and whether criminals have contraband such as mobile phones, drugs, cash, casual clothes, ropes, wigs, military and police uniforms, and electronic products with wireless communication and storage functions.

5. Investigate the implementation of the dangerous goods management system in the prison area, focusing on checking whether a special warehouse is set up for dangerous goods that may be used as escape tools, murder weapons or may cause safety accidents, such as climbing objects, insulators, narcotics, raw materials for production, sharp objects and blunt objects, which are directly managed by the police or workers, and strictly implement the relevant systems of receiving, recycling, counting and registration.

6. Check whether the prison area scientifically arranges the night duty standby police force and concentrates on accommodation, whether the night police three-person duty system is put in place, and whether the prison duty leader conducts inspections on each duty post.

7, check the implementation of the system of prisoners out of prison for medical treatment, check whether prisoners out of prison for medical treatment are strictly examined and approved in accordance with the relevant provisions of the provincial bureau, and whether the diagnosis and treatment places are equipped with monitoring, alarm and other facilities. Whether the police who undertake the supervision of hospitalized criminals perform their duties on the job and whether the police force meets the requirements.

8, check the prison according to law, strict and civilized law enforcement system, in handling commutation, release, parole, temporary execution outside prison is in line with legal conditions and procedures; Whether the release from prison is "seamless", whether the transfer of criminals on parole and temporarily outside prison is in place, and whether there is a phenomenon of escaping from the tube; Whether there are violations of laws and regulations when arranging labor types; Check the prison area for violations of criminals' legitimate rights and interests, such as abuse of restraint, beating, scolding, corporal punishment and maltreatment of criminals, instigating criminals to beat and maltreat other criminals, and whether police officers and workers illegally accept money and goods from criminals and their relatives.

9. Check the implementation of the system of prison situation analysis and judgment and the system of regular discipline meeting, whether the prison holds 1-2 prison situation analysis meetings every month and a regular discipline meeting every week, and whether the corresponding rectification measures are implemented for the problems analyzed and judged.

10, check the implementation of the education reform system, check whether the police have implemented individual education regulations, and whether they know the physical health, crime, reform performance and family situation of the criminals in charge. Check whether prisons carry out various forms of cultural and sports activities, so that criminals can be reformed in an atmosphere of physical and mental health and correction of bad habits.

(3) Management of key personnel

1, whether the prison area strictly implements the key package and control measures for stubborn criminals, criminals who are restricted or have no chance to reduce their sentences, and whether the duty criminals, the principal criminals and ringleaders of underworld organizations and criminals who have certain social influence in the local area are strictly investigated and identified and strictly controlled in accordance with the Measures for Management and Education of "Three Types of Criminals" (XX Prison Supervision [XXXX]XX).

2, to find out whether the criminals with one of the following circumstances have implemented the corresponding preventive measures:

(1) before entering the prison, he had special experience and special skills such as the army and the police;

(2) having violent tendencies, serious mental illness and mental abnormality;

(3) stubbornly sticking to the criminal stance and spreading arguments against labor and reform;

(4) ever had the tendency and behavior of escaping, committing crimes, assaulting police officers, committing suicide, etc.;

⑤ "three false" personnel;

⑥ Emotion is abnormal due to changes in family situation, reformed environment and health status or after various treatments (such as additional punishment, confinement or warning);

⑦ Changes in thoughts and behaviors due to dissatisfaction with daily assessment, commutation, parole and temporary execution outside prison;

(8) Intentionally inquiring about the terrain around the prison, traffic and the monitoring and alarm situation in the prison;

(4) Safety production management

1, check the hidden dangers in the management of productive labor projects, and check whether there are any productive projects in the prison that are not suitable for prisoners' reform, do not have safe production conditions, and do serious harm to prisoners' body and mind.

2. Investigate and rectify the prison for the phenomenon of organizing criminals to work overtime and beyond physical strength, and check whether the prison has implemented the "5+1+1"system and whether it has implemented the provisions for the gradual examination and approval of prisoners' overtime work (overtime during the day shall be examined and approved by the warden, and overtime at night shall be examined and approved by the director of the prison bureau).

3. Investigate and rectify hidden dangers in the management of the labor site, check whether the prison organizes criminals to work in specified areas and designated posts and set corresponding signs, and whether there are illegal command, illegal operation and violation of labor discipline at the labor site.

4. Investigate and rectify hidden dangers in occupational protection and labor protection, and focus on checking whether safety protection measures have been taken for posts with high risk of occupational hazards, whether labor protection articles have been provided for criminals according to regulations, and supervise and educate them to wear them as required.

5. Investigate and rectify fire hazards, and check whether the prison is equipped with fire-fighting equipment according to the provisions and regularly check whether the fire-fighting facilities are in good condition and effective, whether the fire escape is smooth, whether the power can be cut off in time and the scene can be cleaned up after the end of production labor, and "look back for half an hour".

6, check whether to actively carry out the "illegal" special action, whether there is illegal production, operation and construction and illegal behavior (including prison rental, contracting workshops, land, production projects, etc.).

7. Check whether criminals in special labor posts hold relevant certificates.

(5) Life and health work.

1, check whether the prison strictly implements the physical standards of prisoners' meals and clothing, and whether the dynamic growth mechanism of living expenses has been established.

2, check whether the food safety management system such as prison food procurement responsibility system, food sample preparation system, kitchen criminals with certificates and regular physical examination system is in place.

3, check whether the prison strictly implements the prisoners' health care, heatstroke prevention and control, health and epidemic prevention and other related systems, whether to establish the prisoners' health files, and whether the sick criminals get timely treatment.

4, check whether the criminals with special diseases have taken corresponding management and treatment measures.

(6) Team management

1, check whether the police officers and workers have a clear understanding of the safe and stable work situation, whether they are lax and paralyzed, whether they are perfunctory, and whether the prison has carried out warning education among the police officers.

2, check the prison, prison leadership performance, understand whether the main person in charge of the safety and stability work in an important position, whether the team has cohesion and combat effectiveness, whether the police team can achieve strict management and strict supervision.

3, check the prison police force, check whether the proportion of first-line police prisoners in the prison area reaches 8%. Whether the prison will set the departments directly responsible for law enforcement, management and education reform in the supervision area, and whether the arrangement of prison duty and standby police force is scientific and reasonable.

4. Check whether the police employees are off duty, sleeping, drinking alcohol during duty, and taking mobile phones and other contraband into prison.

5. Investigate the ideological and political work of police workers to find out whether there are contradictions among police workers, whether there are signs of abnormal petitions, and whether educational management measures have been implemented for key personnel.

6. Investigate the implementation of the petition system, whether to actively carry out the analysis, judgment and investigation and resolution of contradictions and disputes, whether to implement the leadership contract system, whether to carry out the reception work of leading cadres, and whether to strictly implement the information reporting system.

(seven) emergency management and public opinion disposal.

1, check whether the prison has formulated a complete plan to deal with escape, violent prison rush, hostage-taking, attacking police officers, accidents in production safety, fires, major epidemics and major natural disasters, whether the operability and effectiveness of the plan have been tested through drills, and whether the problems and weak links in the emergency plan have been revised and improved. Whether the emergency material reserve (including disaster relief materials, rice, noodles, oil, vegetables, clothing and other living materials for criminals) is sufficient.

2. Investigate the emergency education and actual combat training of police officers, check the construction of emergency teams, materials and equipment support, and establish a linkage mechanism with the armed police, public security and other departments to prevent and deal with emergencies.

3. Check whether the prison has established and improved the public opinion monitoring mechanism and network information management mechanism, and whether it can quickly respond to and eliminate the influence of prison-related public opinion.

Iii. Requirements for investigation and rectification activities

The investigation and rectification activities should be carried out in accordance with the Prison Law, the Ministry of Justice's Several Provisions on Strengthening Prison Safety Management (Sfa Tong [2009] 179) and other laws and regulations and the spirit of the instructions of the relevant documents at higher levels, and comprehensively investigate and rectify the management, law enforcement, education reform, living hygiene, labor reform, warning facilities, technical equipment, team building and team building.

The investigation and rectification activities should be carried out by combining the self-inspection of each unit with the supervision of the superior, so as to effectively carry out the investigation and rectification, and solve any problems in time if any problems are found. All units should list the problems found in the investigation one by one, formulate rectification measures, and put the responsibility on people, and never let go of hidden dangers until they are solved.

Fourth, the time schedule

The investigation and rectification activities last for 100 days, starting from XX, XXXX and ending on XX, XXXX, and are divided into three stages.

(1) Mobilization and deployment stage ()

All units should hold a meeting of all police officers and workers, mobilize and deploy, conscientiously study and understand the activity plan and requirements, rationally divide the investigation content, and put the responsibility on people.

(2) Investigation and rectification stage ()

All units should conscientiously carry out self-examination, sort out the problems found out, carefully fill in the Statistical Table on the One-hundred-day Investigation and Remediation of Prison Safety Hidden Dangers in Henan Province (attached), deeply analyze the causes of hidden dangers, formulate rectification measures, and seriously organize rectification. It is necessary to achieve the "six implementations" of the rectification content, standards, measures, funds, deadlines and responsible persons, and those that can be rectified immediately should be implemented immediately; Temporarily do not have the conditions for remediation, it is necessary to clarify the remediation period, measures and responsible persons; If long-term rectification is needed, plans should be made and implemented step by step. All units shall promptly report the problems found out and the rectification situation to the prison activity office, and the prison shall implement computer information management, and record the problems found out, the rectification measures, the person responsible for rectification, the rectification time limit, the rectification results, and the organs and departments responsible for supervision. For violations of law and discipline, the responsibility of relevant personnel should be investigated according to law and discipline, for those with system defects, relevant systems should be revised, improved or established, and for those who have not investigated potential safety hazards or failed to rectify and solve potential safety hazards, the responsibility of relevant responsible persons should be seriously investigated.

(3) Summarize the improvement stage ()

All units should check whether the safety hazards of their own units have been thoroughly investigated and eliminated, whether the weak links have been strengthened, whether the outstanding problems in management and law enforcement activities have been solved, and whether the long-term mechanism of safety hazards has been improved, and summarize the special investigation and rectification, and the summary report shall be made before 20 121month 15.

V. Organizational leadership

(1) Strengthen organizational leadership. The prison set up a leading group for the hundred-day investigation and rectification of potential safety hazards, with the director XXX as the leader, the political commissar XX as the deputy leader, and other members of the prison team as members of the leading group. The leading group consists of an activity office (hereinafter referred to as "activity office"), which is located in the office. The main leaders of the prison office, penalty execution department, prison administration science department, education department, life and health department, labor reform department, finance department, prison facilities department, safety production department, political department and supervision room are members of the activity office. Relevant responsible departments shall do a good job of guidance and inspection according to their respective duties and tasks. Team members should go deep into the front line to supervise and inspect, help solve difficulties and problems, and specifically guide and promote activities in depth.

(two) the implementation of work responsibilities. Implement the responsibility system for the investigation and rectification of potential safety hazards, with the warden as the first person responsible for the activities, personally grasping and taking overall responsibility, the warden in charge as the specific person responsible for the work, and each section chief and warden as the first person responsible for the department and prison area. All units should decompose the specific tasks of investigation and rectification activities into each police officer to ensure that the responsibility lies with the people. At the same time, it is necessary to establish and improve the evaluation mechanism and accountability mechanism, and reward the excellent and punish the poor.

(3) Pay attention to overall planning. All units should organically combine the investigation and rectification activities with the ongoing education and practice activities of the core values of political and legal police officers, the annual activities of grassroots infrastructure construction, and the activities of "welcoming the 18th National Congress of the Communist Party of China and ensuring the safety and stability of prisons", so as to make overall plans, make reasonable arrangements and promote each other.

(4) Strengthen supervision and inspection. The prison inspection team will supervise the investigation and rectification activities of all units in conjunction with the activities of "welcoming the 18th National Congress of the Communist Party of China and ensuring the safety and stability of prisons". For units with many potential safety hazards and ineffective rectification, the leaders in charge should supervise them in a lump sum manner and conduct on-site supervision until the problems are rectified in place.

(five) to strengthen the report. Each unit's "Statistical Table on the One-hundred-day Investigation and Remediation of Hidden Dangers in XX Prison" was reported to the Prison Activity Office on XX.
