The main responsibilities of each department of the organ:

(2) Security and Stability Work Section (Emergency Office)

(3) Comprehensive Reform and Policy and Regulation Section

Carry out the relevant work of deepening education reform, study education reform and development, and put forward policy suggestions; To undertake the overall design and comprehensive coordination of education reform; To undertake the propaganda work of educational system reform; Supervise and inspect the implementation of major decisions and arrangements for education reform. Participate in drafting local education laws and regulations; To undertake the legal construction and administration according to law of the city's education system; To undertake the legality audit of normative documents of this Council; To be responsible for the supervision of administrative law enforcement by the bureau, and undertake legal affairs such as education administrative punishment hearing, administrative reconsideration, administrative litigation and administrative compensation; Responsible for coordinating and handling the written complaints filed by teachers and students of the school to the education administrative department because they refuse to accept the school punishment; To be responsible for the mediation and handling of students' injury accidents in school education activities; To guide all kinds of schools at all levels in the city's education system to run schools according to law, and to carry out legal education, legal publicity, education and training of laws and regulations and consulting services.

(4) Development Planning Section

Prepare the city's education development plan; Put forward suggestions on the adjustment of school layout structure in the whole city; Review the establishment, cancellation, renaming and adjustment of public schools (units); Draw up the scale system and annual enrollment plan of schools at all levels and types; To undertake the statistics and analysis of the city's basic education information; To undertake the distribution, update, maintenance, use and management of school (institution) codes at all levels in the city. (5) Personnel Section

Responsible for the establishment and personnel work of the bureau and the schools (units) directly under it. Responsible for the personnel flow, salary and assessment of the bureau. To undertake the open recruitment, special post recruitment, campus recruitment, post setting, assessment, personnel turnover, personnel withdrawal, salary, insurance and retirement of directly affiliated schools (units). Responsible for the implementation of talent work in the city's education system; Cooperate with provinces and cities to be responsible for the commendation and reward of the city's education system. Leading the city's educational talents to aid Xinjiang and Tibet.

(vi) Finance Section (Internal Audit Section)
