If both the loan applicant and the spouse meet the loan application conditions, the upper limit of the housing provident fund loan amount will be raised from 600,000 yuan to 800,000 yuan. "Business-to-public" loans and single-deposit employees applying for housing provident fund loans have a loan ceiling of 500,000 yuan. Employers, such as enterprises that have real difficulties in paying housing provident fund, can apply for delaying the payment of housing provident fund or reducing the proportion of housing provident fund payment according to law under the premise of full consultation with employees, and the period shall not exceed 12 months.
Encourage new citizens who meet the local housing provident fund loan qualifications to apply for housing provident fund loans in Linyi City, and implement the same city treatment in terms of loan review and loan repayment. Increase financial support for renting houses, and reasonably determine the amount of housing accumulation fund for renting houses according to the local rent market price.
The document proposes to support housing just for consumption. From September 29, 2022 to March 29, 2023, if an individual purchases a new commercial housing within the central city for the first time, the beneficiary finance will bear a house purchase subsidy of 50,000 yuan on the basis of the new commercial housing filing contract, and encourage development enterprises to give preferential treatment to houses according to the same standards.
Linyi supports improved housing consumption. During the period from September 29, 2022 to September 29, 2023, if the second-hand house is sold and new commercial housing is purchased in the central city, the municipal finance will reward it according to the proportion of 80% of the deed tax actually paid when handling the property right certificate. The registration mode of "transfer by mortgage" is implemented for second-hand houses.
In terms of implementing the talent housing policy, doctoral students, master students and full-time undergraduates who are new to Linyi's "two new" organizations for employment or entrepreneurship will be given a one-time housing subsidy of 300,000 yuan, 6,543,800 yuan and 50,000 yuan respectively, and the required funds will be borne by the beneficiary finance in proportion. For high-level talents who meet the relevant conditions, a one-time housing subsidy will be given in the form of "one thing, one discussion". Support just-needed groups to buy houses. Encourage development enterprises to flexibly carry out for-profit promotion activities such as group buying housing. Screening high-quality housing enterprises and houses, targeting teachers, medical workers, active (retired) soldiers, police, emergency rescue workers and other groups, implementing accurate docking, setting up "discount supermarkets for special rooms", optimizing trading services and speeding up the destocking of commercial houses.
