Regulations on the Administration of Blueprint Accounts in Guangzhou
Article 1 In order to strengthen the administration of population and household registration in this Municipality, adapt to the needs of the socialist market economic system and promote economic and social development, these Provisions are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality.
Article 2 The term "blue-printed account" as mentioned in these Provisions refers to the quasi-permanent account management form that is approved and registered by the public security organs of this Municipality and is valid within a certain period of time and can be converted into permanent urban accounts of this Municipality.
Article 3 The Municipal Public Security Bureau is the administrative department in charge of blue-printed accounts. All relevant functional departments shall, according to their respective responsibilities, coordinate in the management of blue-printed accounts.
Article 4 In Baiyun District, Fangcun District, Huangpu District, West and East Districts of Guangzhou Economic and Technological Development Zone, Guangzhou Free Trade Zone, Xinjiao Town of Haizhu District, Dongpu Town of Tianhe District (including Chebei) and Kemulang, Yushatan, Longdong and Tangxia Village of this city, the construction area to be purchased is 50 square meters to 74 square meters, 75 square meters to 99 square meters, 100 square meter.
Article 5 An investor or operator who invests in individual industrial and commercial households or private enterprises, who has a fixed residence and meets one of the following conditions, may apply for a blue-stamped account for himself, his dispatched personnel or his relatives:
(a) continuous operation for more than 3 years, and accumulated tax payment of 400,000 yuan within 3 years, or continuous operation for more than 5 years, and annual tax payment of more than 80,000 yuan, can apply for blue-printed accounts for 2 people; 1 year, you can apply for 1 person blue-printed account for every 300,000 yuan tax; Private enterprises recognized by the Municipal Science and Technology Commission as high-tech enterprises in this city. If the accumulated tax payment is 350,000 yuan in three years, you can apply for a two-person blue-printed account.
(2) If it is difficult to purchase or merge a state-owned enterprise or to contract or lease a state-owned enterprise, and it has been operating normally for more than 2 years, and the accumulated tax payment within 2 years is 350,000 yuan, it can apply for a blue-printed account for 2 people.
Article 6 Units from China, Hong Kong, Macao and Taiwan that invest and register to set up enterprises in this Municipality may apply for blue-printed accounts for their dispatched personnel and their spouses, minor children or relatives with fixed residence according to the taxes paid in this Municipality, in which enterprises apply for blue-printed accounts 1 person for every 300,000 yuan. It was recognized as a high-tech enterprise in this city by the Municipal Science and Technology Commission. The accumulated tax payment in 1 year is 250,000 yuan, and you can apply for a blue-printed account of 1 person.
Article 7 The following non-enterprise units established in this Municipality with the approval of the municipal government or the authorized department of the municipal government may apply for a one-time blue-printed account according to regulations:
(a) the Central Committee of the Communist Party of China, the State Council ministries and commissions and provincial, sub-provincial, cities under separate state planning, provincial capitals and offices set up by the people's governments of "larger cities" approved by the State Council, giving 10 blue-printed household registration index; The offices set up by the people's governments and administrative offices of prefecture-level cities in this Municipality shall be given six indicators of blue-printed accounts, and they shall bid for blue-printed accounts for their dispatched personnel with fixed residences or their spouses and minor children.
(II) The offices set up by the people's governments of cities and counties (including county-level cities) in this Municipality shall be given two indicators of blue-printed hukou, so as to bid for blue-printed hukou for their dispatched personnel with fixed residences.
Article 8 Personnel employed by organs, institutions, social organizations, enterprises and individual industrial and commercial households (hereinafter referred to as units) in this Municipality who meet the following conditions at the same time may apply for blue-printed accounts for themselves, their spouses and minor children after being audited by the municipal personnel and labor administrative departments:
(1) Having worked and lived continuously in this Municipality for 5 years, and meeting the regulations of this Municipality on the administration of foreign talents and labor services.
(two) continue to be employed by the same unit and sign a labor contract for not less than 3 years.
(3) Having a fixed residence.
(4) Have a college degree or above or an intermediate title or a secondary vocational education degree or above (including secondary school, secondary school and vocational secondary school education) and have a technical level above the intermediate level.
Article 9 Overseas students who have obtained a master's degree or above abroad and obtained residence qualifications in foreign countries, Hong Kong, Macao and Taiwan, have invested and started businesses in this city for more than 1 year or have been employed and signed by enterprises and institutions in this city for more than 3 years, and their spouses and minor children have a fixed residence and a stable source of employment or livelihood in this city, they can apply for a blue-printed account.
Article 10 To apply for a blue-printed account, the applicant shall provide the household registration certificate of the local police station and the family planning certificate issued by the family planning department of the street or town where the household registration is located, and provide information in accordance with the following provisions:
(a) the purchase of commercial housing bid for the blue print account, should provide the "real estate license" or "construction project planning acceptance certificate", purchase contract, purchase invoice and proof of the relationship between the applicant and the purchaser.
(2) When investing in the establishment of individual industrial and commercial households and private enterprises to bid for blue-printed accounts, they shall provide industrial and commercial registration and tax payment certificates in this Municipality, proof of kinship between the applicant and investors or operators, and proof of fixed residence, etc.
(3) If a company from China, Hong Kong, Macao and Taiwan invests in establishing an enterprise to bid for a blue-printed account, it shall provide industrial and commercial registration registration certificate, tax payment certificate, certificate of employees under the enterprise labor contract system, certificate of education, certificate of professional title and position, and certificate of permanent residence.
(4) When handling the blue-printed account, the office in Guangzhou shall provide the documents approving the establishment, the registration certificate of the office in Guangzhou, the approval documents for arranging the blue-printed account, the official staff certificate of the office and the certificate of fixed residence.
(5) To apply for a blue-printed account for employment in this city, the applicant shall provide the audit certificate, education certificate, professional title certificate, professional qualification certificate, technical grade certificate, Guangzhou laborer's manual, Guangzhou temporary residence permit, Guangdong migrant workers' employment certificate and permanent residence certificate.
(6) When applying for a blue-printed account, the family members of the overseas students should provide proof that they have a stable occupation or source of life in this city, proof of the relationship between the applicant and the overseas students, proof of academic qualifications or residence qualifications of the overseas students, and proof of permanent residence.
Article 11 Persons who apply for a blue-printed account must truthfully fill in and provide all kinds of supporting materials in accordance with the regulations. Forgery of proof materials or fraud will disqualify them from applying for blue-printed accounts; If a registered blue-printed account is found, its blue-printed account will be cancelled.
Article 12 After the blue-printed household registration applicant is approved and registered by the municipal public security organ, the public security organ shall issue the Guangzhou Blue-printed Household Registration Book and relevant documents, which shall be included in the management of permanent residence, conduct special population statistics, and send a copy to the municipal food administrative department once every six months. Persons who have obtained blue-printed hukou do not need to move out of the hukou where the original hukou is located, nor do they need to apply for replacement or replacement of resident identity cards in this city.
Blue-printed accounts may not be moved.
Article 13 The validity period of the blue-printed account is 5 years. If the blue-printed hukou personnel have not been reeducated through labor or sentenced to punishment for illegal crimes, have not violated the family planning policy, have fulfilled the labor contract and participated in social insurance according to the regulations, after the expiration of five years, they can apply by themselves and be transferred to the permanent residence of the city with the approval of the municipal public security organ. Among them, those who have obtained blue-printed accounts in Guangzhou office can be transferred to the collective accounts of permanent towns in this city after 5 years, and managed according to the provisions of the Municipal People's Government on the establishment of offices in this city by foreign units.
Article 14 Rights and obligations of blue-stamped registered permanent residence personnel:
(a) enjoy the same treatment as local urban residents in the aspects of nursery, enrollment, compulsory education, ordinary high school and vocational high school education, application for municipal secondary specialized schools and technical schools, family planning, medical and health care, employment, social insurance, application for provident fund loans and business licenses.
(two) the only child born during the period of holding a blue-printed account may apply for a blue-printed account with his mother or father after registering in the place where his mother or father has a permanent account.
(three) should pay the relevant fees in accordance with the provisions, specific standards with reference to the provisions of the Municipal People's Government on strict control of population growth.
(4) Those who have been reeducated through labor or sentenced to punishment for illegal crimes, violated the family planning policy, failed to perform the labor contract and did not participate in social insurance due to their own reasons, shall cancel their blue-printed accounts.
(five) to fulfill other equal obligations of permanent urban residents in this Municipality.
Article 15 The blue-printed hukou shall be incorporated into the population development plan of this Municipality, which shall be uniformly regulated and managed by the municipal planning department, and special indicators shall be issued to all districts according to the principle of territorial management, and the Guangzhou Blue-printed hukou indicator card shall be uniformly printed according to the plan.
Sixteenth relevant departments must go through the formalities of blue-printed accounts according to regulations. Those who neglect their duties, abuse their powers or engage in malpractices for selfish ends in the process of handling blue-printed accounts shall be given administrative sanctions by their units or the competent department at a higher level; If a crime is constituted, criminal responsibility shall be investigated according to law.
Seventeenth detailed rules for the implementation of the bid for the city's blue-printed account shall be formulated by the Municipal Public Security Bureau and implemented after being approved by the Municipal People's government.
Article 18 These Provisions shall come into force on June 1999 65438+ 10/day. In the past, the provisions of this Municipality on the management of blue-printed accounts are inconsistent with these provisions, and these provisions shall prevail.

Detailed Rules for the Implementation of the Regulations of Guangzhou Municipality on the Management of Blue Seal Accounts
Article 1 In order to smoothly carry out the registration and management of blue-printed household registration in this Municipality, these Detailed Rules are formulated in accordance with the Regulations of Guangzhou Municipality on the Administration of Blue-printed Household Registration (Decree No.9 of the Municipal People's Government [1999], hereinafter referred to as the Administrative Regulations).
Article 2 The scope of application of these Detailed Rules is the following units or individuals that meet the requirements of administrative regulations.
(1) 1996 10, 18, those who purchase legal commodity houses within the designated scope of this Municipality are non-local registered personnel within the jurisdiction of this Municipality.
(2)1On July 28th, 998, investors or operators who started to invest in individual industrial and commercial households and private enterprises and their dispatched personnel or relatives were not permanent residents of this Municipality.
(3)1From September 22, 1998, units from China, Hong Kong, Macao and Taiwan will send personnel, spouses, minor children or relatives who are not permanent residents of this municipality to invest and register in this municipality.
(4) Personnel dispatched by the central ministries and commissions and non-enterprise offices established in Guangzhou by the people's governments and administrative offices at or above the prefecture level with the approval of the Municipal People's Government or the authorized departments of the Municipal People's Government, or their spouses and minor children; The personnel dispatched by the people's government of a county (including a county-level city) in the non-enterprise office established in Guangzhou who are not the permanent residents of this municipality.
(5) 1997 10 Since 10, people who have been employed by government agencies, institutions, social organizations, enterprises and individual industrial and commercial households in this Municipality, their spouses and minor children.

Article 3 Anyone who applies for a blue-printed account in accordance with the requirements of administrative regulations and these Rules shall provide the household registration certificate of the local police station, the resident identity card, the family planning certificate issued by the family planning department at the street and town level where the local household registration is to be located (among them, the applicants specified in paragraphs 2, 3 and 4 of Article 2, 5 and 6 shall provide the certificate or contract that can be used for their permanent residence 1 year or more).
(1) The person who purchases a commercial house to bid for a blue-printed account must provide the real estate license issued by the Housing Authority of the Municipal Bureau of Land and Resources or the certificate of acceptance of the construction project planning issued by the urban planning department, the certified house purchase contract (the house address and house number must be indicated), the house purchase invoice, the identity card of the purchaser and the certificate of relationship with the purchaser issued by the police station where the applicant's account is located.
(2) If individual industrial and commercial households and private enterprises invest in establishing blue-printed accounts, they shall provide the business license (copy) and tax registration certificate (copy) issued by the industrial and commercial and tax departments of this Municipality, the tax payment certificate of local taxpayers in Guangzhou issued by the Municipal Local Taxation Bureau, the tax payment certificate of taxpayers in Guangzhou issued by the Municipal State Taxation Bureau, the certificate that the board of directors or enterprises agree to their household registration, and the certificate issued by the police station where the applicant's household registration is located. If it belongs to a high-tech enterprise, it shall provide a high-tech enterprise certificate issued by the Municipal Science and Technology Commission; If it is difficult to contract, lease, purchase or merge state-owned enterprises, it shall provide the certificate of the superior competent department.
(3) Personnel of investment enterprises in China, Hong Kong, Macao and Taiwan applying for blue-printed accounts must provide the business license (copy) and tax registration certificate (copy) issued by the industrial and commercial and tax departments of this Municipality, the tax payment certificate of local taxpayers in Guangzhou issued by the Municipal Local Taxation Bureau, the tax payment certificate of taxpayers in Guangzhou issued by the Municipal State Taxation Bureau, the labor manual of employees in Guangzhou, and the certificate of consent to enter the household issued by the board of directors or enterprises. If it is a high-tech enterprise, it shall provide the high-tech enterprise certificate issued by the Municipal Science and Technology Commission.
(4) If the staff of the Guangzhou office apply for the blue-printed account, the approval of the general office of the municipal government on the establishment of the Guangzhou office, the registration certificate of the Guangzhou office issued by the municipal co-organizer, the index letter (approval) of the Guangzhou office's bid for the blue-printed account issued by the Municipal Planning Commission and the official staff certificate of the office shall be provided. If you apply for a blue-printed account for your spouse or minor children, you must also provide a marriage certificate and a medical certificate of birth.
(5) The employees employed in this city must provide the audit certificate of the labor and personnel department, education certificate, professional and technical title qualification certificate, professional qualification certificate, Guangzhou workers' labor manual, Guangzhou temporary residence permit and Guangdong migrant workers' employment certificate. If their spouses and minor children jointly apply for a blue-printed account, they must also provide a marriage certificate and a medical certificate of birth.
(6) To apply for a blue-printed account, the family members of overseas students must provide the employment unit or income source certificate, marriage certificate and birth medical certificate of this city, and provide the degree certificate, residence qualification certificate, business license (photocopy) of the enterprise invested and established in this city, tax registration certificate (photocopy) or on-the-job certificate issued by enterprises and institutions in this city.
Article 4 Application and approval procedures for blue-printed accounts:
(1) Anyone who meets the requirements for applying for a blue-printed account shall apply to the local police station (those who apply for the purchase of commercial housing shall apply to the local police station within six months after the house is delivered for use), fill in the Application Registration Form for Blue-printed Account in Guangzhou, and provide the required relevant supporting materials.
(2) After the police station accepts the application, it is necessary to investigate the personnel who bid for the blue-printed account to find out whether the house they bid for is legal and whether there is a house number. If you buy a house, is the house included in the blue-printed household registration plan? After verification, the opinions shall be reported step by step according to the examination and approval authority of the current account, and finally approved by the household administration department of the Municipal Public Security Bureau according to the regulations.
(III) If the household registration is allowed, the household administration department of the Municipal Public Security Bureau shall return it to the District Public Security Bureau with the Application Registration Form of Guangzhou Blue Seal Household Registration and the Notice of Blue Seal Household Registration, and the Public Security Bureau shall return it to the police station. The police station is responsible for notifying the approved households to the comprehensive accreditation office of the Municipal Public Security Bureau, and going through the relevant payment procedures at the outlets of the municipal commercial banking system according to the relevant provisions of the management regulations with the notice, and then relying on the bank's payment voucher and
(IV) The household administration department of the Municipal Public Security Bureau controls the number of approved households every year according to the general index and classification index of the blue-printed household registration issued by the Municipal Planning Commission, and the public security bureaus of all districts control the number of approved households according to the specific plan index of the blue-printed household registration issued by the Municipal Planning Commission. Anyone who is allowed to enter the blue-printed account in Guangzhou shall be issued a "Guangzhou Blue-printed Account Indicator Card" uniformly printed by the Municipal Planning Commission by the household administration department of the Municipal Public Security Bureau, and the application materials shall be handed over to the police station for archival reference.
Article 5 Measures for the Administration of Blue Seal Accounts:
(a) approved to enter the Guangzhou Blue Seal Account, the police station shall issue the Guangzhou Blue Seal Household Register and related documents uniformly printed by the Guangzhou Public Security Bureau, and collect fees according to regulations.
(2) Blue-printed accounts are included in the management of local permanent accounts for daily management and special population statistics. The household administration department of the Municipal Public Security Bureau will send a copy of the number to the municipal administrative department of food every six months. Belonging to residential areas, local neighborhood committees and mass organizations should bring them into management and effectively protect their legitimate rights and interests.
(three) the blue-printed account is only valid in the local streets and towns, and it is not allowed to migrate in the urban area. If you leave the city and don't live in the city in the future, the holder of the blue-printed account will report the cancellation of the blue-printed account to the local police station. If a registered resident has not lived in the house with the registered address for more than half a year and his whereabouts are unknown, the public security organ shall cancel his blue-printed account in accordance with the regulations.
(4) Children who are born in line with the national family planning policy and hold a blue-printed household registration in Guangzhou can apply for the registration of the blue-printed household registration according to the principle of settling down with their mother or father after registering with the police station where their biological mother or father originally lived, so as to give priority to solving the problem.
(five) if the office in Guangzhou is approved to apply for a blue-printed account, it shall be managed with reference to the current Measures for the Administration of Personnel Accounts of Foreign Offices in Guangzhou.
(6) Those who have been approved to enter the Blue Seal account will not go through the formalities of moving out of their original residence and the relationship between food supply in registered permanent residence, nor will they apply for, renew or reissue their Guangzhou resident identity cards.
Article 6 The validity period of Guangzhou Blue Seal Account is five years. There is no illegal crime, reeducation through labor or punishment, violation of the family planning policy, and the labor contract is fulfilled and social insurance is required. After five years, the blue-printed account applies to the local public security police station to be changed into a permanent residence in Guangzhou, fills in the application form for household registration transfer, and the public security organ examines and approves it according to the national household registration transfer policy. With the approval of the household administration department of the Municipal Public Security Bureau, the relationship between household registration and food supply will be converted into a permanent residence in Guangzhou. Among them, the personnel who have obtained blue-printed accounts in Guangzhou will be managed according to the current Measures for the Administration of Collective Accounts in Guangzhou Office after being converted into permanent accounts in this city.
Article 7 No unit or individual may sell or transfer the blue-printed household registration index or forge the certification materials in any way. If it is found that the blue-printed account index has been bought, sold or transferred, the certification materials have been forged or other irregularities have been found, the qualification for applying for an account will be cancelled. Those who have applied for blue-printed accounts will be cancelled immediately once they are found, and will be punished according to the relevant provisions of China's current household registration management. Those who constitute a crime will be investigated for criminal responsibility according to law. During the period of applying for a blue-printed account or after being allowed to enter the blue-printed account, those who are found to have been reeducated through labor or sentenced to punishment for illegal crimes, violated the family planning policy, or failed to fulfill their labor contracts and participate in social insurance due to their own reasons will stop accepting their applications for entering the blue-printed account or cancel the blue-printed account. The relevant fees paid by those who have been canceled the blue-printed account in Guangzhou or voluntarily gave up the blue-printed account to become permanent residents in Guangzhou will not be refunded.
Article 8 Relevant staff of public security departments at all levels and relevant functional departments shall strictly abide by national policies, regulations, party discipline and discipline, perform their duties, and it is strictly forbidden to resort to deceit and ask for bribes. No unit or individual may engage in illegal activities of selling accounts, and offenders will be held accountable. Account management belongs to the public security organs, and the police station shall not accept cases that do not meet the management regulations and these rules.
