Where the military strength is not stationed in Guangzhou, as well as the staff of the temporary institutions of the military system in Guangzhou and the families of the temporary staff in Guangzhou, these provisions are not applicable.
The term "dependents" as mentioned in these Provisions refers to the spouses who are separated from the active officers, civilian cadres and non-commissioned officers of the troops stationed in Guangzhou in accordance with state regulations. Article 3 The municipal human resources and social security department is the competent department in charge of the employment and resettlement of dependents in our city.
The office of the leading group for the work of "double support" is the coordinating body for the employment and resettlement of dependents in our city.
The departments of human resources and social security, public security, veterans affairs, finance, state-owned assets management, market supervision and management, taxation, organization establishment and other departments in this Municipality shall assist in the implementation of these Provisions according to their respective functions. Article 4 State organs, enterprises, institutions, social organizations, private non-enterprises and other units at all levels in this Municipality shall actively develop jobs and complete the job placement tasks for dependents assigned by the government every year in accordance with these provisions. Article 5 The family members of the troops stationed in Guangzhou who have been approved by the political organs at or above the division (brigade) level in accordance with the provisions of the General Political Department may be placed in employment in accordance with these provisions.
This year's dependents who have been approved to join the army should be included in the next year's employment placement plan for dependents. Sixth dependents who have been employed in Guangzhou are not included in the employment placement plan.
The dependents who have been included in Guangzhou's employment placement plan should be placed in employment in the same year. If the dependents are not employed for personal reasons, they will not be placed again. Article 7 The municipal human resources and social security department shall, before March 3 1 every year, collect the list of eligible dependents submitted by the political organs at or above the division (brigade) level of the troops stationed in Guangzhou that year and need employment and resettlement in Guangzhou. Article 8 The municipal and district human resources and social security departments shall, according to the division of labor and specific conditions of employment placement work, respectively compile the annual budget to the finance department at the same level. The financial department at the same level shall review the budget and incorporate it into the annual budget arrangement, and allocate funds on time according to the needs of the work. Chapter II Resettlement Methods Article 9 The employment placement of family members of the army shall be conducted by guiding two-way employment selection, mandatory placement and self-employment.
The employment placement of dependents should be based on the principle of professional counterparts, classified recommendation and priority arrangement, and adhere to the placement method of combining market regulation with planned placement, recommending employment and self-employment. Article 10 The dependents who were originally on-the-job staff of government agencies and institutions and were included in Guangzhou's employment placement plan shall be given priority placement in corresponding or similar units by the human resources and social security departments at all levels of this Municipality according to the staffing situation provided by the staffing departments at the same level, and with reference to the nature, education background, professional and technical post qualifications, work ability and other relevant actual conditions of the dependents' original work units. Article 11 The human resources and social security departments at all levels in this Municipality and their subordinate public employment and human resources service institutions at all levels shall guide the dependents to achieve employment by holding a two-way meeting between the receiving unit and their dependents.
Guiding two-way employment selection is the main channel of employment placement for dependents. Article 12 The municipal human resources and social security department comprehensively considers the meritorious service and contribution of military personnel, as well as the academic level, professional expertise, the nature of employment units before the army, job categories, etc., combined with the nature and category of employers in this city, the number of personnel and the demand for personnel, etc., and resettled the dependents who met the prescribed conditions in the current year to relevant units through mandatory means.
According to the principle of counterpart placement and the needs of work, the mandatory placement of dependents is in principle placed in the relevant units that are not fully staffed. If it is really necessary to be placed in the fully staffed units, the preparation will be solved in the attrition of the receiving units. Thirteenth dependents who meet one of the following conditions may adopt mandatory placement:
(1) Soldiers have worked in remote and hard areas determined by the state or in flying or submarines for 10 years.
(2) A serviceman has won three third-class merit awards or more than second-class merit awards in the army.
(3) A serviceman is disabled due to war or duty when he is in active service.
(four) the dependents of civil servants, and have a bachelor's degree or above.
(5) The family members of the army have obtained bachelor degree or above or have intermediate professional and technical post qualifications, and are engaged in professional and technical posts or management positions in institutions, except that the personnel relationship is linked to the talent exchange center.
(six) the dependents of the army have obtained the professional qualification of technician or above, and the specialty belongs to the shortage of jobs in this city, and they are engaged in professional counterpart work.
(seven) the documents of the provincial and municipal people's governments clearly stipulate the introduction of high-level talents. Fourteenth dependents job placement responsibilities are divided as follows:
(a) before the army for the central and provincial (autonomous regions and municipalities directly under the central government) belongs to the organs, enterprises and institutions, the employment placement in accordance with the relevant provisions of Guangdong province.
(II) Before joining the army, the personnel of provincial capital cities, cities under separate state planning, enterprises and institutions shall be assigned places to Guangzhou municipal organs, enterprises and institutions by the municipal human resources and social security department, who shall be responsible for properly arranging their work in accordance with the regulations.
(III) Before joining the army, the personnel of organs, enterprises and institutions below prefecture-level cities (including prefecture-level cities) shall be arranged by the district human resources and social security departments to work in the organs, enterprises and institutions belonging to the district.
Where there are more resettlement objects in the receiving units mentioned in Items (2) and (3) of the preceding paragraph, the municipal human resources and social security department shall make appropriate allocation.
