As a result, all sealed memorials transferred to his staff were opened and checked, and the approved memorials were signed and released. All unenforceable memorials were sealed and locked in the safe. This not only fully guarantees the quality of the secret play, but also puts the supervision responsibility into practice. Since then, it has become a privilege to watch the secret play.
A senior official fled to other places because of the bribery incident. Because a Mongolian censor could not arrest him, he arrested his mother and tied her up in the street for public display. When Sicheng Wang saw this at the market, he was saddened and said, "In ancient times, wives and children of criminals were not arrested, let alone mothers? I really can't bear to see my mother implicated because my son escaped! " So he ordered his release. The censor insisted on using her as bait to catch the most important criminals. Sicheng Wang was furious, impeached himself, and then stayed at home. After the incident made a big noise, the department leaders led the censors to visit Sicheng Wang Mansion and apologize.
A county magistrate had heard of Sicheng Wang's prowess. After receiving the notice that Sicheng Wang was going to visit the county seat, he deliberately dressed in old clothes and rode outside the city to welcome Sicheng Wang. Sicheng Wang noticed his mount and quietly told his entourage: "This person must be a corrupt official!"
Sure enough, the inspection team just entered the city gate and was blocked by people. Sicheng Wang asked, "Do you want to accuse the county magistrate of stealing your horse?" The wrongdoer repeatedly said yes. Sicheng Wang ordered the county magistrate to return the horse and punished him. The attendants were all surprised and asked Sicheng Wang why he didn't know the Oracle. Sicheng Wang said with a smile: "He deliberately wore shabby clothes to show his incorruptibility, but on the road he seized the high-headed horses of the people. This is called a leopard cannot change his spots!" The followers suddenly realized that they were convinced.
Imperial academy (the highest institution of higher learning and educational administration established by the state, also known as "Imperial College" and "National Studies") had a group fight, and Sicheng Wang was authorized to handle it with full authority. After he found out the truth, he called the students to announce the punishment result: five students who took the lead in the fight were expelled, and 70 students who participated in the fight were all demoted. At the same time, an incentive mechanism will be established to upgrade and reward the schoolmasters, and all the scum will be removed. After this reorganization, a new atmosphere has emerged in imperial academy, and students are more diligent and encourage each other.
One autumn, the area around Beijing was hit by autumn drought, and there was no rain all winter. Only in the spring did it suffer from locust plague. The people are already underfed, and the Yellow River burst its banks, which is even worse, causing heavy casualties and making people miserable. Sicheng Wang was worried, and Shang Shu asked Yuan Shundi to hold a ceremony of "praying for a hundred gods, offering sacrifices to Hebo". At the same time, he urgently mobilized troops to block the breach of the Yellow River, distributed relief food, and distributed coffins for each victim who died in the flood to show the court's love for the people.
The imperial court set up a prison in Tanzhou (now Miyun, Beijing) to let prisoners engage in the heavy work of mining gold and smelting iron. At first, the prison also provided prisoners with food and clothing, but after several years, the supply of prisoners was completely cut off because everyone in the prison had been plucked and exploited, resulting in more than 30 people starving to death and countless people dying. In order to cover up the truth, prison guards often lie about the length of the prisoner's illness and the number of drug use. Sicheng Wang visited Tanzhou Prison, and after learning about these situations, he wrote to suggest to the court that these prisoners were starved to death in prison, which was the responsibility of the prison! It is hoped that the imperial court will immediately formulate relevant laws to measure the severity of prison officials' crimes by the number of prisoners who died in prison.
In the early years of the Yuan Dynasty, the court ordered the dam river (now the eastern suburb of Beijing) to be dug as a grain transportation river. Because of the huge project, "a lady carries more than 400 stones every day, and her shoulders are sore and gaunt like ghosts." After the project is completed, Bahe River will undertake the heavy task of grain transportation. When Sicheng Wang visited the Bahe River, the dam driver and the boatman who were responsible for maintaining and transporting grain were overwhelmed. Only 730 people were left, and the boatman was only 1300. These people "run around the clock and still can't give." Sicheng Wang suggested that the imperial court move more than 5000 households of Mongolians/KLOC-0 to settle down along the Bahe River, so that they can combine work and rest after catching eagles and hunting, assist boatmen and dam workers in their work, and ensure the normal grain transportation of Bahe River.
These three memorials, which benefit the country and the people, were all approved by the imperial court for implementation.
During his tenure as the local chief executive, Sicheng Wang was also down-to-earth and made remarkable achievements.
During his administration in Henan, he received an official document from the platform in Shaanxi, requesting that he and Henan should jointly dredge the Three Gates of the Yellow River and set up a land and water station to directly pass through Shaanxi. Sicheng Wang attached great importance to it and immediately led relevant officials to make a field trip. The officials took the dangerous road in fear and tried to make up lies to prevaricate the court. Sicheng Wang thundered at them: "If we deceive ourselves, how can we blame others? What's your attitude towards the imperial court? You wait, I'll see for myself! " The officials had no choice but to follow him on the beach road in the middle of the Yellow River for more than 100 miles, and the rocks along the way were strewn at random, and finally there was no way to go. Sicheng Wang ordered to dismount and walk, climbing vines. The officials were sweating like a pig, but no one dared to complain. After walking 30 miles, Sicheng Wang saw that it was really impassable, so he reported his experiences along the way to the court. After receiving the investigation report from Sicheng Wang, the imperial court rejected the proposal of going to Taiwan in Shaanxi.
During Sicheng Wang's administration in Hebei, the Cihe River burst its banks and was flooded. He called migrant workers to build dams day and night, and finally stopped the flood. That autumn, the crops got a good harvest, and the people were grateful and full of praise for Sicheng Wang.
In Nanpi (now Nanpi County, Xingtai City, Hebei Province), the ancestors of the people planted willows along the banks of the Yuhe River, which was used by successive government officials to collect taxes called "Liuke". More than a decade ago, because the Yellow River burst its banks, all the willows were submerged, but the government still levied taxes, which made the people even more poor. Sicheng Wang, seeking truth from facts, went to the imperial court and asked for exemption from the "Liuke" tax.
Within his jurisdiction, there are the former residences of Dong Zhongshu and Achyranthes subcrenata, famous Confucian scholars in the Western Han Dynasty. Due to years of disrepair, it has long been crumbling. Sicheng Wang invited the imperial court to build academies in these two places and set up professional lecturers, which was approved by the imperial court.
At the end of Yuan Dynasty, due to natural and man-made disasters, many people in Sifang lost their jobs, causing social unrest. In order to appease the people's hearts, Yuan Shundi "named the minister to tour the class." Sicheng Wang was responsible for appeasing Hebei and Shandong, and he called local prestigious elders along the way to preach the kindness of the emperor. The people were so excited that they couldn't help crying. They offered barley, wheat and peas and asked Sicheng Wang to deliver them to Yuan Shundi. After returning to Beijing, according to the problems found in the process of the governor, he put forward seven suggestions to Yuan Shundi, which were valued by Yuan Shundi.
