The specific entry and exit conditions and specific area of small huxing are reasonably determined by the city people's government in accordance with the principle of basic protection.

At the same time, the government provides land, fiscal, taxation, financial and other policy support for affordable rental housing, gives full play to the role of market mechanism, guides multi-subject investment and multi-channel supply, adheres to the principle of "whoever invests owns it", mainly uses collectively operated construction land, idle land of enterprises and institutions, supporting land for industrial parks and idle houses in stock, moderately uses newly supplied state-owned construction land, and reasonably supports commercial service facilities. In recent years, all regions and relevant departments have conscientiously implemented the decision-making arrangements of the CPC Central Committee and the State Council, solidly promoted the housing security work, and effectively improved the housing conditions of people with difficulties in urban household registration. However, the housing difficulties of new citizens, young people and other groups are still outstanding, and it is necessary to speed up the improvement of the housing security system with public rental housing, affordable rental housing and shared property housing as the main body. With the consent of the State Council, we hereby put forward the following opinions on accelerating the development of affordable rental housing and promoting the solution of outstanding housing problems in big cities.

I. Guiding ideology

Fully implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th National Congress, base on the new stage of development, implement the new development concept, build a new development pattern, adhere to the people-centered orientation, adhere to the positioning that houses are used for living, not for speculation, highlight the people's livelihood of housing, expand the supply of affordable rental housing, alleviate the structural supply shortage in the housing rental market, and promote the establishment of a housing system with multi-agent supply, multi-channel guarantee and rent and purchase.

Second, the basic system

(a) clear object standards. Affordable rental housing mainly solves the housing difficulties of eligible groups such as new citizens and young people. It is mainly a small apartment with a construction area of not more than 70 square meters, and the rent is lower than the rental housing rent in the same lot and the same quality market. The specific entry and exit conditions and specific area of small huxing are reasonably determined by the city people's government in accordance with the principle of basic protection.

(2) Guide multi-party participation. Affordable rental housing is supported by government policies such as land, finance and taxation, giving full play to the role of market mechanism, guiding multi-subject investment and multi-channel supply, adhering to the principle of "whoever invests owns it", mainly using collective construction land, idle land of enterprises and institutions, supporting land of industrial parks and idle houses in stock, appropriately using newly supplied state-owned construction land, and rationally supporting commercial service facilities. Support specialized large-scale housing leasing enterprises to build and operate affordable rental housing.

(3) Adhere to the matching of supply and demand. The urban people's government should find out the demand for affordable rental housing and the housing resources of the existing land, combine the supply and demand and quality of existing rental housing, proceed from reality, adopt various ways such as new construction, renovation, renovation, rental subsidies and the use of government idle housing as affordable rental housing, effectively increase supply, scientifically determine the construction objectives and policies and measures of affordable rental housing during the 14 th Five-Year Plan period, formulate annual construction plans, and announce them to the public.

(4) Strict supervision and management. The city people's government should establish and improve the housing rental management service platform, strengthen the supervision of the whole process of construction, lease and operation management of affordable rental housing, and strengthen the supervision of project quality and safety. Affordable rental housing shall not be sold on the market or in disguised form, and it is strictly forbidden to operate illegally or defraud preferential policies in the name of affordable rental housing.

(5) Implementing local responsibilities. The city people's government is mainly responsible for the development of affordable rental housing in this region and promoting the solution of housing difficulties for new citizens, young people and other groups. The people's governments at the provincial level shall take overall responsibility for the development of affordable rental housing in the region, strengthen organizational leadership, supervision and inspection, and monitor and evaluate the development of affordable rental housing in various cities.

Third, support policies.

(1) Further improve the land support policy.

1. Large cities with net population inflow and cities determined by provincial people's governments can explore the use of collectively operated construction land to build affordable rental housing on the basis of respecting the collective wishes of farmers and with the consent of the city people's government; We should support the use of collective construction land in urban areas, near industrial parks or convenient transportation areas to build affordable rental housing; Rural collective economic organizations can build and operate affordable rental housing through self-construction, joint venture or shareholding; The right to use collectively-operated construction land for the construction of affordable rental housing can be mortgaged.

2. In big cities with net population inflow and cities determined by the provincial people's government, with the consent of the urban people's government, the land that enterprises and institutions have legally obtained the right to use can be used to build affordable rental housing, and the land use can be changed without paying the land price, and the original allocated land can continue to be allocated; Allow land users to build their own or cooperate with other market entities to build and operate affordable rental housing.

3. With the consent of the city people's government, in big cities with net population inflow and cities determined by provincial people's governments, the upper limit of land area for supporting the construction of administrative office and living service facilities in industrial parks can be increased from 7% of the total land area of the project to 15%, and the upper limit of construction area can be increased accordingly. The increase is mainly used for the construction of dormitory-type affordable rental housing, and the construction of complete sets of commercial housing is strictly prohibited; Encourage the concentration of land area or construction area corresponding to the supporting proportion of industrial projects in industrial parks, and unify the construction of dormitory-type affordable rental housing.

4. Idle and inefficient use of commercial offices, hotels, factories, warehouses, scientific research and education and other non-residential stock houses, with the consent of the city people's government, are allowed to be converted into affordable rental housing on the premise of conforming to the planning principles, unchanged ownership, meeting safety requirements and respecting the wishes of the masses; During the period of being used as affordable rental housing, the nature of land use will not be changed and the land price will not be paid back.

5. Large cities with net population inflow and cities determined by provincial people's governments should increase the supply ratio of affordable rental housing land in residential land according to the principle of job-residence balance. In the preparation of the annual residential land supply plan, the rental housing land plan should be listed separately, giving priority to all supply, focusing on industrial parks and surrounding areas, near rail transit stations and key urban construction areas, and guiding urban residents to integrate with people, land and housing; The land for affordable rental housing can be supplied through transfer, lease or allocation, in which the rental price and adjustment method of affordable rental housing can be used as preconditions for transfer or lease, allowing the transfer price to be collected in installments. New ordinary commodity housing projects can be equipped with a certain proportion of affordable rental housing, and the specific proportion and management measures are determined by the municipal and county people's governments. Encourage the construction of a certain proportion of affordable rental housing on the subway.

(2) simplify the examination and approval procedures. All localities should streamline the approval items and links of affordable rental housing projects, build a rapid approval process, and improve the efficiency of project approval. Where non-residential stock land and non-residential stock houses are used to build affordable rental housing, the municipal and county people's governments can organize relevant departments to jointly review the construction plan, and after issuing a confirmation letter for affordable rental housing projects, the relevant departments can go through the procedures of project establishment, land use, planning, construction and fire control. For projects that do not involve the change of land ownership, existing land use procedures and other materials can be used as land certification documents, and land use procedures are no longer needed. Explore the combination of project construction permit and construction permit into one stage. Implement joint acceptance by relevant parties.

(3) Support the central subsidy funds. The central government subsidizes the construction of affordable rental housing that meets the requirements through existing funding channels.

(4) Reduce the tax burden. Comprehensive use of taxes and fees to increase support for the development of affordable rental housing. Using non-residential stock land and non-residential stock houses to build affordable rental housing, after obtaining the confirmation letter of affordable rental housing project, the preferential tax policies such as housing rental value-added tax and property tax shall be applied mutatis mutandis. Free of supporting fees for urban infrastructure for affordable rental housing projects.

(five) the implementation of civil water and electricity prices. Using non-residential stock land and non-residential stock houses to build affordable rental housing, after obtaining the confirmation letter of affordable rental housing project, the prices of water, electricity and gas shall be implemented according to the residents' standards.

(6) Further strengthen financial support.

1. Increase credit support for the construction and operation of affordable rental housing, and support banking financial institutions to provide medium and long-term loans to self-sustaining entities of affordable rental housing in a market-oriented manner; In accordance with the principles of legal compliance, risk control and commercial sustainability, loans are provided to housing leasing enterprises that rebuild existing houses and form affordable rental housing without property rights. Improve the loan statistics suitable for affordable rental housing and treat it differently when implementing real estate credit management.

2. Support banking financial institutions to issue financial bonds and raise funds for affordable rental housing loans. Support enterprises to issue corporate bonds, corporate bonds, non-financial corporate debt financing instruments and other corporate credit bonds for the construction and operation of affordable rental housing. Enterprises that hold and operate affordable rental housing with sustained and stable cash flow can use real estate mortgage as a means of credit enhancement and issue housing lease guarantee bonds. Support commercial insurance funds to participate in the construction of affordable rental housing in accordance with the principle of marketization.

The fourth is to organize implementation.

① Do a good job in policy convergence. All localities should put solving the housing difficulties of new citizens, young people and other groups on the important agenda and attach great importance to the construction of affordable rental housing. It is necessary to sort out the existing policies to support rental housing, including the use of collective construction land to build rental housing pilot, the central government to support the development of housing rental market pilot, non-real estate enterprises to use their own land to build rental housing pilot, and the development of rental housing as a policy rental housing pilot. Those who meet the requirements are included in the standardized management of affordable rental housing. Those who are not included may not enjoy the special support policies of the state for the construction of affordable rental housing by using non-residential stock land and non-residential stock housing, and there is no need to pay the land price.

(2) Strengthen departmental cooperation. Housing and urban-rural construction departments should strengthen the organization, coordination, supervision and guidance of the development of affordable rental housing, organize monitoring and evaluation of the development of affordable rental housing in conjunction with relevant departments, and timely sum up the experience and practices of publicity. The National Development and Reform Commission, the Ministry of Finance, the Ministry of Natural Resources, the People's Bank of China, the State Administration of Taxation, the Insurance Regulatory Commission of the Bank of China, the CSRC and other departments and units should strengthen policy coordination and work cohesion, and strengthen business guidance, investigation and supervision. All relevant departments and units shall, in accordance with the division of responsibilities, strengthen cooperation and form a joint force to ensure that all policies are put in place.
