(3) Persons under any of the following circumstances shall not apply for the examination.
1. Persons who have received criminal punishment for crimes or have been dismissed from public office;
2. Servicemen, civil servants on probation, staff of institutions on probation, and personnel who have not completed the minimum service life or agreed the minimum service life;
3.
