In order to do a good job in the enrollment of schools in the compulsory education stage in our city, according to the requirements of the Notice of the Provincial Department of Education on Doing a Good Job in the Enrollment of Compulsory Education in 20 17 years (E.J. [20 17] No.3), combined with the actual situation in our city, the measures for the enrollment of schools in the compulsory education stage in our city in the autumn of 2017 years have been formulated, please implement them carefully.
I. Guiding ideology
For the purpose of people's satisfaction education, we will further improve the system of compulsory education enrollment and entrance examination-free nearby, standardize enrollment behavior, effectively protect the right of school-age children and adolescents to receive compulsory education, and promote the balanced and harmonious development of school education in urban areas.
Second, the principle of enrollment
(1) Adhere to the integration of urban areas and give priority to districts. The enrollment work in compulsory education in urban areas of our city is integrated with urban areas, with districts as the main part, overall arrangement and school implementation, so as to ensure that all school-age children and adolescents have schools, uniformly divide areas, uniformly enroll, uniformly register and uniformly manage their school status.
(two) adhere to the relatively close, free entrance. Relatively demarcate the school enrollment area to ensure that school-age children and adolescents are relatively close to school. School enrollment is strictly exempted from examination, and it is strictly forbidden to organize entrance examinations. For places where the allocation of educational resources is unbalanced and the impulse to choose schools is strong, according to the actual situation, multi-school scribing is adopted to ensure that there are schools, but not to choose schools.
(3) Adhere to the reform of the school-running mechanism. Promote school trusteeship, run schools in groups, exchange and rotation of principals and teachers, give play to its radiation-driven role, and take measures such as building new schools and reforming weak schools to expand the coverage of quality education resources.
(4) Adhere to sunshine enrollment. Announce the enrollment policy to the public in a timely manner, and use the student status management system in a unified way to be fair, just and open.
(5) Strictly control student turnover. For students who have already studied in urban primary and secondary schools, they should remain stable. If you really need to make changes for special reasons, you must ensure that you follow the person. If a student's school status needs to be transferred between schools in the district, it must pass through the Xian 'an District Education Bureau, and if it is transferred between schools in the districts and counties, it must pass through the Municipal Education Bureau. Schools can't transfer students at will.
Third, the enrollment method
(A) public primary school enrollment
1, enrollment target
School-age children who actually live in urban administrative divisions and have reached the age of 6 (that is, born before August 3, 20 1 1 year). In addition to Xianning Experimental Foreign Language School, Xianning Experimental Primary School, Xianning Xian 'an Experimental School (Xian 'an Experimental Primary School) and Xian 'an Experimental Primary School, other schools can be appropriately relaxed for one month (that is, born before September 30, 201year) according to the degree situation.
2. Enrollment area
According to the layout of urban primary schools, the distribution of permanent residents and the enrollment scale of schools, the Urban Education Bureau rationally divides the enrollment areas of schools (see Annex 1).
3, enrollment batches and materials provided
The first batch: students and their guardians' accounts are within the urban area, and the property rights of guardians' family houses are within the school area.
The second batch: students and their guardians' accounts are not in the urban area, but the property rights of guardians' family houses (excluding facades and garages) are within the school area.
The first batch and the second batch need to provide the following information: 1, household registration book; 2, real estate certificate (real estate license) or housing management departments for the record of the purchase contract and other legal proof of permanent residence; 3. The relocated households need to provide formal compensation and resettlement contracts.
The planned use of the house must be residential. If the use is not recorded in the real estate certificate, the planned use recorded in the land certificate must be residential land. Civil contracts and agreements are not regarded as the real estate basis for enrollment;
Because the guardian has no fixed property right (the proof of no house issued by the real estate department must be provided), the whole family's household registration is linked to their grandparents (grandparents) and they live with their parents and grandparents (grandparents), which is regarded as meeting the "first and second batch" admission conditions.
The third batch:
(1) Students and their guardians are registered in the urban area, but there is no fixed property right in the urban area.
The following information shall be provided: 1, household registration book; 2. The students and guardians issued by the real estate bureau have no fixed housing certificate in the urban area of our city; 3. Housing lease contract; 4. Temporary residence certificate issued by the public security organ.
(2) Children of migrant workers and businessmen who have no fixed housing property rights in the urban area of our city.
In addition to providing the household registration book, the certificate issued by the real estate bureau that the students and guardians have no fixed housing in the urban area of our city, the housing lease contract and the temporary residence certificate issued by the public security organ, the children of foreign businessmen who move into the city also need to provide: ① the parents or guardians of the students hold the Business License approved by the local industry and commerce; (2) Tax Registration Certificate approved by the tax authorities (only one registration certificate is provided for multiple certificates). The accompanying children of migrant workers need to provide: ① a copy of the Business License of the employing unit stamped by the student guardian; (2) the original and photocopy of the labor contract signed by the migrant worker and the employing unit; (3) The employing unit shall pay the migrant workers a copy of this year's social insurance certificate (signed by the agent and stamped with the fresh seal of the unit) (more than one year including one year) and provide other valid certificates to prove that they live in the area.
4, enrollment procedures and methods
(1) Each primary school enrolls the first and second batch of school-age children within its own school district.
(2) After enrolling the first and second batch of students, if there are surplus degrees, the program can be started to enroll the third batch of students. If the number of the third batch of students who need services does not exceed the remaining degrees, they will all be accepted; If the number of the third batch of students exceeds the remaining degree, each primary school will consider self-admission according to the complete information provided by the guardian and the actual place of residence.
(3) For students who are not admitted due to incomplete information, the District Education Bureau will make overall arrangements to attend a relatively nearby school with a spare degree.
(B) public junior high school enrollment
The enrollment targets are fresh graduates of primary schools who actually live in urban administrative divisions. The urban education department reasonably determines the enrollment scope of junior high schools according to the number of school-age teenagers, school distribution, school size, traffic conditions and other factors (see Annex 1). The determination of enrollment batches, materials to be provided, enrollment procedures and methods, and time schedule are the same as those of public primary schools.
(C) High-tech class enrollment
In order to serve the economic and social development of the High-tech Zone and solve the problem of children's enrollment of workers and residents, two or three "high-tech classes" will continue to be opened in the first grade of Xianning Ganyuan School (Xianning Oriental Foreign Language School) this year. The teachers of "High-tech Class" are supported by Xianning Experimental Foreign Language School, and the list of students is provided by the Municipal High-tech Zone Management Committee, and will be reviewed with the Education Bureau of Xian 'an District.
(D) Xianning Xiangcheng School Primary School Enrollment
This year, we will continue to open three classes in the first grade of primary school (fork road primary and secondary school) of Xiangcheng School in Xianning City. Teachers are supported by Xianning Experimental Primary School.
(5) Enrollment of private compulsory education schools
The enrollment of private compulsory education schools in urban areas is carried out in the form of "voluntary enrollment, planned arrival, independent enrollment, and admission without examination" and announced to the public.
(6) Admission of other groups
1, disabled children enter school. Children and adolescents with mild disabilities who have the ability to receive general education can go to ordinary junior high schools and primary schools to study in regular classes, and children and adolescents with moderate disabilities can register at Xianning Special Education School.
2. Children of enterprise executives, imported talents and children of military personnel are enrolled. The enrollment of children of senior managers of investment promotion enterprises in Xianning City and the enrollment of children of military personnel are handled according to the Interim Measures for the Enrollment of Children of Senior Managers of Investment Promotion Enterprises in Xianning City and the Interim Measures for the Preferential Admission of Children of Military Personnel in Xianning City, and the introduction of talents in our city is handled according to the spirit of the Municipal Talent Office.
Fourth, the implementation of multi-school dicing
According to the Ministry of Education and the Provincial Department of Education, the policy of "multi-school scribing should be adopted for places with unbalanced allocation of educational resources and strong impulse to choose schools according to the actual situation". Measures for Enrollment of Compulsory Education Schools in Autumn of 20 15 in Xianning City (No.27 of Xianshi Jiaoji [20 15]) and Measures for Enrollment of Compulsory Education Schools in Autumn of 20 16 in downtown Xianning City (Xianshi Jiaoji [2016]/. In view of the fact that the Yuquan Campus (Quantang Primary School) of the Municipal Experimental Foreign Language School started enrolling students this year, the enrollment of the main campus and Yuquan Campus will be implemented by the schools outside the city as a whole, and the qualification can be relaxed to eligible children in the area before June 30th, 20 17. The school will then formulate a class arrangement plan for the main campus and Yuquan campus. For those who buy houses within the area after June 30th, 20 17, multi-school enrollment will be implemented. According to the Advertising Law, developers are not allowed to advertise and sell in the name of "school district housing", and buyers are not allowed to require their children to enter schools outside the city (including Yuquan campus) on the grounds of "school district housing".
Xianning Experimental Primary School, Wenquan Middle School, Xianning Xian 'an Experimental School (Xian 'an Experimental Primary School), Xian 'an Foreign Language Experimental Primary School, Xianning No.3 Primary School (Guo Lin Road Primary School), Xianning No.2 Primary School (Ximen Primary School), Xianning No.10 Primary School (Dongmen Primary School) and Xianning No.4 Primary School (Nanmen Primary School) are enrolled within 20 16 July 3/kloc. Children of residents who bought houses with real estate licenses before July 3, 20 16 and actually moved in, school-age children and adolescents who bought houses with real estate licenses after July 3, 201016 will be enrolled in multiple schools, and they will be enrolled in relatively nearby schools as a whole.
V. Job Requirements
1, strengthen the publicity of enrollment policy. Schools in urban areas should increase the publicity of enrollment work, set up an enrollment consultation telephone, implement the person in charge, widely publicize enrollment policies and enrollment methods, strengthen communication with parents and society, and handle the problems encountered in enrollment work in a timely manner according to policies. Before the start of school in autumn, all schools in the city are responsible for informing parents (grade one) and students themselves (junior high school) in writing that they will attend schools in autumn.
2. Standardize enrollment behavior. Schools in urban areas should strictly implement the relevant policies of the state, provinces and cities, abide by the enrollment discipline, and standardize the enrollment behavior. It is necessary to strictly implement the enrollment plan and strictly control the scale and class size of running schools. The implementation of balanced classes, not to hold various forms of key classes, fast and slow classes and experimental classes. No examination enrollment, no written examination of subject knowledge and ability. Do not make illegal propaganda, and do not accept new students with any form of commitment. It is strictly forbidden to accept students who do not meet the conditions for entering the city to attend school in the urban area, nor to shirk or reject children and adolescents who meet the admission requirements under various excuses. If they are arranged to attend neighboring schools as a whole due to insufficient degrees, they should do a good job. Effectively protect the right to education of every school-age child and teenager, and actively safeguard social harmony and stability.
3. Strict qualification examination. Schools in urban areas should organize all teachers, especially the administrative members and class teachers who participate in the registration work, to carry out training, be familiar with the scope of school services, make clear the policies and regulations, master the operation process, and conduct audit step by step according to the principle of "who is in charge and who is responsible for the audit". Students who are enrolled in violation of regulations will not pass the examination of school registration, and cross-district students who are not strictly examined or recruited without authorization will be retired from the receiving school to the school where they should attend, and will be responsible for doing a good job in parental work. Schools with an error rate of more than 3% will be notified.
4. Strict student status management. Students' school records are managed electronically, and "one person, one certificate, one certificate goes with others" is implemented. Do a good job in the registration of freshmen's school status in strict accordance with the measures for the management of school status. Students who have not passed the review and are accepted by the school without authorization will not be registered and can only be returned to the original school for registration.
5. Strengthen accountability. The Municipal and District Education Bureaus will supervise and inspect the enrollment work of schools, and will severely deal with illegal enrollment behaviors such as breaking through the enrollment plan, enrolling students without authorization, organizing or organizing the entrance examination in disguise, and charging unreasonable fees for enrollment according to relevant regulations once verified.
