The administrative law enforcement certificate refers to the administrative law enforcement certificate and the administrative law enforcement supervision certificate that are applicable in this administrative area. It is a valid certificate and identity certificate for law enforcement personnel of judicial administrative organs to perform administrative law enforcement duties and engage in administrative law enforcement activities according to law. The administrative law enforcement certificate is the employment certificate of the law enforcement personnel of the administrative organ when carrying out law enforcement activities. Law enforcement officers of administrative organs need to carry out specific law enforcement activities with administrative law enforcement certificates, which can be obtained through examinations. At present, different provinces, municipalities and autonomous regions have made different provisions on the conditions for obtaining administrative law enforcement certificates. The administrative law enforcement certificate is the certificate of law enforcement license and has the authority of law enforcement. Law enforcement can be divided into four categories: fire law enforcement, public security law enforcement, criminal law enforcement and public utility law enforcement, and the management scope covers all categories of individual behavior and unit behavior.

Article 17 of the Administrative Punishment Law of the People's Republic of China shall be implemented by the administrative organ with the power of administrative punishment within the statutory scope of functions and powers. Fifteenth departments in the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the central government and their relevant departments shall regularly organize the evaluation of the implementation and necessity of administrative punishment, and put forward suggestions on modifying or abolishing inappropriate administrative punishment items and types, fines and so on.
