Article 1: In order to promote cooperation between vocational schools and enterprises, cultivate high-quality workers and highly skilled talents, and enhance the ability of vocational education to serve economic and social development, according to the "People's Revolution of the People's Republic of China and the National Vocational Education Law" and other relevant laws and regulations, and in light of the actual situation of this city, these regulations are formulated. Article 2 The term “school-enterprise cooperation in vocational education” as mentioned in these Regulations refers to the cooperation between vocational schools and relevant enterprises in the aspects of talent cultivation and employee training, technological innovation and technical services, resource sharing and mutual development, etc. cooperate.

The vocational schools referred to in these regulations refer to higher vocational colleges, secondary vocational schools, etc. organized by the state or social forces in accordance with the law. Article 3 These regulations apply to school-enterprise cooperation in vocational education within the administrative region of this city and its support and guarantees. Article 4 School-enterprise cooperation in vocational education should follow the principles of voluntary consultation, complementation of advantages, and sharing of benefits, adhere to the orientation of market demand and labor employment, and achieve the integration of production, teaching, and scientific research. Article 5: Municipal, county (city), and district people's governments shall encourage, support, and promote school-enterprise cooperation in vocational education, and establish a school-enterprise cooperation operation mechanism featuring government guidance, school-enterprise interaction, and industry coordination. Article 6 The education administrative departments of the municipal and county (city) and district people's governments are responsible for the promotion of school-enterprise cooperation in vocational education within their respective administrative areas, including labor, personnel, development and reform, economy, trade, finance, taxation, science and technology, agriculture, etc. Administrative departments are responsible for relevant work related to the promotion of school-enterprise cooperation within the scope of their respective responsibilities.

City, county (city), and district people's governments should establish a joint conference system for vocational education to coordinate the planning, resource allocation, funding guarantee, supervision and evaluation of school-enterprise cooperation in the region. Article 7 Vocational schools should, based on economic and social development and market demand, proactively cooperate with enterprises in aspects such as student internships, professional setting and curriculum development, order-based education and employment recommendations, teacher exchanges and training, employee training and continuing education, etc.

Encourage vocational colleges to participate in enterprises’ technological transformation, product research and development, and scientific and technological research projects to promote the transformation of scientific and technological achievements.

Encourage vocational colleges and agricultural enterprises to cooperate in agricultural technology training, agricultural science and technology promotion and other aspects to promote the development of agricultural industrialization.

Encourage vocational colleges to hire highly skilled talents and engineering technicians from enterprises to serve as professional course teachers or internship instructors to participate in the teaching reform of vocational colleges. Article 8 Vocational colleges should establish a system for students and teachers to go to enterprises for internships and practice. Vocational school students should participate in on-the-job internships in enterprises or production service positions, and professional teachers should go to enterprises or production service positions for practice for no less than two months every two years.

Vocational colleges should strengthen professional ethics education and safety education for intern students and practical teachers, uniformly apply for accident insurance for intern students, and assign instructors.

Intern students and practical teachers should abide by corporate rules and regulations and labor disciplines, and keep corporate business secrets. Article 9: Enterprises and vocational schools are encouraged to carry out various forms of cooperative education; enterprises are encouraged to set up vocational education scholarships and grants.

Enterprises that meet the conditions can jointly establish internship training bases with vocational schools, cooperate to build laboratories or production workshops, cooperate to establish technological innovation institutions, and cooperate to establish vocational education entities or other forms of industry-university-research consortia. , *** jointly participate in the construction of emerging industrial bases. Article 10: Enterprises shall accept internships from vocational college students and internships from teachers; appropriate labor remuneration shall be provided to those who undertake internships.

Enterprises should, in accordance with the cooperation agreements signed with vocational schools, provide training venues and equipment and facilities for intern students and practical teachers, arrange instructors, and conduct safety training before internships and internships. Labor protection and safety during practice.

Enterprises are prohibited from arranging intern students to engage in labor production that does not meet the characteristics of the internship or is inconsistent with the content of the internship. Article 11 Enterprises shall allocate and use employee education funds in accordance with relevant national regulations, and may conduct vocational skills training and continuing education for their employees and those preparing to be hired by organizing vocational schools or entrusting vocational schools.

Enterprises can agree on service periods with employees who receive professional technical training in accordance with the relevant provisions of the "Labor Contract Law of the People's Republic of China".

Vocational schools should give priority to employees of companies with which they have established school-enterprise partnerships to receive vocational skills training and continuing education, and give priority to recommending graduates to cooperative companies. Article 12: Industry organizations should guide and encourage enterprises in the industry to carry out school-enterprise cooperation with vocational schools, and leverage industry resources, technology, information and other advantages to participate in the evaluation of school-enterprise cooperation projects, vocational skills appraisal and related management work. Article 13 The municipal, county (city), and district people's governments shall establish special funds for the cooperative development of vocational education schools and enterprises.

Special funds for the development of school-enterprise cooperation should be used:

(1) Funding vocational colleges and enterprises to jointly establish vocational education internship training bases, cooperative construction laboratories or production workshops and other school-enterprise cooperation projects;

(3) Provide appropriate subsidies for the material and energy consumption incurred by enterprises accepting students from vocational colleges for internships;

(5) Reward vocational colleges for participating in enterprise technological transformation , provide funding or rewards for product research and development, scientific and technological research and promotion of the transformation of scientific and technological achievements;

(6) Reward and commend other units and individuals that have made outstanding achievements in promoting school-enterprise cooperation in vocational education.

Special funds for the development of school-enterprise cooperation in vocational education should gradually increase with economic and social development.

City, county (city), and district people's governments should conduct performance evaluations on the use of special funds for school-enterprise cooperation development, and adjust the use of funds based on the evaluation results.
