When using tax invoices to make out invoices, sometimes you will be prompted that the accumulated amount of offline invoices exceeds the limit. Offline invoice refers to the invoice amount that has been issued but not uploaded to the tax bureau system. After this prompt appears, the invoice cannot be issued. Restart the checkout system or this prompt. Solution:

First, check whether the computer is connected to the Internet.

The reason why offline invoices are set up is to consider the emergency measures that taxpayers need to issue invoices without network. If the accumulated offline invoices exceed the upper limit, you may not be able to connect to the network. So, first check whether your network is connected successfully; If the network connection is successful, you can also exit the billing system, restart the billing system, or restart the computer;

The second method: wait for the invoice data to be uploaded,

There is another situation that can eliminate the problem of network connection: under normal circumstances, when invoicing continuously, another invoice will be opened immediately after one invoice is opened, and when clicking on the invoice, you will be prompted that the accumulated amount of offline invoices exceeds the limit. This is because of the problem of network upload speed, so you usually have to wait 1-2 minutes, and then click the invoice, and this prompt will not appear;

The third way: upload the issued invoice manually,

Run the invoice system and click the invoice query;

Click on the invoice query, and pull the page to the right to view the submitted status of the issued invoice. All samples have been uploaded successfully. If it is not uploaded, it will display [Not Submitted];

If the submission status is not "Submit", you need to upload it manually. Select the unreported invoice, and then click Upload Invoice;

Click Invoice Upload, and the page will prompt that the manual invoice upload task has been started, and the invoice submission status will change from not submitted to submitted;

The fourth method: modify the uploading address of the billing system.

If we upload the invoice manually, but we still can't upload it, the upload address of the tax bureau may be congested, so we can change the upload address of the billing system. Click System Settings, Parameter Settings and Upload Settings in the billing system;

The fourth method: the tax bureau raises the offline invoicing limit.

Sometimes when the billing system is upgraded, if the tax bureau fails to update the taxpayer's billing data in time, the offline billing limit will become 0, and the invoice cannot be issued at this time. First, check whether the offline billing limit is 0, and then click the status query under tax declaration processing;

Click the status query under tax declaration processing, and then click the special VAT invoice and ordinary VAT invoice. You can see that the limit of each invoice is listed on the right. If it is 0, you need to bring a tax tray to the tax bureau to increase the offline billing limit; Contact the tax bureau before you go. What information do you need to bring? Under normal circumstances, the offline invoice amount will be restored immediately after the increase, and the invoice can be issued after the restoration;

The fifth method: issue a small invoice,

If you are in a hurry to issue an invoice, you can issue a small invoice. For example, the offline invoice limit is 300,000, and we can issue invoices below 300,000. This situation does not apply to the case where the invoice limit is 0.

According to the Announcement of State Taxation Administration of The People's Republic of China City, People's Republic of China (PRC) on Issues Related to the Full Implementation of the Upgrade Edition of the VAT Invoice System, if taxpayers are unable to issue invoices online due to network failures and other reasons, they can still issue invoices within the offline billing time limit and the total amount set by the tax authorities, and they will not be able to issue invoices beyond the limit.

In practice, it is often encountered that the off-line billing time limit and the off-line billing total amount set by tax authorities for enterprises are too small, which leads taxpayers to often encounter the situation that the off-line billing time or the off-line billing total amount exceeds the limit and cannot continue to invoice.
