1973 to 1975 studied in the philosophy department of inner Mongolia university; 1975 to 1980 taught in inner Mongolia commercial school; 1980 to 1984, served as a researcher at the Institute of Agricultural Economics of China Academy of Social Sciences, and conducted research work at the Institute of Agricultural Economics; 1984 to 1990 transferred to the rural policy research office of the central secretariat as a researcher; 1990 to 1993 served as the president and editor-in-chief of China baiye information newspaper (later China tax newspaper); 1993 to 1995, approved by the central organization department, went to Linzhi area of Xizang Autonomous Region as a Commissioner; 1996 President of China Tax Magazine, and an expert-level official enjoying special allowance from the State Council.
