Appointed by the provincial party committee and the provincial government, Comrade Zhang Heping was appointed Party Secretary and Director of the Provincial Local Taxation Bureau.

With the approval of the provincial party Committee, Comrade Zhang Heping no longer holds the post of mayor of Fuzhou Municipal People's Government, which shall be handled in accordance with relevant laws and regulations.
