rule number one? In order to standardize the work of poverty alleviation and development in rural areas, promote the poverty-stricken people in rural areas to get rich, and accelerate the economic and social development in rural poverty-stricken areas, these Regulations are formulated in accordance with relevant laws and administrative regulations and combined with the actual situation of this province.
article 2? These Regulations shall apply to rural poverty alleviation and development and its management activities within the administrative area of this province. The term "rural poverty alleviation and development" as mentioned in these Regulations refers to the activities of state organs, all walks of life and individuals to help rural poor areas and poor people improve their development ability and achieve poverty alleviation.
article 3? Rural poverty alleviation and development should adhere to the development-oriented poverty alleviation policy and follow the principles of government-led, accurate poverty alleviation, self-reliance, social assistance and joint efforts.
article 4? The main target of rural poverty alleviation and development is the rural population whose annual per capita net income is lower than the national rural poverty alleviation standard and has the ability to work. The administrative department of poverty alleviation and development of the people's government at the county level shall establish a confirmation mechanism for rural poverty alleviation and development objects and implement dynamic management. The township (town) people's government shall investigate, verify and publicize the rural poverty alleviation and development objects preliminarily confirmed by the villagers' committee, and report to the administrative department of poverty alleviation and development of the people's government at the county level for approval and publication.
article 5? The main scope of rural poverty alleviation and development is to concentrate on contiguous areas with special difficulties and other key counties (cities, districts), poor townships (towns) and poor villages for poverty alleviation and development. The determination and adjustment of the specific scope of rural poverty alleviation and development shall be drawn up by the provincial administrative department of poverty alleviation and development and submitted to the provincial people's government for approval. ?
article 6? People's governments at or above the county level shall formulate rural poverty alleviation and development plans, incorporate rural poverty alleviation and development into national economic and social development plans, implement the target responsibility system for rural poverty alleviation and development, establish a deliberation and coordination mechanism, and take overall responsibility for rural poverty alleviation and development. The township (town) people's government is responsible for the specific work of rural poverty alleviation and development within its administrative area, and is equipped with personnel suitable for the task of poverty alleviation and development.
article 7? The administrative departments for poverty alleviation and development of the people's governments at or above the county level shall be responsible for overall coordination, organization, promotion, supervision and inspection of rural poverty alleviation and development work within their respective administrative areas. Other administrative departments shall, in accordance with their respective duties, do a good job in rural poverty alleviation and development.
article 8? The people's governments at or above the county level shall establish an incentive mechanism for rural poverty alleviation and development, encourage poverty alleviation targets to achieve stable poverty alleviation through hard work and encourage all sectors of society to actively participate in rural poverty alleviation and development.
