After the car buyer completes the car purchase, he uploads the car purchase proof materials on the "My Lianyungang" APP, and the car purchase subsidy is directly paid to the car buyer's UnionPay China Unionpay Quick Pass account in the form of consumption red envelopes.

(1) car buyers through forged proof of car purchase and other illegal means to defraud financial funds, once verified to recover the subsidy funds, included in the list of dishonesty, shall be investigated for relevant responsibilities, handed over to the public security organs.

(2) Enterprises participating in the activities submit the details of this week's automobile sales to UnionPay every Friday. If automobile sales enterprises cooperate with individual car buyers to defraud financial funds, once verified, they will be disqualified from participating in the activities and included in the list of dishonesty, and the relevant regulatory authorities will punish them and hand them over to the public security organs.

The joint audit team composed of relevant departments of the city conducts qualification examination. The auto sales companies that successfully signed up for the event will be announced on the "My Lianyungang" APP.

Consumer registration

From September 15, consumers will log on to the My Lianyungang APP, click on the "Registration Entrance of the Municipal Government's Automobile Consumption Subsidy" on the homepage of the APP, and upload the unified invoice for motor vehicle sales, the identity card of the car buyer, the tax payment certificate of vehicle purchase tax and the motor vehicle driving license according to the system prompts.

Uniform invoice for motor vehicle sales: it is necessary to upload the invoice copy stamped with the special seal for automobile enterprise invoice. The vehicle price on the invoice is used as the basis for receiving the subsidy grade. The invoice date should be between September 1 day, 2022 and February 3 1 day, 2022.

Car buyer's ID card: need to upload portrait and national emblem.

Vehicle purchase tax payment certificate: upload clear photos or electronic tax payment certificate.

Motor vehicle driving license: including home page and secondary page.

Grant subsidies

The staff will review the proof materials of car purchase one by one in the order of uploading time, and the review time will not exceed ten days. Automobile sales enterprises should cooperate with the audit working group to confirm each order. After examination and confirmation, the car purchase subsidy will be automatically paid to the China Unionpay Quick Pass account of the car buyer UnionPay. Car purchase subsidies are distributed in the form of consumer red envelopes, which cannot be cashed out. They can be used in various offline consumption scenarios that support UnionPay China Unionpay Quick Pass in our city, with unlimited consumption times and automatic deduction of corresponding amount. The car purchase subsidy is valid until 20221Feb. 3 1 day, and will be invalid upon expiration.
