The State Council is composed of various departments, which perform the basic administrative functions of the State Council according to law. The State Council consists of ministries, commissions, the People's Bank of China and the Audit Office.
Committees are generally comprehensive departments, with a wide range of management and strong comprehensiveness. For example, the National Development and Reform Commission, the Family Planning Commission, the Commission for Discipline Inspection and the Party Committee are all comprehensive departments with comprehensive functions.
Bureau is generally called "business department" because its jurisdiction is relatively simple, its management scope is relatively narrow, such as public security bureau, health bureau and education bureau, and its functions are relatively single.
2. The appointment of leaders is different.
The political leaders of ministries and commissions are nominated by Premier the State Council, decided by the National People's Congress or its Standing Committee, and the chairmen are appointed and removed. The leadership of the General Administration shall be appointed and removed by Premier the State Council, without the decision of the National People's Congress and its Standing Committee.
