I. Organization and implementation
The selection and appointment of external legal advisers of the Municipal People's Government shall be organized and implemented by Yangjiang Municipal Bureau of Justice under the unified leadership of the Municipal People's Government.

Law firms, lawyers and legal experts.
Three. Requirements for external legal counsel:
(1) An external law firm shall meet the following conditions:
1. It has not been subject to administrative punishment by the judicial administrative department or industrial punishment by the bar association in the last three years.
2. There are no other circumstances that are not suitable for serving as external legal counsel.
(2) External legal experts and lawyers shall meet the following conditions:
1. has a high political quality and supports the party's theory, line, principles and policies. Generally, it should be a producer of Communist party member and China.
2. Have good professional ethics and social responsibility.
3. As legal advisers, legal experts should have certain influence and experience in the fields of legal teaching, legal research and legal practice; A lawyer, as a legal adviser, should have more than 5 years' practice experience and strong professional ability.
4. Strictly abide by the law and discipline, and have not received criminal punishment, disciplinary punishment, administrative punishment by the judicial administrative department or industry punishment by the Bar Association.
5. The law firm where the external lawyer is located has not been subject to administrative punishment by the judicial administrative department or industrial punishment by the lawyers association in the past three years.
6. There is no other situation that is not suitable for serving as a legal adviser to the party and government organs.
Four. Responsibilities of external legal counsel:
Handling government legal affairs, mainly including:
(a) to provide legal advice for major administrative actions such as major decisions, major reform issues, major investment projects, the preparation and adjustment of statutory plans, and the adjustment of charging standards;
(two) to participate in the drafting, demonstration and review of draft regulations and normative documents;
(three) to participate in the negotiation of cooperative projects and assist in drafting, reviewing and amending important legal documents or major contracts;
(four) to provide legal services for the handling of law-related litigation cases, letters and visits cases and major emergencies that have not yet formed litigation;
(five) to participate in administrative reconsideration, litigation, arbitration, enforcement and other legal affairs;
(six) to provide legal advice for administrative law enforcement;
(seven) to assist in the publicity and education activities of the rule of law;
(8) Other legal affairs agreed by both parties.

2. Legal experts and lawyers. Qualified personnel can voluntarily sign up for the selection. Fill in the Application Form for Legal Adviser (Legal Expert, Lawyer) of Yangjiang Municipal People's Government in duplicate, and attach copies of my ID card, academic certificate, lawyer's practice certificate, professional title certificate, political outlook certificate and other related materials to prove the contents of the form.
