For orphans, those who belong to the scope of urban social welfare institutions are given priority to welfare institutions, and those who meet the conditions of rural five guarantees are included in the scope of rural five guarantees; Orphaned children are included in the orphan protection system, and basic living expenses for orphans are paid according to relevant standards.
(two) to improve the level of medical security for the wounded. Medical institutions should establish a green channel for the wounded, adhere to the principle of "first treatment, then charge" and take active measures to treat them. Priority should be given to those who are in critical condition. Medical expenses incurred due to emergency treatment, if there is an injurer or responsible person, shall be borne by the injurer or responsible person; If there is no perpetrator or responsible person and the perpetrator or responsible person escapes or cannot afford it, it will be solved through the basic medical security system according to regulations; Persons with heavy personal burden of long-term medical expenses due to injuries can help them solve practical difficulties through appropriate medical expenses reduction and exemption, urban and rural medical assistance, etc. The medical security for orphaned children will be included in the coverage of urban residents' basic medical insurance, new rural cooperative medical care, urban and rural medical assistance and other systems. Those who meet the requirements will be given priority assistance, and the insurance (combined) expenses can be solved through the urban and rural medical assistance system.
(three) to support the employment of courageous people with employment difficulties. As long as the courageous people with employment difficulties have the employability and desire, they will be given priority in employment assistance and given key support to help them find employment and re-employment. In public welfare posts developed by local governments, priority should be given to courageous people who meet the conditions of people with employment difficulties. Courageous personnel to apply for self-employed, industry and commerce, taxation, technical supervision and other relevant departments should give priority to apply for licenses in accordance with the law, the relevant fees shall be reduced or exempted.
(four) to increase the protection of school-age courageous people or their children's education. Children of those who died or were disabled are admitted to public kindergartens, and priority is given to them under the same conditions. In the compulsory education stage, the school-age children of those who died or were disabled in a courageous manner should be arranged to attend public schools according to the principle of nearest school. Give certain preferential treatment to the courageous people and the children of those who died or were disabled because of their bravery. The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government can formulate specific measures in light of relevant national policies and local actual research. For families who died or were disabled because of their bravery and financial difficulties, the education department should give priority to the implementation of the education subsidy policy in accordance with relevant regulations.
(five) to solve the family housing difficulties of courageous people. Governments at all levels should actively solve the housing difficulties of families of low-and middle-income courageous people. To meet the requirements of low-rent housing, public rental housing and affordable housing, the families of urban courageous people will be given priority in the housing security system, and priority will be given to renting, placing affordable housing or granting housing rental subsidies. Priority should be given to families of courageous people who meet the conditions for the renovation of dilapidated houses in rural areas.
