Government departments are administrative agencies, cadres use administrative staff, civil servants, and workers use labor service staff as auxiliary personnel. Different levels of government have different levels, and the number of government departments is different. The smallest number of county administrative departments is 23, and the largest provincial capital city has more than 50 administrative departments. Provincial government departments are generally 60, with more ministries.
2. Party committee organs: Party committee organs are managed according to the Civil Service Law. Like civil servants in government administrative agencies, cadres use administrative establishment and workers use diligent establishment. Cadres of party committees and organs are also civil servants, and they can freely transfer between civil servant positions in government administrative agencies, which is also one of the characteristics of civil servant units managed by reference. Party Committee organs include county party Committee office, organization department, propaganda department, discipline inspection commission, United Front Work Department, etc.
3. Organs of the National People's Congress and the Chinese People's Political Consultative Conference: Like Party committees, they are also managed according to the Civil Service Law. Cadres are civil servants who use the administrative establishment, and they can also be freely transferred to civil service posts. Its institutions are only the Office of the National People's Congress and the Office of the Chinese People's Political Consultative Conference.
4. Group organizations: the so-called people's organizations mainly refer to workers, young women's organizations, that is, trade unions, women's federations, and youth league committees. Like party committees, they are managed according to the Civil Service Law. Cadres use administrative establishment and are civil servants. They can freely change jobs in civil servants' posts in party and government organs.
There are as many as 28 group organizations, but at the county level, only workers and young women are generally group organizations that use administrative preparation, while other association for science and technology, Federation of Literary and Art Circles and Disabled Persons' Federation are all public institutions, and other group organizations are established according to needs, mostly listed institutions, or their functions are assumed by other units. Due to the reasons of job functions, as well as the limited number of administrative agencies, there are more administrative organizations, and the number of group organizations using administrative organizations at or above the municipal level is gradually increasing.
5. Department of Public Prosecution and Law: Public Security Bureau, Court, Procuratorate, Judicial Bureau and Political and Legal Committee. The Political and Legal Committee is a party committee department, and the Judicial Bureau is a government department, representing the party committee and the government respectively, and taking charge of political and legal work. The public security bureau can also be regarded as a local government work department, and the court procuratorate is a provincial vertical management department.
In the composition of local party and government departments, the public security law is generally listed separately. The reason why the Political and Legal Committee and the Judicial Bureau are brought in is because according to the regulations on organization and staffing management, these five departments all use the "special compilation of politics and law" set up separately for the political and legal departments in the administrative compilation. That is to say, the cadres in the Public Security and Law Department and the Political and Legal Committee use the special compilation of politics and law as civil servants, which is also the range of personnel who enjoy the monthly 1200 yuan political and legal allowance.
Political and legal civil servants can also be freely transferred to the posts of civil servants in party and government organs. According to the reform, the people's police will no longer use the special compilation of local politics and law in the future, and their ranks will be different from those of civil servants. The first to fourth police chiefs in counties and districts correspond to the first to fourth chief clerks, but the difference is that they are not limited by the number of places and are promoted every two years, and the conditions are more favorable.
