Continue to carry out "blue sky action" to effectively curb the upward trend of cloudy weather
The ambient air quality in Shenzhen maintains a good level.
Core tips
From 1997 to 2005, the built-up area of Shenzhen increased from 300 square kilometers to 7 13 square kilometers, the resident population of the city increased from 3.8 million to 8.27 million, and the number of motor vehicles increased from 220,000 to/kloc-0.000 million ... The rapid economic and social growth in Shenzhen has brought unprecedented carrying capacity to Shenzhen's atmospheric environment. It has become one of the biggest popular projects in Shenzhen in recent years to make great efforts to rectify atmospheric pollution and let the people breathe fresh air. This year, the environmental protection department of our city further strengthened supervision and management, effectively curbed the deterioration trend of air pollution, and the overall atmospheric environmental quality of the city continued to maintain an excellent level.
A set of data shows the achievements of air pollution control in Shenzhen: in 2005, the number of days when the ambient air quality in Shenzhen reached the national first-class (excellent) and second-class (good) standards was 360 days, accounting for 98.6% of the whole year. Compared with 2004, the number of days with excellent environment increased by 16 days, and the number of days with haze decreased by 4 1 day. In the first three quarters of this year, Shenzhen's ambient air quality continued to maintain a good level, reaching the national secondary standard of ambient air quality, of which the number of days with excellent ambient air quality was 268, which was basically the same as that of the same period last year.
In the review of national environmental protection model cities in September this year, experts from the review team of the State Environmental Protection Administration fully affirmed the effectiveness of Shenzhen's atmospheric environmental control: "Shenzhen's air quality has been maintained in a relatively good state, which fully reflects that the city has handled the relationship between social and economic development and environmental protection."
The comprehensive improvement of the atmosphere in Nantou Peninsula won the recognition of residents.
Nantou Peninsula used to be an industrial development zone. With the rapid development of economy and the increase of resident population, many industrial enterprises here are now surrounded by residential buildings. For the residents there, the black smoke and dust released from chimneys by some industrial enterprises around were once their biggest heart disease. In recent years, with the promotion of various air pollution control measures in Nantou Peninsula, residents' hearts are getting wider and wider now.
In order to let the residents of Nantou Peninsula breathe fresher air as soon as possible, the municipal government has comprehensively accelerated the progress of pollution control in this area this year. This year 1 month, the general office of the municipal government issued the Comprehensive Control Plan for Air Pollution in Nantou Peninsula, which designated Nantou Peninsula as "a sensitive area of environmental capacity, a strictly controlled area of environmental protection and a key area of environmental control", and completed the 10 large-scale specific control project within a time limit. In order to effectively ensure the implementation of remediation projects, the municipal government has set up a leading group for comprehensive remediation of air pollution in Nantou Peninsula, with Lv Ruifeng, member of the Standing Committee of the Municipal Party Committee and vice mayor, as the leader. Over the past year, the relevant departments of our city have strictly implemented the requirements of the plan and accelerated the pace of air pollution control in Nantou Peninsula in accordance with the six-word policy of "regulating, controlling, treating, relocating, reforming and managing".
Referring to the progress of this year's renovation project, the resident representative Jian Jiannan, who lives in Prince Villa in Moon Bay area of Nanshan District, told reporters that Nanshan Thermal Power Plant, which is less than 200 meters away from his home, invested 70 million yuan to complete the natural gas pipeline laying project this year. After the plant switches to natural gas production in the future, the surrounding residents will completely get rid of the troubles of black smoke and dust pollution.
The reporter learned that in view of the fact that there are many pollution sources in Nantou Peninsula, the environmental protection department of our city has also installed on-line monitoring instruments for flue gas in six key enterprises, including Mawan Power Plant, Western Power Plant, Moon Bay Power Plant and Nanshan Thermal Power Plant, and conducted automatic and continuous pollution source monitoring through real-time electronic monitoring system. A person in charge of the Municipal Environmental Protection Bureau vividly said: "The online monitoring system is like the' electronic police' of the environmental protection department, monitoring the discharge of pollution sources at any time. Once the pollution index is found to exceed the standard, the system will automatically' alarm' the environmental protection department, so as to deal with it at the first time and avoid affecting the surrounding residents."
Strengthening supervision has reduced the "black tail" of cars.
Liu Feng is an environmental protection volunteer of the Municipal Volunteer Union. Because the company is not far from home, he walks to and from work every day. Out of his professional habit, he always stares at the tail of the car when he walks on the road. Every time he sees a truck or bus roaring past with black smoke, he takes out his mobile phone and calls the environmental complaint hotline, asking the relevant departments to "take care of drivers who don't care about environmental morality". This year, there are fewer and fewer complaints in Liu Feng, because there are obviously fewer "black tails" on the road, and the mood of walking to and from work is much better than before.
The fact is indeed as Liu Feng felt. In recent years, a series of measures to curb vehicle exhaust pollution in Shenzhen have been implemented one by one, and have received obvious phased results. In order to cut off the "black tail" of buses, the municipal government has planned to invest 3. 1 100 million yuan since 2003 to provide financial subsidies for each bus that has been updated to Euro III emission standards in advance, and strive to update all buses to Euro III emission standards within five years. By the end of this year 1 1, the municipal government has allocated a financial subsidy of 89.3 million yuan, and 6,682 buses in the city have reached the Euro III emission standard, accounting for 75% of the total number of existing buses, which can reduce the total amount of pollutants by 4,634 tons every year.
Grasping the source of new car registration, our city has formulated and enforced the catalogue of environmentally-friendly vehicles since 2004, and the vehicle management department has strictly examined the registration of motor vehicles, and kept them at the source, and refused to register motor vehicles that are not on the catalogue, thus quickly achieving the goal of fully meeting the Euro II emission standards for new cars. From March 1 this year, the city officially implemented the recommended catalogue of vehicles meeting Euro III emission standards, which laid a foundation for the mandatory implementation of Euro III emission standards as soon as possible and guided the majority of car owners to give priority to purchasing vehicles meeting the environmental protection vehicle catalogue.
On the one hand, new cars are controlled to meet the standards, on the other hand, the city has implemented the management of "yellow-green standard" environmental protection classification marks since 2004, and implemented restrictions on Shennan Road since July 1 last year to guide car owners to eliminate vehicles with poor exhaust conditions. This year, the environmental protection department further deepened the management system of environmental protection classification marks for motor vehicles, and brought about150,000 off-site vehicles that have been in and out of Shenzhen for a long time into the unified management scope.
Cutting off the "black tail" focuses on strong supervision. This year, the city's environmental protection and traffic police departments jointly set up eight inspection working groups to conduct spot checks by combining inspection on major roads with mobile inspections. Focus on special vehicles such as buses, freight cars and "smoky vehicles", increase the intensity of sampling inspection, investigate and deal with operating lines with more reports and serious smoky situations at home, and establish an effective vehicle exhaust pollution detection and supervision system. By the end of 1 1, 28,233 vehicles were inspected on the road, and 4,633 vehicles exceeding the standard were investigated; 406 bus lines were randomly selected, and 5 136 buses were detected, and 2 14 buses were found to exceed the standard. * * * There were 27 bus companies whose 10 1 lines were punished for exceeding the standard; 38 observation points for smoky vehicles were set up in the main sections of the city, and 57,623 vehicles were observed, and the smoky vehicles were detected and investigated 1632 vehicles.
Carry out "blue sky action" to reduce winter haze
Affected by the overall regional environment, "haze" has gradually become a major annoyance affecting Shenzhen's air quality in recent years. Especially in winter, affected by the high pressure and stable climate, Shenzhen is dry and lacks rain, which is not conducive to the diffusion of atmospheric pollutants and is easy to form cloudy weather. In order to improve the quality of atmospheric environment and reduce the haze weather, at the end of last year, the municipal departments of environmental protection, construction, urban management, land and real estate, quality supervision, traffic police, transportation, taxation, and construction works jointly launched a "Blue Sky Action" focusing on the control of smoke pollution, and investigated and dealt with a number of smoky motor vehicles, dusty construction sites, and industrial enterprises that illegally discharged exhaust gas, which effectively curbed the upward trend of haze weather in Shenzhen.
This year 1 1 month, Shenzhen's "Blue Sky Action" kicked off again, and the rectification action was extended from last year's 1 month to three months, severely cracking down on all kinds of illegal sewage discharge, making efforts to solve the environmental problems strongly reflected by the masses and ensuring the improvement of the overall atmospheric environmental quality of our city in winter. The rectification of this year's "Blue Sky Action" includes three categories: first, the control of vehicle exhaust pollution, focusing on improving the emission standards of new vehicles, strengthening the monitoring of clean oil products, and building a sound social supervision system; Second, dust pollution control, focusing on municipal construction sites and road dust pollution control; The third is the control of industrial and service waste gas pollution, with emphasis on the control of boiler and oil fume pollution that affects the environment of residential areas.
In order to ensure the smooth development of the operation, this year's "Blue Sky Operation" also established a joint meeting system, including the Municipal Environmental Protection Bureau, Development and Reform Bureau, Construction Bureau, Trade and Industry Bureau and other departments 10. According to the plan, the rectification action will combine joint law enforcement actions with self-inspection actions. On the basis of self-inspection, we will focus on organizing joint law enforcement activities on dust, motor vehicle exhaust, industry and service industries, and at the same time guide all citizens to participate in rectification activities, ensuring that key regulatory enterprises meet the standards stably, making new breakthroughs in motor vehicle pollution control, and effectively controlling urban dust pollution.
