The county (district) government and its relevant departments shall be responsible for the construction of barrier-free environment according to their respective responsibilities. Article 5 A joint conference system for barrier-free environment construction shall be established to coordinate barrier-free environment construction.
The joint meeting consists of development and reform, natural resources, ecological environment, housing and urban construction, industry and information technology, finance, transportation, cultural tourism and radio and television, education, public security, civil affairs, postal management, telecommunications, finance, health, commerce, disabled persons' federations, working committees on aging, women's federations and other relevant units.
The joint meeting shall be convened by the municipal government and held at least once a year. Sixth township (town) government, street offices, residents' committees and villagers' committees shall assist and cooperate with relevant departments to do a good job in community barrier-free environment construction and service. Article 7 The construction of barrier-free environment shall conform to the reality of the disabled and other people with difficulties, coordinate with the basic needs of the public, adapt to the level of economic and social development in our city, incorporate it into the national economic and social development plan, and promote the construction of barrier-free environment in our city as a whole.
The relevant departments of the city and county (District) shall solicit the opinions of the disabled and other people with difficulties when formulating the planning and policies for the construction of barrier-free environment. Article 8 Citizens, legal persons and other organizations are encouraged to undertake the social responsibility of barrier-free environment construction, make contributions to barrier-free environment construction, and provide barrier-free voluntary services for vulnerable groups such as the disabled. Ninth governments at all levels should incorporate the barrier-free environment construction into the evaluation scope of civilized cities and civilized villages and towns, and commend and reward the units and individuals that have made outstanding contributions to the barrier-free environment construction and management. Chapter II Construction and Management of Facilities Article 10 New construction, renovation and expansion projects shall build barrier-free facilities in accordance with the national standards for the construction of barrier-free facilities, and shall be planned, designed, constructed and put into use at the same time as the construction projects, and be connected with the existing barrier-free facilities around the construction projects. Eleventh planning, design and construction of barrier-free projects shall be implemented in accordance with the standards and relevant regulations of barrier-free projects.
When verifying the planning conditions, the natural resources department will not pass the planning acceptance for projects that fail to carry out barrier-free facilities construction in accordance with the requirements of the construction project planning permit.
The relevant units in the review of construction project design documents, without barrier-free design in accordance with the national standards for the construction of barrier-free facilities, shall not be examined and approved, and shall not apply for a construction project planning permit.
When the construction unit carries out the project completion acceptance, it shall also carry out the acceptance of barrier-free facilities; Invite organizations of persons with disabilities to participate and listen to the hearing opinions of representatives of persons with disabilities; If the construction is not carried out in accordance with the approved design documents and construction technical standards, it shall not pass the completion acceptance, and the housing and urban-rural construction departments shall not go through the filing procedures. Twelfth the following public transport facilities and equipment shall be set up in accordance with the barrier-free requirements:
(1) Urban roads, overpasses, above-ground or underground passages, community trunk roads, commercial streets and pedestrian streets. , blind roads and ramps should be set up to facilitate the passage of people with visual disabilities and wheelchair users;
(two) the signal control facilities at intersections should be equipped with voice prompt system to facilitate the safe passage of visually impaired people;
(3) Bus stops should be equipped with braille stop signs, and the location, height, form and content of the stop signs should be convenient for the visually disabled;
(4) Buses shall be equipped with facilities to facilitate people in wheelchairs to get on the bus, and set up a voice and electronic subtitle station reporting system to facilitate people with vision, speech and hearing disabilities;
(five) according to the relevant regulations, public transport should allow people with visual disabilities to carry guide dogs;
(6) Public parking lots (garages) with more than 50 parking spaces shall be equipped with barrier-free parking spaces for the disabled at a rate of 2%, and public parking lots (garages) with less than 50 parking spaces shall be equipped with at least 1 disabled barrier-free parking spaces with obvious signs. Ensure that motor vehicles driven or taken by disabled people are parked and free of parking fees. Thirteenth the following public places and areas should be equipped with barrier-free facilities:
(1) Parks, squares, scenic tourist areas, commercial service areas, government and social offices should lay blind roads that are connected with main roads and can guide visually disabled people to enter and exit and walk, and set channels, ramps and handrails at entrances and exits or steps that are convenient for wheelchair users and other disabled people to enter and exit;
(2) Information desk, reception desk, ticket office, drinking water office, cashier's office, registration office, etc. Should be equipped with low-level service facilities and handrails to provide convenience for wheelchair users and other disabled people;
(3) Wheelchair seats should be set at 2% of the venues or areas with seats;
(4) Elevators in public places shall be equipped with Braille buttons and voice station reporting systems, and high-rise service places where personnel activities are concentrated shall be equipped with vertical lifting barrier-free elevators;
(five) large accommodation service places should have a certain number of barrier-free rooms;
(six) schools with disabled students in regular classes should set up necessary barrier-free facilities in their study and activity areas;
(7) The docks in tourist attractions shall be equipped with facilities convenient for people in wheelchairs to board the ship, and equipped with barrier-free special cruise ships or barrier-free seats on cruise ships;
