Passenger service refers to taxi business activities that provide transportation services according to passengers' wishes and charge by mileage and time.
Vehicle rental service refers to the taxi business activities in which users rent passenger vehicles without drivers and charge by time. Article 3 Taxi operators, employees, passengers and users within the administrative area of this Municipality shall abide by these regulations. Article 4 The construction administrative department of the Municipal People's Government shall be responsible for the management of the taxi industry in this Municipality, and the specific management work shall be the responsibility of the Urban Passenger Transport Management Office (hereinafter referred to as the passenger transport management institution) under the municipal construction administrative department.
Public security, transportation, industry and commerce, price, technical supervision, taxation, labor and other relevant administrative departments shall do a good job in the management of the taxi industry according to their respective responsibilities. Article 5 The development and management of taxi industry in this Municipality shall adhere to the principles of unified management, coordinated development, fair competition and convenience for the masses. Encourage and guide taxi operators to operate on a large scale. Article 6 The right to operate passenger taxis in this Municipality shall be used with compensation. Seventh taxi industry management agencies and their staff should be managed according to law, fair law enforcement, civilized service. Eighth taxi operators and their employees should operate according to law, civilized service, reasonable fees, and consciously accept the management and social supervision of taxi management agencies; Passengers and users should ride and use cars in a civilized manner, and pay rental fees according to regulations. Chapter II Management of Business Qualification Article 9 An entity engaged in taxi business shall meet the following conditions:
(a) there are passenger vehicles and corresponding funds that meet the prescribed requirements;
(2) Having a business place and a parking lot suitable for its business scale;
(3) Having qualified professional and technical personnel and management personnel;
(4) Having a management system suitable for the mode of operation. Tenth individuals engaged in taxi business should hold relevant certificates. Eleventh taxi drivers should be 18 years old and under 55 years old, in good health; Having a motor vehicle driver's license issued by the vehicle management authority; Through the vocational post training of passenger taxi, the "Service Qualification Certificate" of passenger taxi was obtained.
Operators who employ people without permanent residence in this Municipality to drive passenger taxis shall go through the formalities of labor and employment in accordance with the provisions and meet the conditions stipulated in the preceding paragraph. Article 12 Units and individuals that apply to engage in taxi business can obtain the right to operate a taxi through bidding, transfer or other legal forms, and can only operate after obtaining the Operation Certificate and going through other relevant procedures according to law.
The right to operate a taxi is protected by national laws, and no unit or individual may infringe upon it. Thirteenth paid transfer of the right to operate the taxi buyers and sellers should apply to the passenger transport management agencies, after examination and verification of the application is true and legal, in the designated place to trade, and in accordance with the provisions of the change procedures for the right to operate the taxi. Fourteenth vehicles that have not applied for the "Taxi Operation Certificate" shall not use the special signs and equipment of taxi, and shall not engage in passenger transportation and vehicle rental business.
Non-local passenger taxis whose starting point and ending point are engaged in passenger transport business within the municipal area shall be approved by the passenger transport management institution of this Municipality. Fifteenth passenger transport management agencies to implement the annual examination system of taxi operators' business qualifications. Chapter III Management of Operation Services Article 16 Taxi operators shall educate their employees on professional ethics, carry out spiritual civilization construction activities, and abide by the following provisions:
(a) to pay passenger management fees in accordance with the provisions;
(two) shall not be handed over to the taxi driver without the "service qualification certificate";
(three) operating vehicles need to be updated or stopped, should go through the formalities in accordance with the provisions, and shall not operate during the period of suspension;
(four) to comply with other provisions of the management of passenger taxi. Seventeenth operating taxis should be clean and well-equipped; Install taxi lights, meters, safety protection facilities and fire-fighting equipment, and set up service signs such as the name of the business unit, a copy of the business license, the Service Qualification Certificate, the charging standard and the supervision telephone number according to the regulations.
Taxi should be equipped with a meter approved by the passenger transport management agency and qualified by the technical supervision department. Eighteenth taxi drivers should abide by the following provisions in the operation:
(1) Abide by traffic management laws and regulations, operate safely and standardize services;
(2) Carrying business licenses and other certificates;
(3) Driving according to the route required by the passengers. If the passengers do not ask for it, they should choose the route closest to the destination. If it is really necessary to detour, they should truthfully explain the reasons to the passengers;
(4) Charge according to the amount displayed by the meter and issue a rental invoice;
(five) shall not refuse to carry passengers or drive taxis that have stopped, and shall not carry others without the request of passengers;
(six) to accept the inspection of the inspectors of the passenger transport management institution, and to obey the dispatching and management of the taxi operating field (station).
If the taxi driver violates the provisions of items (3), (4), (5) and (6) of the preceding paragraph, the passenger transport management institution shall record it on its Service Qualification Certificate.
